Lake Avenue, Groveland, FL 34736. Chair Joscelyn Campbell called the meeting to order at 6:32 p.m. with the following Committee Members present: Vice Chair Linda Cowels, Michael Gris, Chuck Kenzig, Shana Martin, and School Representative Lashawn Irvin. Also present was City official, Mike Walker, Parks and Community Services Director. Unexcused Absences - David Badillo and Paula Hall. Excused Absence - Amanda Traywick and Recording Secretary, Dodie Barger. OPENING CEREMONIES Pledge of Allegiance led by Committee Member Chuck Kenzig ROLL CALL Parks and Community Services Director, Mike Walker, called the roll with all present excluding David Badillo, Paula Hall, and Amanda Traywick. CONSENT AGENDA Consideration of Approval : A. October 11, 2022, RAC Meeting Minutes Motion: Committee Member Mike Gris moved to approve the October 11, 2022, RAC Meeting minutes as presented, and School Board Representative Lashawn Irvin seconded the motion. Motion passed unanimously. Committee Member Chuck Kenzig expressed his appreciation for the Recording Secretaries extensive time in transcribing such detailed minutes and the Chair noted her appreciation as well and asked it to be put on the record. Director Mike Walker noted that to reiterate what was mentioned at the last meeting, per the City Attorney's direction, the minutes should reflect motions and actions, not verbatim conversations. So, effective immediately and going forward, the minutes will be more focused on agenda items only and will document all motions and actions with less discussion. Anyone requiring more detail may request a copy of the minutes. PRESENTATIONS 2022/2023 Calendar of Events Mike Walker, Parks and Community Services Director Director Walker reviewed past events to include October, November, and December as there was no meeting in November: 1 DECEMBER 13, 2022, RECREATION ADVISORY COMMITTEE (RAC) MEETING MINUTES 10/29 Trunk or Treat Event - 20 Trunks of candy, local businesses, and other vendors. The movie Haunted Mansion was shown. 11 /01 dia de los Muertos - This is a Latin/Hispanic cultural event where families remember those who have passed. There were approximately 25-30 families in attendance and the City provided candles and bags so families could honor those who had passed. The amphitheater was lined with the lighted bags then the movie Coco was shown. 11 /18 - Veteran's Day Ceremony which was originally scheduled to be held on 11 /11 as part of our 2 nd Friday Market but had to be cancelled due to the hurricane. There were approximately 50 plus vendors, DJ Mix on Wheels, and Mr. Stanley Lay from the Clermont VFW gave a speech for the veterans. All veterans present were provided a free breakfast onsite from Chefing it Up, a free hot dog lunch onsite from Dawg House and a free dinner from various vendors within the City. Veterans also received a free t-shirt printed by the City commemorating Veteran's Day 2022. 12/09 2nd Friday Market and Christmas Tree Lighting - 50 plus vendors, performances by Q Line Dance Team, Hope Academy, South Lake High School Band, and Randall Crawford. Santa and Mrs. Klaus held a meet and greet photo opportunity in the E.L. Puryear building, and the Christmas Tree was officially lit by the mayor. 12/10 City of Groveland 2022 Christmas Parade - Over 50 parade entries which were judged by 5 members of the RAC. Winners were: 1st Place Floats - The Dance Company 2nd Place Floats - Pouncin Bouncin Bounce Houses 3rd Place Floats - Lake County Fair 1st Place Motorized Vehicles - Rodolfo Vera 2nd Place Motorized Vehicles - Lake Catherine Farms 3rd Place Motorized Vehicles - Texas Road House 1st Place Walkers - Q Line Dance Team 2nd Place Walkers - All Wired-Up Youth Robotics, Team 8057 3rd Place Walkers - South State Bank 1st Place Band - South Lake High School/Grey Middle School Band 1st Place Horses - Horses with a Mission Mayor's Choice - John Morris/Vintage Fire Truck 12/11 Fishing Clinic - Partnered with Coastal Conservation Association and Florida Angler to hold a free fishing camp which filled up with 75 kids within 2 days. Upcoming Events 12/20 Menorah Lighting - Veteran's Memorial Park at 5:00pm 01/13 2nd Friday Market 01 / 15 Martin Luth er King Day (MLK Day is on 1/16 but Clermont is holding their event on the 16th · so we opted to hold ours on the Sunday before which is actually Martin Luther King's Birthday). 01 /21 Bike Florida - Metric Ride with a 35-mile and a 60-mile route. 2  DECEMBER 13, 2022, RECREATION ADVISORY COMMITTEE (RAC) MEETING MINUTES OLD BUSINESS Mike Walker, Director Parks and Community Services 1. Capital Improvement Plan (FY23) Director Walker noted the members have a spreadsheet in their packets which has been updated to include the ongoing items we have been discussing, the Lake David Park Splashpad Shade Structures will be going in this week. David Blanks restroom was delayed by permitting on the contractor's side, but the issue was resolved earlier today, and the installation should be completed before the end of the year. 2. Update - Cherry Lake Park Director Walker noted the Cherry Lake Plans are close to 100%. We have 4.3 million in this years' budget, and we have been working on making the budget fit the box and we believe we are there. Manley Design and team are moving forward to finalize the plans to get the construction documents at 100%. Our fiscal year ends September 30 th and there are some items that probably will not get started this year and we have pushed those costs to next years' budget, i.e., irrigation, tree plantings, etc. and we will ask City Council for the funding next year. The playground will be ordered next week, amenities like picnic tables, shade structures, trash cans, and bike racks will be ordered soon so we are getting closer. Construction will probably start in March. The City still has to review the plans and permitting. Committee Member Chuck Kenzig asked about the turtle relocation progress. Director Walker noted all turtles have been removed, however, with the delay in getting the budget nailed down, our 90-day window to start construction has ended and we will need to do another turtle survey to ensure no turtles have returned. Committee Member Michael Gris asked if we would have to deal with removing turtles again when we begin phase Ill and Director Walker noted we would. 3. Update - South Lake Regional Director Walker noted the budget for this project is also at 4.3 million. When we went out to bid the lowest bid came in at 6.499 million. We were hoping to be at 4.3 million because the project is being built by Lake County and their annual contribution partnership. The amount received from Lake County so far is 3.1 million and this year we will be at approximately 4.3 million. The City, the County and the contractor (Malever) met to lessen the scope of work to get to 4.2 million and we should be going to City Council in January/February for permission to move forward with that project also for Phase IA. Committee Member Chuck Kenzig asked to be kept up to date on the progress of this project. Director Walker gave a brief overview of the Phase 1A plans. Committee Member Chuck Kenzig asked about a possible agenda for Max Hooks Road and Director Walker noted that our Streets/Public Works Director T.J. Fish, is working with 3  DECEMBER 13, 2022, RECREATION ADVISORY COMMITTEE (RAC) MEETING MINUTES the County on taking that road over and there is a possible developer on the south side of the park that may be responsible for redoing all of Max Hooks road along with the utilities because he needs those utilities lines for his development as well. Committee Member Michael Gris asked when Director Walker anticipated the fields being ready and he estimated completion of Phase I in 2024/2025. Director Walker noted Community Development is working on a citywide sign concept, so everything is uniform, and we have money in the budget for signage when we get to that point. He noted there is also $50,000 in the budget for a Master Plan of Ronald Sefton Gaffney Park. NEW BUSINESS a. Elese Tomlin Center Report Vice Chair Linda Cowels gave a report on the Elese Tomlin Center covering the time period of November 23 rd to December 8th , see report attached. b. Committee Reports Committee Member Chuck Kenzig - Thanked Mike and his staff for the great Christmas Events. He noted he is coaching basketball, and he had the opportunity to speak with Sports Medicine Institute and wanted to acknowledge them for funding basketballs for each of the children (80) in the youth league. He also noted he spoke with Chief Carroll regarding his cemetery project and is helping in reviewing plans. Committee Member Shana Martin - No report. Committee Member Mike Gris - Noted he enjoyed the Santa Meet and Greet but had a suggestion to move the Tree Lighting to 6 pm as he noted there were very few in line from 5-6pm but then we were slammed and had to stop so Santa could go out to the Tree Lighting at 7pm. School Representative Lashawn Irvin - No report. Chair Joscelyn Campbell noted the Hope Torchlighters, a non-profit for special needs, held its VIP Buddy Break and Torchlighters Christmas Celebration on December 10th and this was the 5th year they have done this. They had a wonderful time and calculated they have given away 1,000 gifts and served 500 families in the community. She was Mrs. Claus, they also had Santa, Buddy the Elf, and Jovie. They reach families from Groveland, to Clermont, to Mascotte, and are the only ones doing this in Lake County. They even have families coming from Mt. Dora and Tavares, but the majority is here. They provided lunch (celiac and gluten free) gift cards and presents. The event normally falls on the same day 4  DECEMBER 13, 2022, RECREATION ADVISORY COMMITTEE (RAC) MEETING MINUTES as the Christmas Parade and they are working to make sure the event is not held on the same day as the Christmas parade going forward. They have partnered with Groveland Fire Department to be at their monthly Saturday Buddy Break Respite Care meeting so the kids can interact with them, climb on the Fire Truck and touch everything. In return the Fire Department can learn to interact with the special needs children. PUBLIC COMMENTS The only public comment was from Mr. David Bergstein introducing himself as he had submitted an application for the RAC and looks forward to working with everyone. ADJOURNMENT Chair Joscelyn Campbell adjourned the meeting at 7:30 p.m . ~ ~ Groveland FLORIDA C:irv witlr ·\'11tt1ru/ Ch11r01 Joscelyn Campbell, Chair Attest: Dodie Barger, Recording Secretary 5  ELESE TOMLIN COMMUNITY CENTER REPORT (November 23rd to December 8th, 2022) INTAKES • Since November 23rd to December 8th, the ETCC staff has served precisely three hundred and forty-two (342) duplicated people and youth at the Center, including our Meals on Wheels clients and visitors. The following breaks down just a few areas of assistance: • The ETCC has distributed six (6) bus passes to clients of the total intakes. • The ETCC has assisted three (3) clients with Access Florida of the total intakes. • The ETCC had one (1) person drop off a donation. • The ETCC had one (1) client intake for legal document assistance. AFTER-SCHOOL PROGRAM • The ETCC held a Christmas Party for the After-School Program on December 8, 2022 . GRADE IMPROVEMENTS/TUTORING/LEADERSHIP • In the month of December (so far), there were 4 tutoring sessions. • In the month of December (so far), there were 4 hours of tutoring. • In the month of December, the attendance rate for tutoring is 75% • We proudly now have two students (Zavion Baker and Tatiana Green) that have become School Safety Guards. WOMEN'S IGNITE NETWORK • We had one (4) woman sign up for our Women's Ignite Program. • The Women's Ignite Network has a new website (www.womens ign itenetwork.com) WORKFORCE & HIGHER EDUCATION • The ETCC with Anointed has secured a partnership with Lake Technical College for GED classes online and hybrid (When the new building is ready, they will be in person). • A discussion was held about occupational classes for Patient Care Techs and Phlebotomy to be held at the ETCC in the future. • We have a meeting with Career Source of Central Florida to make the ETCC a potential Satellite Site for job seekers. • Lake Technical College will be a vendor at the Christmas event on December 17th. • January 17, 2023 - Lake Tech will offer an information session at the ETCC. • In February, Lake Tech will have a mobile truck at the Center to enroll GED participants and offer the TABE testing right on site. Updated 12/08//2022 DIVERSITY • We will send a reminder voice call to our families of the event in both English and Spanish for all the Spanish speaking families that have signed up their child for the Christmas event. VETS & SENIORS ENRICHMENT (VASE) • Total number of meals served from November 23rd to December 8th is one hundred and forty-five (145) meals. HEALTH & WELLNESS • We have written one (1) 'medical letter' for the Groveland Community Health Clinic. DONATIONSNOLUNTEERS • The ETCC received five (5) Volunteers at the ETCC during this time-frame. • We have received a total of $5,798.41 in donations from Wal-Mart. • The Littiken family have volunteered to sponsor (40) children for the Christmas event. • We have three (3) monthly contributors to the ETCC programs through Anointed. • We received one (1) new monetary donation recently to help with our services via our website. EVENTS • We currently have 60 families with a total of 203 children registered for the Christmas event. The event will be held on December 17th at 10:00 A.M. • On Saturday, November 26th at 9:00 AM we hosted our WIN Shopping Spree for the Groveland community. Sixteen (16) families attended the event. We raised $534.00. NEW ELESE TOMLIN EMPOWERMENT CENTER • DOT requests the address of the new site. • Every Saturday, Ms. Linda advertises the Elese Tomlin Community Center on the 89.3 FM radio station out of Ft.
