Lake Avenue, Groveland, FL 34736. Chair Joscelyn Campbell called the meeting to order at 6:31 p.m. with the following Committee Members present: Vice Chair Linda Cowels, Michael Gris, Chuck Kenzig, Fred Wood and School Representative Lashawn Irvin. Also present was City official, Mike Walker, Parks and Community Services Director and Recording Secretary Dodie Barger. Unexcused Absences - David Badillo. Excused Absences - Shana Martin and David Bergstein. OPENING CEREMONIES Pledge of Allegiance led by Chair ROLL CALL Recording Secretary Dodie Barger, called the roll with all present excluding David Badillo, Shana Martin, and David Bergstein. CONSENT AGENDA Consideration of Approval: A. December 13, 2022, RAC Meeting Minutes Motion: Committee Member Chuck Kenzig moved to approve the December 13, 2022, RAC Meeting minutes as presented and Committee Member Michael Gris seconded the motion. Motion passed unanimously. PRESENTATIONS 2022/2023 Calendar of Events Mike Walker, Parks and Community Services Director Director Walker noted the entire Calendar of Events will be provided at the next RAC meeting in February as there are just a few loose ends to tie up. He went on to review upcoming events to include: 01 /13/23-2 nd Friday Market-45 Vendors with entertainment provided by Groove Infusion. 01/14/23- Youth Basketball Program- Final Playoff Week. There will be no trophies given but the winning team will get Groveland Youth Basketball Champions with It Starts In Parks on the back. 01 /15/23 - Martin Luther King Jr. Day Celebration - at Lake David Park with 20 vendors and a live performance by David Oliver Willis. Guest Speaker will be Pastor Tim Moses. 02/10/23 - 2nd Friday Market 1  JANUARY 10, 2023, RECREATION ADVISORY COMMITTEE (RAC) MEETING MINUTES Director Walker noted there were handouts for all RAC members but specifically for the new RAC members to include: Code of Ethics/Conduct Policy Policy for Advisory Boards RAC Responsibilities RAC Member List He noted the Recording Secretary has reached out to the City Attorney to schedule a Sunshine Law presentation and possibly an Ethics/Roberts Rules of Order presentation for the committee and will be reaching out to members to schedule in the near future. OLD BUSINESS Mike Walker, Director Parks and Community Services 1. Capital Improvement Plan (FY23) Director Walker noted the members have a spreadsheet in their packets. Elizabeth Manley has committed to have the Cherry Lake construction plans at 100% and submitted to the city for final review by Friday, 1/20/23 with hopes of construction starting in March. Lake David Splashpad Shade Structures were supposed to be completed in December but will actually be completed this week. David Blanks Restroom has been delayed with permitting issues but was started yesterday. Committee Member Kenzig asked if there were plans to have cameras in the park and Director Walker noted cameras will be installed eventually. He suggested a Master Plan of David Blanks Park next year as well as Ronald Sefton Gaffney Park. Parks signage is being developed by the Planning Department to keep it uniform throughout the city. Ronald Sefton Gaffney Park, we need to bring on a consultant to help us with the Master Plan. We have some continuing services agreements the city has already secured with contractors that specialize in that. He is working to get a list of those contractors and will bring it to the board for a conversation. Committee Member Kenzig noted he would like to see us move forward to get a jump on this and have it ready to submit to the city council for approval. Chair Campbell asked if there would be options on the signage to have it bilingual, possibly in Braille and/or a QR code. Director Walker noted these are roadway signs directing visitors to the various parks and the signage would come to the RAC for approval. Director Walker noted that everyone has a bound copy of the Master Plan, it's the Bible for development of the park system so review it and refer to it as necessary. 2  JANUARY 10, 2023, RECREATION ADVISORY COMMITTEE (RAC) MEETING MINUTES 2. Update - Cherry Lake Park Director Walker noted that everyone has a handout of Phase II showing the project for this year and he reviewed the specifics of the project. He noted the trees and landscaping will not be completed in this year's budget but noted we will be asking the city for funding next year to complete the trees and landscaping and lighting needs. Committee Member Kenzig asked if there have been any discussions for additional funding for next year's budget and completion of the park. Director Walker noted there has not been any discussion so far but the budget workshops should begin in March. Committee Member Kenzig asked what kind of estimates the consultant has put together for phase completion of the park. Director Walker noted some of the structures have a figure, the barn structure will be around $50,000 and the restroom will be around $250,000. Irrigation and landscaping are a ballpark $300,000, so you're looking at approximately $600,000 to complete Phase II. He noted there are cost estimates for the other elements after Phase 11 but he did not have those documents with him. Update - South Lake Regional Director Walker noted Phase 1A construction will be on the 01 /17 /23 City Council Agenda for approval and award of the bid to Malever Construction. Budget was set at 4.3 million and the actual costs came in at 4.237 million. NEW BUSINESS Chair Campbell suggested that all committee reports be submitted prior to the RAC meeting to be included in the agenda packet which would allow committee members the opportunity to review the information prior to the meeting and would also streamline the recording process for the minutes. Director Walker suggested the deadline should be the Tuesday prior to the RAC meeting and all reports are to be emailed to the Recording Secretary. Discussion took place and members agreed with the suggestion. Motion: Vice Chair Cowels motioned to accept the Chair's suggestion to submit all committee reports to the Recording Secretary on the Tuesday prior to the RAC meeting to be included in the RAC Agenda packet and the motion was seconded by Committee Member Gris. Motion passed unanimously. REPORTS a. Elese Tomlin Center Report Vice Chair Linda Cowels noted her report is attached at the back of the agenda packet and she had just a few additional information on several items to include: • The center is looking forward to a partnership with Lake Tech College and will be hosting a GED preparation and information session on January 17th at 5:30 pm. • She highlighted a thank you from one of the seniors. 3  JANUARY 10, 2023, RECREATION ADVISORY COMMITTEE (RAC) MEETING MINUTES She noted they have a resident that is named Shaquille O'Neal and he is handicapped. This man rolls his wheelchair to the park every day and cleans the grounds around the park picking up trash and cleaning up after the children. Vice Chair Cowell asked if there was any kind of recognition the city could award him to thank him for all he does. Director Walker noted if the RAC would like to make a recommendation for city council, he will move it forward. Motion: Chair Campbell motioned to request recognition of local resident, Shaquille O'Neal for his volunteerism at the Elese Tomlin Center and the motion was seconded by Committee Member Kenzig. The motion passed unanimously. • She also noted she anticipates the approval of the architect design for the new center at the next city council meeting. b. Committee Reports Committee Member Woods noted he is from Trilogy and loves all things outdoors. He is a retired police officer who moved from Boston to South Florida 34 years ago and then 5 years ago moved to Groveland. He currently has a hiking guide business and is looking forward to the trails at Cherry Lake. Committee Member Mike Gris - Noted again how much he enjoyed the Christmas parade and judging the floats.
