Lake Avenue, Groveland, FL 34736. Vice-Chair Linda Cowels called the meeting to order at 5:30 p.m. with the following Committee Members present: David Badillo, David Bergstein, Chuck Kenzig, Shana Martin, Fred Wood, and School Representative Lashawn Irvin. Also present was City official, Mike Walker, Parks and Community Services Director and Recording Secretary Dodie Barger. Excused Absences - Chair Joscelyn Campbell and Michael Gris. OPENING CEREMONIES Pledge of Allegiance led by Chair. ROLL CALL Recording Secretary Dodie Barger, called the roll with all present excluding Chair Joscelyn Campbell and Michael Gris. CONSENT AGENDA Consideration of Approval: A. January 10, 2023, RAC Meeting Minutes Motion: Committee Member Kenzig moved to approve the January 10, 2023, RAC Meeting minutes as presented, and Committee Member Bergstein seconded the motion. Motion passed unanimously. PRESENTATIONS 2022/2023 Calendar of Events Mike Walker, Parks, and Community Services Director Director Walker asked the members to refer to the flyers in their packets. He noted a new Friday morning Farmers market began two weeks ago and will occur every Friday from 9:00am until 1:00pm. He noted the market has been successful and local restaurants have begun purchasing their produce from the market and cancelling their produce delivery orders. Start Smart Youth Baseball program for children 3 - 5 years old will begin in March at the Hope International Church gymnasium. Multiple seasonal sports programs will be rotated through and held at the gymnasium with the parents' participating hands on and learning the sport with their child. With the completion of Youth Basketball League, we will now offer an Adult Basketball League which will begin in March, and we will rotate Youth and Adult Leagues. 1  FEBRUARY 14, 2023, RECREATION ADVISORY COMMITTEE (RAC) MEETING MINUTES OLD BUSINESS Mike Walker, Director Parks, and Community Services 1. Capital Improvement Plan (FY23) Director Walker noted the members have the Capital Improvement spreadsheet in their packets. Cherry Lake Park - 100% plan has been submitted to the City for review. City staff will submit their comments by 2/24. The water management permit has been applied for. Lake David Splashpad Shade Structures - have been installed with one structure having a tear which is warrantied and will be replaced. David Blanks Restroom - he referred to a report that was submitted by the contractor at his request, to explain the host of issues that have caused the ongoing delay in completion of the project. City staff has taken over responsibility to prepare the site and things are coming together now with completion anticipated in the next few weeks. Ronald Sefton Gaffney Park - planning to do a master plan of the park which will require significant RAC involvement. We will be bringing Ms. Elisabeth Manley who designed Cherry Lake Park back to assist with the master plan. The dog park will not be affected but there is a lot of usable property that could be developed into playgrounds, etc. 2. Update - Cherry Lake Park See CIP discussion above. 3. Update - South Lake Regional Director Walker noted Malever Construction has begun some dirt work and are discing the entire Phase 1A site and will have a drone coming in tomorrow to acquire the elevations. NEW BUSINESS Potential Partnership with Local Area Facilities Grey Middle School - Director Walker noted Police Chief Ramsey and the City Manager have negotiated an opportunity to collaborate with the school district to renovate the football field which is in a very run down condition. Boykin Construction will come in and excavate and recrown the field. Woodward and Curran will fix the irrigation system, it will then be graded and sodded. The school district in return will allow the City of Groveland to run programming at the facility outside of school functions. It will also become the home of Pop Warner Football. SteelWorx will be adapting a 40' steel container for storage of the football equipment and possibly fabricate a concession stand. South Lake Regional High School - Committee Member Kenzig noted the existing tennis courts are in disrepair and they have negotiated a plan to repair the tennis courts and add some pickle ball courts. They would repair the two existing courts and add four more courts for tournament requirements. Two of the courts would be dual use tennis court, and pickleball courts. There will be a need to acquire funding. 2  FEBRUARY 14, 2023, RECREATION ADVISORY COMMITTEE (RAC) MEETING MINUTES REPORTS Elese Tomlin Center Report Vice Chair Linda Cowels noted there used to be a significant number of student suspensions in years past and she is proud to announce there have been no student suspensions this year. In fact, they have five students that made the honor roll and three students in leadership programs. She has spoken with the City Manager and Ashley, and they are going to start promoting those good news stories. 300 women participated in the Women's Ignite Program. They are having and Excel computer class on 2/15 at 5:30 pm at the Elese Tomlin Center. The City Council approved Scorpio as the architect/design team for the new Elese Tomlin Center. She participated in a 2.5-hour meeting with Scorpio to begin the design process and hope to have drawings in the next six weeks. There is no groundbreaking date yet but are hoping to have it completed by June of 2024. They are waiting to find out the date for the City Council meeting where they will recognize Shaquille Kerber. a. Committee Reports Committee Member Bergstein introduced himself and noted he is originally from Brooklyn, New York but moved to Florida over 30 years ago. He teaches adjunct at Valencia College. He is a CPA and an avid pickle ball player. He plans to visit all of the parks over the next two weeks. Committee Member Woods - No Report. School Representative Irvin - noted she attended 2nd Friday Market in January. She was at the Ribbon Cutting at Grey Middle School. Committee Member Kenzig - noted Fire Chief Carroll has taken on the renovation of Oak Tree Union Colored Cemetery of Taylorville. They received $500,000 to renovate the cemetery. Director Walker noted there is a video of the cemetery which he will send out to the RAC members. Committee Member Martin - she expressed her happiness regarding the new Friday morning Produce Market and noted she and her co-workers purchased some wonderful produce and greens. Committee Member Badillo - No report. Committee Member Kenzig asked the other committee members if the 5:30 meeting time works better for everyone, and the consensus was that it did. Director Walker noted the Chair had already given her approval to change the time and Committee Member Gris had also indicated he preferred the change to 5:30pm. Motion: Committee Member Kenzig motioned to change the regularly scheduled RAC meeting time from 6:30pm to 5:30pm and the motion was seconded by Committee Member Badillo. 3  FEBRUARY 14, 2023, RECREATION ADVISORY COMMITTEE (RAC) MEETING MINUTES Director Walker also noted that it would be helpful to know who has vacation conflicts with scheduled RAC meeting dates going forward. It was suggested it would be helpful to send ab email to the Recording Secretary informing her of meeting schedule conflicts. Director Walker also noted the Park Master Plan book has been provided to all committee members and it should be referred to as the Parks bible. He also suggested it would be helpful to review a section of it at each meeting going forward.
