Lake Avenue, Groveland, FL 34736. Chair Joscelyn Campbell called the meeting to order at 5:31 p.m. with the following Committee Members present: David Bergstein, Frederick Wood, David Badillo, Shana Martin, Michael Gris, and School Representative Lashawn lrvin. City staff present were Parks & Community Services Director Mike Walker, Recording Secretary Administrative Assistant Vanessa Boodhoo. Excused Absence: Committee Member Chuck Kenzig CONSENT AGENDA Consideration of Approval A. APRIL 11.2023 RAC Meetins Minutes Motion: Committee Member Bergstein moved to approve the Consent Agenda; seconded by Committee Member Martin. Motion passed with all committee members present voting aye PRESENTATIONS 2023 Calendar of Events Parks & Community Services Director Mike Walker referenced the Calendar of Events contained in the agenda packet. Mr. Walker reported that the City's Memorial Day Celebration will be held Monday May 29th at the E.L. Puryear Building. Free breakfast will be provided to veterans beginning at 8:15 a.m. Mr. Walker stated that on May 31 ,2023, the Football Field Grand Reopening will be held at Gray Middle School at 2:00 p.m. All committee members were invited to the Ribbon Cutting Ceremony. Mr. Walker reported the upcoming Summer Programs include the Major League Baseball Players Alumni Legends for Youth Baseball Clinic that is being held on June 1st at the Jimmy Thomas Memorial Park from 5:30 p.m. - 8:30 p.m. This is a free event to kick off the summer. Mr. Walker referenced the Youth Summer Programs weekly schedule that was included in the agenda packet. He provided the following information: beginning June 7th. Water inflatables will be set up at each of the parks. I  MAY 9, 2023 RECREATION ADVTSORY COMMTTTEE (RAC) MEETING MINUTES 9:00 p.m. There will be a variety of vendors, cultural dance, and step performances, along with a live DJ and a BBQ competition. o Lake David Park from 4:00 p.m.- 9:30 p.m o Fireworks start at 9:15 p.m. o Firecracker Pageant 1:00 p.m. - 4:00 p.m o Car Show from 4:00 p.m.- 8:00 p.m o Live performances include Randall Crawford, James Otto, and Cowboy Troy ln addition, the Elese Tomlin Community Center/Anointed Community Services summer program flyer was included in the RAC agenda packet. OLD BUSINESS 1. Caoital lmorovement Plan (FY23) Mr. Walker referenced the Capital lmprovement spreadsheet contained in the agenda packet. He reported on the following: Permitting has been approved by the City. Construction will possibly start by July st. 1 restrooms were opened. 2. Uodate - Cherrv Lake Park NOTE: This item was discussed in the CIP Plan (FY23) as indicated in agenda item 1. 3. Update - South Lake Reqional Park Mr. Walker noted that Phase 1A is continuing to move forward. Ninety percent (90%) of the stormwater infrastructure is in place. Thirty percent (30%) of the above groundwork has been completed. Forty-five (45%) of the backflow has been completed. Overall, the project is thirty to forty percent (30o/o - 40%) complete. 2  MAy 9, 2023 RECREATION ADVTSORY COMMTTTEE (RAC) MEETING MINUTES NEW BUSINESS 4. Parks. Recreation. Trails. and Open Space Master Plan - Review Section 2 Mr. Walker referenced the City of Groveland Centennial Parks, Recreation, Trails and Open Space Master Plan Book and reviewed Section 2 pages 27-76. 5. Grav Middle School Field - Ribbon Cuttinq Mr. Walker referred to the ribbon cutting ceremony flyer contained in the agenda packet. The Ribbon Cutting Ceremony is scheduled for May 31"tat 2:00 p.m. and is being held on the Gray Middle School recreation field. REPORTS Elese Tomlin Genter Report Vice-Chair Linda Cowels reported on the new Elese Tomlin Center. She met with Donna Kirkland of the Livewell Foundation to discuss options for the building, such as a one story or two-story building. Scorpio Construction company provided a footprint diagram showing a one-story building could be accomplished within the budget. Vice-Chair Cowels reported on the recent storms. She reported that hail had broken one of the windows at the Elese Tomlin Center. The children at the Center were provided a Storm Safety presentation provided by the Groveland Fire Department. Vice-Chair Cowels stated there are twenty-six (26) students who have signed up for the summer programs; there is a waiting list. The summer programs are scheduled Monday - Thursday from 10 a.m.- 3 p.m. Free summer program with snacks. Vice-Chair Cowels reported a Cyber Security Class for seniors will be held on May 30th. The Book Writing Class will be held on May 16th. The Luncheon for Women Business Owners will be held on May 13th. a Committee Reports Committee Member Bergstein Committee Member Bergstein reported on Friday April 21st he attended the Southlake Chamber that was held in the Puryear Building. City Manager Mike Hein provided a presentation of the City events and projects. City Manager Hein complimented Mike Walker, Parks & Community Services Director on the upcoming process of Parks. ELESE TOMLIN CENTER  ELESE TOMLIN COMMUNITY CENTER REPORT (May 26tlt to June 6th, 2023) INTAKES o From May l2th to May 25th , the ETCC staff has sewed precisely two hundred and twenty-three (223) people and youth at the Center, including our Meals on Wheels clients and visitors. The following breaks down a few areas of assistance: o The ETCC assisted two (2) clients with Access Florida. o The ETCC assisted two (2) clients with faxing and printouts. AFTER-SCHOOL PROGRAM/SAVE SUMMER CAMP o We have 32 students enrolled in SAVE and l0 students on the Waiting List as the ETCC only can accommodate 35 people. o The Waiting List is closed. Parents continue to call for openings, but we have no sizable location to accommodate them. GRADE IMPROVEMENTS/TUTORING/LEADERSHIP o Tutoring begins June l3th with a focus on Literacy. WOMEN'S IGNITE NETWORI( o The WIN Gala (fundraiser) will be October l4th. Save the Dates have been made. o There were two (2) women signed up for Women's lgnite. o The WIN Shopping Spree will be held on June 24th. o WIN assisted one ( I ) client with her book writing. WORKFORCE & HIGHER EDUCATION o Anointed is working with Career Source to provide Summer lntems to help with the SAVE Summer Program. We have requested to hire 2 intems; one as an I.T. Assistant and the other as a Teacher Assistant. DIVERSITY o Hispanics have called for the need of Conversational English and Naturalization Classes As the list grows, we will be reaching out to a potential inshuctor. SCORE BUSINESS MENTORSHIP o Nothing new to repoft. VETS & SENIORS ENRTCHMENT (VASE) o One hundred and thirty-seven (137) meals were seled fiom May 26thto June 6th. Updated 61612023  o The MOW Program received four (4) new clients to serve. o MOW currently selves 25 clients in the Groveland & Mascotte area. HEALTH & WELLNESS o The ETCC did four (4) Medical/Charity Letters. DONATIONS/VOLUNTEERS o Anointed Community Services received a totalof $3,347.78 in donated goods from Wal-Mart from 05/26123 - 616123. We have received $69,996.45 in-kind donations for the year 2023. o The ETCC had l0 youth volunteers fi'om Living Hope Church join the Center on 6/5 and again on 617 . They assisted with coloring and math sheets, lunch, outdoor play, cleaning, and gardening. o We had (2) additional volunteers for Summer Camp. EVENTS o Anointed conducted the Cyber Security Class for seniors on 5-30 with sixteen (16) attendees. o The senior Cyber Security class was such a sllccess that ACSI/ETCC was invited to do another class for Mid Florida's Clermont location. AWARD RBCOMMENDATION o No additional information. NEW ELESB TOMLIN EMPOWERMENT CENTER o Scorpio Architect meeting is scheduled for June 7th at 11:30am. We expect them to have a design sketch for review. GRANTS o ACSI applied for two grants; The P.E.A.R.L Milling Company, for up to 30K and the Max & Victoria Drycus Foundation for $10,000.
