Lake Avenue, Groveland , FL 34736. Vice-Chair Linda Cowels called the meeting to order at 5:30 p.m. with the following Committee Members present: David Bergstein, Frederick Wood, David Badillo, Shana Martin, Michael Gris, and School Representative Lashawn lrvin. City staff present were Parks & Community Services Director Mike Walker, Recording Secretary Administrative Assistant Vanessa Boodhoo. Motion passed with all committee members present voting aye PRESENTATIONS 2023 Galendar of Events Parks & Community Services Director Mike Walker referenced the Calendar of Events contained in the agenda packet. Mr. Walker provided an update on the Summer Programs as follows: Major League Baseball Players Alumni Legends for Youth Baseball Clinic was held at Jimmy Thomas Memorial Park. There were one-hundred and twenty-nine (129) children in attendance. Mr. Walker stated that the Youth Summer Program kicked off with Dance Camp held at the Lake David Center with approximately twenty (20) children in attendance. of 20 children. The first Wacky Wednesday was held at Cherry Lake Park with approximately a hundred and fifty (150) people in attendance. Mr. Walker reported the Summer Programs will be held weekly on will be on Monday, Tuesday, Thursday, and Friday. Fish and Crafts Camp will begin this week at Lake David - from B:30 a.m. 12:30 p.m. Week 3 of the Youth Summer Program will be Open Gym at Hope lnternational Church. Upcoming Wacky Wednesday will be held at John Wesley Griffin Park.  JUNE 13,2023 RECREATTON ADV|SORY COMMTTTEE (RAC) MEETTNG MINUTES Mr. Walker stated the Juneteenth event is scheduled for Friday, June 16th from 5:00 p.m. - 9:00 p.m. The BBQ competition winners will receive a gift card and a Grand Champion trophy. BBQ teams will be judged between 4:30 p.m. - 5:30 p.m. The event will include a DJ, guest speakers, and step-dance performances. Mr. Walker reported the Fourth of July Event will be held at Lake David Park, from 4:00 p.m. to 9:30 p.m. He provided a schedule as follows: OLD BUSINESS 1. All members present concurred to move fonruard. 2  JUNE 13,2023 RECREATTON ADVTSORY COMMTTTEE (RAC) MEETTNG MTNUTES REPORTS a. Elese Tomlin Center Vice-Chair Cowels reported on hiring three (3) interns for the Summer through Career Source, two (2) lT Assistants and one (1) Teacher Assistant. Vice-Chair Cowels stated there are thirty-two (32) children in the summer programs. The summer programs are scheduled Monday through Thursday from 10 a.m.- 3 p.m. The program is free, and snacks are provided. Vice-Chair Cowels reported there is an increase serving clients for Meals-on-Wheels in Groveland, as they serye more seniors in Groveland than in any other City. Currently, there is twenty-five (25) clients and two (2) new applicants. Vice-Chair Cowels reported on the new Elese Tomlin Community Center. She will be meeting with Scorpio Construction Company on June '14th to view the design for the new Elese Tomlin Community Center. Vice-Chair Cowels referenced the flyer that was issued the first day the Elese Tomlin Community Center was opened. She stated the Center opened in June 2018. Vice Chair Cowels reported on the history and story of who. Elese Tomlin was, and all Ms. Tomlin had done for the community. b. Committee Reports Committee Member Wood Committee Member Wood reported he attended the Ribbon Cutting Ceremony that was held at Gray Middle football field. He also attended the Farmers Market. Committee MemberWood stated he observed more vendor participation. This event will be held at the Nathaniel Community Gymnasium located at the Hope lnternational Church on Saturday, July 29th beginning at 10:00 a.m. while supplies last. Mr. Walker mentioned the 4th of July event was a great turnout with sixty (60) plus vendors and an estimated five thousand (5,000) in attendance. Mr. Walker introduced Ashley Wright, a new member of Parks & Community Services Department staff. Ms. Wright has been employed with the City for four years (4) and has joined the Parks & Community Services Department as the Content Strategist and Community Relation Specialist. OLD BUSINESS 1. Elese Tomlin Genter Vice-Chair Cowels reported the South Lake Community Foundation and the South Lake Aquatic Club has approved the children who participate at the Elese Tomlin Community Center to attend four (4) swimming lessons free of charge. The swimming lessons will begin next week. Every Tuesday and Thursday the staff of the Elese Tomlin Center will be taking twenty (20) children to the National Training Center (NTC) located in Clermont to participate in the lessons. 2  JULY 11,2023 RECREATTON ADVISORY COMMTTTEE (RAC) MEETING MTNUTES Vice-Chair Cowels reported there is an increase serving clients for Meals-on-Wheels in Groveland. Currently one-hundred and eighty (180) seniors in Groveland are being served. There are seventy-five (75) seniors that were not able to be served due to the lack of appropriate manpower. Meals-on-Wheels delivers meals, birthday packages, and care packages to the seniors in Groveland. Vice-Chair Cowels referenced the layout of the newly proposed Elese Tomlin Community Center that was included in the agenda packet. The Center will include a conference room, training room, computer lab, library, and game room. Elisabeth Manlev. Maceo Abreu 1. Elisabeth and Maceo lead the discussion with a presentation of the Preliminary Schematic Draft of Gaffney Park and demonstrating the design intent was defined by the existing Parks Master Plan and Strategic Plan of the City of Groveland. Comparable images of the proposed improvements were also presented. 2. Green and Red dots were distributed to the workshop attendees as to allow them to offer input on the proposed park improvements. Attendees were also encouraged to ask questions and utilize index cards and post-it notes to record feedback on the proposed plan. 3. Elisabeth and Maceo then led the workshop attendees on a walking tour of the proposed improvement areas of the park, presenting boards that highlighted and focused on areas of the park including Fitness & Memorialarea, Playground area, Sports Court area, and the Kayak & Canoe Launch / Overlook area. 4. The following input was gained following Kimley-Horn's presentation i. There is a concern of balancing the proposed amenities and programmatic elements with adequate open space that would be usable by the community. ii. There is a general concern of the level of shade that will exist post development. Existing trees were discussed and how those will fit into the proposed design. Picnic pavilions were suggested to shield from rain and sun. Shade sails were suggested for the playground and other sunny play areas. A shade structure for the basketball court was also recommended. iii. There was a question of if the proposed picnic areas would be shaded. Picnic areas are generally shown under existing canopy trees. lt was suggested that groupings of picnic tables also be proposed under pavilion so as to protect from rain and provide shade as well. iv. The idea of proposing additional restrooms was discussed. Additional restrooms along with the proposed improvements would make for good additions. lt was noted that if additional restrooms are proposed, the men's room should also be equipped with baby changing stations. v. lt was suggested to add litter receptacles throughout the park. kimley-horn.com 800 SW 2nd Avenue, Suite 100, Gainesville, FL 32601 352 37+3274 Kimley>)Horn Page 2 vi. A suggestion was made to propose Electric Vehicle charging stations within the parking lot. lt was identified by Councilwoman Barbara Gaines that the City of Groveland is making an effort to add (4) EV charging stations - they're in the process of identifying opportunities for grants/sponsors. lt was also mentioned that the City code now requires that new parking lots proposing more than 20 parking spaces are to implement EV charging station as well. lt was discussed that EV charging stations would be good to discuss alongside lighting for the park, thinking about utility work and what can be completed in unison. vii. Park hours were discussed. lt was suggested that the park's hours would be per City's standards and any proposed lighting should be able to switch on and off in unison with the park hours. viii. lt was suggested that if additional trails and walks are going to be proposed, that pet waste stations be proposed along those trails/walks. ix. The enhanced buffer along the residential area to the east of the park was recognized and it was recommended that an enhanced landscape buffer also be proposed along the residential area to the northwest corner of the site, and behind those houses, between the edge of the residential property and the edge of the wetland area. lt was indicated that there are individuals that walk along this stretch, behind the houses, when this area isn't meant for recreational activities. x. The extents of the trail system was brought up, and it was discussed if the stormwater area east of the park could also be implemented to create a larger trail network. Materiality of the trail / walk system was also discussed. xi. There was a suggestion to switch the placement of the basketball court and the enlarged pavilion left of the basketball court, so as to create a larger buffer space between the basketball court activities and the adjacent residential area to the east. xii. The basketball court was discussed further in general. The noise level of the court was identified as a potential issue, as well as the activity level and usage of the courts. lt was suggested that the buffer as proposed, composed of natural elements, would not be enough to buffer the residential homes from the noise and activity from the basketball court. lt was suggested that the court move in place of the playground to be more centralized in the park and place noise and activity farther away from adjacent residential areas. Additional fence screening or plantings may also still be needed. xiii. lt was also suggested to shade the basketball court / sports court. xiv. The playground was discussed, and it was identified shade is an important factor in making sure the playground will be a well-utilized and inviting space. lt was suggested to add bench seating around the playground. Surfacing of the playground was suggested as poured-in-place. lt was indicated that mulch wasn't preferred due to maintenance reasons, and that artificial turf was not preferred due to uncomfortable temperatures. xvi. lt was identified shade for the fitness court area will also be important to ensure utilization. It was indicated that the existing fitness equipment at the Minneola Trailhead Park is poorly utilized and there was concern about if this element would be well used. xvii. A question of how many trees will need to be removed for the improvements as proposed was asked and if any more will be planted in replacement. lt is unclear at this time how many trees would be removed, but tree preservation is a priority. Removed trees will be mitigated per City requirements. xviii. Patrol and security of the park was discussed and identified as a concern. Security of the playground area, usage of the parking lot after hours, and a general concern about homeless individuals were all discussed. xix. The Observation Tower was discussed, and a concern was raised if the trail to the Observalion Tower would be ADA accessible. Security and privacy were also discussed as a potential concern with the elevation of the Observation Tower and accompanying boardwalk and being able to see into neighbors' backyards or homes. xx. lt was suggested that the water level of the wetland would not be consistently high to support a kayak / canoe launch. ln discussing the kayak / canoe launch, it was indicated that a channel exists that would lead kayakers from the launch point through the channel to Cherry Lake. lt was also indicated that the channel is currently maintained by neighbors. lt was recognized there would be a level of pursuing permits and such to implement the kayak / canoe launch. xxi. The timeline of the project was discussed. lt was noted that the Council presentation to be held at a later date, after plans have been revised per input received, is open to the public and members of the neighborhood would be able to attend and give feedback then as well. Attendees were asked to sign in at the presentations check-in table such that an update can be emailed when the Council presentation was set. xxii. A question of whether the proposed amenities and programs would be open to the public Yes, due to the park being a city-owned facility. xxiii. lt was suggested that a simple dock be implemented in lieu or in addition to the kayak / canoe launch for viewing of the wetland area / sunset. xxiv. lt was suggested that additional parking would be needed with proposed improvements. lt was suggested that the proposed on-street parking, in addition to the existing parking, would not be sufficient for the amenity and programmatic improvements as proposed. xxv.
