Lake Avenue, Groveland, FL 34736. Chair Joscelyn Campbell called the meeting to order at 5:32 p.m. with the following Committee Members present: Shana Martin, Michael Gris, and David Bodillo. City staff present were Parks & Community Services Director Mike Walker, Recording Secretary Administrative Assistant Vanessa Boodhoo. Excused Absence: Committee Member David Bergstein, Committee Member Frederick Wood, Committee Member Charles Kenzig, School Board Member Representative Lashawn lrvin CONSENT AGENDA Consideration of Approval: Recording Secretary, Vanessa Boodhoo states why the June 13, 2023, RAC meeting minutes have been brought back to vote on for approval. At the July 1 1,2023, RAC meeting, Committee Member Kenzig abstained from voting. All Committee Members are to vote. Whether it is aye or nay. Can not abstain from voting due to absence. June 13.2023. RAG Meetinq Minutes Motion: Committee Member Martin moved to approve the Consent Agenda; seconded by Committee Member Gris. Motion passed with all committee members present voting aye. PRESENTATIONS 2023 Galendar of Events Parks & Community Services Director Mike Walker referenced the Calendar of Events contained in the agenda packet. Mr. Walker provided an update as follows: Mr. Walker mentioned that Bridgette Bennett Law Firm will be hosting an event for Hispanic Heritage Month at Lake David Park from 2:00 p.m. - 8:00 p.m. 1  SEPTEMBER 12, 2023 RECREATTON ADVTSORY COMMITTEE (RAC) MEETING MINUTES Mr. Walker reported that the upcoming 2nd Friday Market willtake place on October 13,2023, and following the Trunk or Treat event will be on October 28,2023, at Lake David Park. Mr. Walker reported that the Youth Basketball League Program sign-ups concluded on August 26, 2023. With ages five (5) through thirteen (13) with six (6) teams totaling sixty (60) children. Youth Basketball League will be starting October 7,2023. Mr. Walker stated that the Adult Basketball League will start next week September 18,2023. An eight (8) week season with ten (10) teams registered and totaling one hundred (100) adults. Mr. Walker mentioned that both Basketball Leagues will be played at the Nathanial Community Gymnasium inside Hope International. OLD BUSINESS 1. Caoital lmorovement Plan (FY23) Mr. Walker referenced the Capital lmprovement spreadsheet contained in the agenda packet. He reported on the following: project is seventy-five percent (75%) completed. Ball fields have been cut out and laid out. Roadways to get carved in. Stormwater drains and pipes have been installed. lmprovements has started. Heavy equipment is on site and dirt has been moved. Playground to be delivered before October 1,2023. (3) Baseball fields is at ninety percent (90) complete. Ball fields have been sodded and rolled. lrrigation is complete in all fields. 2. Ronald Sefton Gaffnev Park - E ngineering consultants Elisabeth Manley and Maceo Abreu of Kimley-Horn provided a PowerPoint presentation of the Conceptual Design for review. The PowerPoint outlined the following . Proposedlmprovements o Revised Schematic Plan . Next Steps Motion: Vice-Chairperson Cowels motioned to move fonvard and have the Conceptual Design of Roanld Sefton Gaffney Park sent over to the City Council for approval; seconded by Committee Member Martin. 2 SEPTEMBER 12, 2023 RECREATTON ADVTSORY COMMTTTEE (RAC) MEETING MTNUTES NEW BUSINESS 3. Ghristmas Holidav Theme Recommendation and Selection: Mr. Walker stated that the list provided is to help with ideas in brainstorming for a Christmas theme and once decided on he will present it to the City Council for approval. After reviewing the list provided, Committee Members suggested adding to a theme on the list. After the discussion took place, the selected theme was left at "Christmas Toyland in @". Motion: Committee Member Gris approved the selected theme. Motion was seconded by Committee Member Martin. Motion passed with all committee members present voting aye. 4. 2024 Calendar of Events- Review and Approval: Mr. Walker referenced the 2024 Calendar of Events contained in the agenda packet and reported that Bike Florida was added to the Calendar to support the four (4) events that are partnered with the City of Groveland. Mr. Walker mentioned combining resources for some monthly holiday events and the 2nd Friday Markets as they fall within days of each other. Chairperson Campbell requested to add July 29th for the Challenged Champions and Heroes to the 2024 Calendar of Events as an Annual Proclamation by the City of Groveland. Chairperson Campbell mentioned to adding a Day of Remembrance for 9/11 to the Calendar of Events. Chairperson Campbell asked if it could be included in the calendar, even if no event is planned. Committee Member Badillo requested to have Vietnam War Veteran's Day added to the Calendar of Events as it is a National Holiday, and he will help facilitate the event for March 2gth. Mr. Walker mentioned the changes will be presented to the City Council for final approval. Motion: Committee Member Martin approved changes made to the 2024 Calendar of Events. Elese Tomlin Genter Vice-Chair Cowels reported that the Elese Tomlin Community Center has added two (2) more seniors to the delivery Meals on Wheels program and now has five (5) locations with Mid-Florida Community Services. Vice-Chair Cowels mentioned that Cyber Security classes for seniors will be offered on September 28th in Clermont and September 29th in Groveland at the local Senior Centers. Vice-Chair Cowels reported that United Way has formed a partnership with the Elese Tomlin Center to give more to innovative businesses such as rental and utility services assistance. b. The following shows a brief breakdown of some of the services: o The ETCC assisted seveb (7) clients with Access Florida. o The ETCC assisted four (4) client with bus passes. r The ETCC assisted two (2) clients with legal documents o The ETCC assisted thirteen (13) clients with Medical letters e The ETCC assisted one (l) client with Job preparation o The ETCC assisted fwo (2) clients with the M.E.N. program o The ETCC assisted one (l) client with Utility assistance o The ETCC assisted one (l) client with Unemployment r The ETCC assisted one (l) client with Computer help o The ETCC assisted one (1) client with Youth Internship interview AFTER-SCHOOL PROGRAM/SAVE SUMMER CAMP o After-School registration packets are available. The program is open to the community o We currently have l0 students enrolled for the after-school program. GRADE IMPROVEMENTS/TUTORING/LEADERSHIP r Nothing new to report as of 9/14. woMEN'S IGNITE NETWORK (WIN) r There were twenty-three (23) women signed up for Women's lgnite. o The next Shopping Spree is on October 2l. The following breaks down a few areas: o Dr. Ivy and Ms. Linda secured Attorney Sonya Peterkin as the next speaker for the Domestic Violence event. MEN'S EMPOWERMENT NETWORK (MEN) o MEN is a new program that mimics WIN for single male parents. o There were two (2) men who signed up for the program from 9/11 to 10/5 o Mr. Monroe Richardson agreed to run the program. Updated 9113/2023 WORKFORCE & HIGHER EDUCATION o Nothing new to report. DIVERSITY o We have contacted a potential teacher for Bilingual classes. We are waiting for their decision. SCORE BUSINESS MENTORSHIP o Ms. Linda assisted one (l) client with job preparation classes. VETS & SENTORS ENRTCHMENT (VASE) r Four hundred thirty-seven (437) meals were served from Sep I I to Oct 5. o MOW now serves 23 clients in the Groveland & Mascotte area. o Ms. Linda and ACSI volunteer conducted two (2) Cyber Security trainings for Seniors with Mid Florida in Clermont and Leesburg. HEALTH & WELLNESS r The ETCC assisted thirteen (13) clients with MedicaVCharity Letters. DONATIONSN OLUNTEERS o Anointed Community Services received a total of Su2,433.19 in-kind donations for the year 2023. EVENTS r The ETCC will host a Fall Festival, November 4th from 10AM - 2PM at the ETCC. We will BBQ and provide games for the children and Medicare Open Enrollment for senior citizens. AWARD RECOMMENDATION o Nothing new to report. NEW ELESE TOMLIN EMPOWERMENT CENTER r Ms. Linda met with Brooke and Scorpio team regarding the kitchen in the new Elese building.
