Any person desiring to address the Council shall first secure the permission of the presiding fficer and shall give his nqme qnd address for the record. All remarks shall be addressed to the Council as a body and not to any member thereof unless permission to do so is first granted by the presiding fficer. Unlessfurther time is granted by the presiding fficer or the council, member of the public shall limit their discussion or address to no more thanfive minutes. Gity of Groveland Minutes Recreation Advisory Gommittee Meeting Tuesday, October 10, 2023 The Groveland Recreation Advisory Committee (RAC) held a regularly scheduled meeting on Tuesday, October 10,2023 in the Lake David Community Center located at 450 S. Lake Avenue, Groveland, FL 34736. Chair Joscelyn Campbell called the meeting to order at 5:32 p.m. with the following Members present: Vice Chair Linda Cowels, Committee Members Shana Martin, Michael Gris, David Badillo, David Bergstein, Frederick Wood, Charles Kenzig, and School Board Member Representative Lashawn lrvin. City staff present were Parks & Community Services Director Mike Walker, Events Coordinator Francesca Spartz, Recording Secretary/Administrative Assistant Vanessa Boodhoo. CONSENT AGENDA Consideration of Approval : September 12. 2023 Recreation Advisorv Committee (RAC) Meetinq Minutes Motion: Committee Member Bergstein moved to approve the Consent Agenda; seconded by Committee Member Martin. Motion passed with all committee members present voting aye. PRESENTATIONS 2023 Calendar of Events Parks & Community Services Events Coordinator Francesca Spartz referenced the Calendar of Events contained in the agenda packet. Ms. Spartz provided an update as follows: a Libby's Legacy will be hosting a Pink Ribbon 5k RunMalk for Breast Cancer Awareness Month at Lake David Park on October 15,2023 from 8:00 a.m. - 11:00 a.m. a 2nd Friday Market will be held on October 13, 2023 from 5:00 p.m. - 9:00 p.m. at Lake David Park. a The Annual Trunk or Treat Event will be held on October 28,2023 from 4:30 p.m. - 7:00 p.m. at Lake David Park. o The Dia de Los Muertos event will be held on November 1, 2023 from 6:00 p.m. - 9:00 p.m. at Lake David Park. 1 ocToBER 10,2023 RECREATTON ADVTSORY COMMTTTEE (RAC) MEETING MINUTES OLD BUSINESS 1. Capital lmprovement Plan (FY23l24) Mr. Walker referenced the Capital lmprovement spreadsheet contained in the agenda packet and reported the following: Cherry Lake Park lmprovements- Architect Designs has been completed. completed. completion. NEW BUSINESS 2. Christmas Parade Judqing Discussion: Ms. Spartz referenced last year's judging sheet for the upcoming Christmas Parade and briefly reviewed the parade entries by categories. Entry categories include motorized vehicles, Mayor's choice, floats, walkers, horses, and school bands. Ms. Spartz also summarized the voting process. Ms. Spartz reported those interested in participating in the parade to reach out to her directly. The parade willtake place on Saturday, December 9,2023. REPORTS a. Elese Tomlin Genter Vice-Chair Cowels stated that the report she gave on the September 12,2023, RAC Meeting was miscommunicated. Vice-Chair Cowels would like for correction to be noted at the next meeting. Vice-Chair Cowels states that the Elese Tomlin Sentence is in an inappropriate spot and the sentence that states it has now five (5) locations applies to Cybersecurity. The Second sentence should have three (3) other locations within Lake County. Umatilla, Tavares, Leesburg. Making five locations with Mid-Florida that provided the Seniors with the Cyber Security classes. 2 ocToBER 10,2023 RECREATTON ADVTSORY COMMTTTEE (RAC) MEETING MINUTES b. Committee Reoorts Committee Member Kenziq Committee Member Kenzig shared information about grant opportunities that are available to local agencies. Committee Member Kenzig mentioned the Parks Department would benefit from the Land and Water Conservation Fund Program. Applications will be accepted beginning November 15,2023.
