Lake Avenue, Groveland, FL 34736. Vice Chair Linda Cowels called the meeting to order at 5:30 p.m. with the following Members present: Committee Members, Michael Gris, David Badillo, David Bergstein, Frederick Wood, Charles Kenzig, and School Board Member Representative Lashawn Irvin. City staff present were Parks & Community Services Director Mike Walker, Recording Secretary/Administrative Assistant Vanessa Boodhoo. Excused Absence: Chair Joscelyn Campbell. CONSENT AGENDA Consideration of Approval: October 10, 2023 Recreation Advisory Committee (RAC) Meeting Minutes Motion: Committee Member Bergstein moved to approve the Consent Agenda; seconded by Committee Member Gris. Motion passed with all committee members present voting aye. PRESENTATIONS 2023 Calendar of Events Parks & Community Services Director Mike Walker referenced the Calendar of Events contained in the agenda packet. Mr. Walker provided an update as follows: Past Events  Trunk or Treat had eleven (11) participants with food and beverages provided by Outback Snack Shack; entertainment by DJ Rockin’ and A Wheelin’; and performances by Q Line Dance.  The Hay Roll Contest Winners is as follows: 1 st Place: Kim E’s Flowers; 2nd Place Groveland Historical Museum; and 3rd Place HoleLottaDonuts  Dia de Los Muertos was hosted November 1st with the help of the Parks and Public Works staff. The businesses listed below provided the following:  Price Family Entertainment - “Coco” movie  Gonzalez Bakery - the Dia de Los Muertos bread  Nikkita’s Corner - empanadas and drinks  Kim E’s Flowers – marigolds  FeeBee’s - Face Painting 1  NOVEMBER 14, 2023 RECREATION ADVISORY COMMITTEE (RAC) MEETING MINUTES  Hermelinda E. - the Dia de Los Muertos wreaths.  Forty-Three (43) vendors participated in the 2nd Friday Farmers Market & Veterans Day Ceremony. Entertainment was provided by Steven Cardwell and the Neon Drifters Band. The Veterans Day presenters were Commander Russell Jackson, and Keith Breedlove from Trilogy of Orlando Veterans Association, and Councilwoman Barbara Gaines was a speaker. Upcoming Events  2nd Friday Farmers Market & Tree Lighting Event will be held on December 8, 2023 from 5:00 p.m. – 9:00 p.m. at Lake David Park. Santa and Mrs. Claus will be from 5:00 p.m. – 7:00 p. m. and Tree Lighting will begin at 7:00 p. m.  The Christmas Parade will take place on Saturday, December 9, 2023 at 10:00 a.m. The parade route will begin at Lake David Park.  Holiday Carriage Rides will be provided on December 11 th, 13th, 18th, and 20th from 6:00 p.m. - 9:00 p.m. Drop-off and pick-up will be at City Hall. OLD BUSINESS 1. Capital Improvement Plan (FY/24) Mr. Walker referenced the Capital Improvement spreadsheet contained in the agenda packet and reported the following:  Cherry Lake Park – Sitework, playground, and sidewalks is at five (5%) completion.  David Blanks Park – Kimley-Horn is under contract for vision plan.  South Lake Regional Park – Phase I A - Construction is eighty (80%) complete. NEW BUSINESS 2. Christmas Parade Grand Marshal: Mr. Walker reported the past grand marshals over the last few years as follows: 2019- John Griffin 2020- Jean Charron & Glenn Turner 2021- Arnold Family 2022- Mary Helen Myers Mr. Walker asked the board if they had any ideas on whom the Grand Marshal should be for 2023. 2  NOVEMBER 14, 2023 RECREATION ADVISORY COMMITTEE (RAC) MEETING MINUTES Committee Member Kenzig mentioned that traditionally over the years the Grand Marshal has been somebody who has been involved in the community. He asked the board for any recommendations. Committee Member Bergstein agreed with Mr. Kenzig. He felt the Grand Marshal should be someone who is active within the community. Committee Member Bergstein inquired as to whom Mr. Walker recommends. Mr. Walker mentioned that it should be someone that has a history with the city and has long-time service to the community. For example, Cherry Lake Tree Farm has been involved with the community for decades. Vice-Chair Cowels agreed that Cherry Lake Tree Farm would be a great candidate for the Grand Marshal. Committee Member Kenzig stated that Cherry Lake Tree Farm is one of the largest nurseries in the Country. Committee Member Bergstein inquired as to how the process would work for the selection of Grand Marshal. Mr. Walker responded after the Committee’s decision he would reach out to City Manager Hein, and would also speak with the Mayor and City Council Members for their approval. Motion: Committee Member Bergstein moved to approve Cherry Lake Tree Farm as Grand Marshal for the City of Groveland 2023 Christmas Parade; seconded by Committee Member Gris. Motion passed with all committee members present voting aye. REPORTS a. Elese Tomlin Center Vice Chair Cowels reported that the Community Center received ninety-seven (97) incoming calls for the past two weeks, beginning October 30 th through November 9th. Three hundred (300) clients were served, including Meals on Wheels and after-school students and visitors. Vice Chair Cowels reported there are twelve (12) students enrolled in the after-school program. Vice Chair Cowels reported six (6) new women have signed up for the Women’s Ignite Network Program. Over three hundred (300) women are now enrolled in the program. Vice Chair Cowels reported that the Vets and Seniors Enrichment Program served two hundred meals (200) beginning October 30 th to November 9th. 3  NOVEMBER 14, 2023 RECREATION ADVISORY COMMITTEE (RAC) MEETING MINUTES Vice Chair Cowels stated the Elese Tomlin Community Center was asked to conduct the Cyber Security Class for seniors that participate at the Groveland Senior Center. A meeting is scheduled with Mid-Florida Community Services, Inc. on December 1 st to discuss future dates. Vice Chair Cowels reported the Elese Tomlin Community Center assisted one (1) client with medical/charity Letters. Vice Chair Cowels mentioned that she took a Mental Health First Aid course with the National Council for Mental Health. She is now certified as a Mental Health First Aider. Vice Chair Cowels reported fifty-five (55) people signed up for the Thanksgiving Basket Giveaway and one hundred and twenty (120) families signed up for the 11 th Annual Pancake Breakfast and Gift Explosion event. Vice Chair Cowels stated she met with Scorpio Construction regarding the new Elese Tomlin Community Center building. Everything is on schedule. Vice Chair Cowels will provide final plans of the design to the next RAC meeting. b. Committee Reports Committee Member Kenzig Nothing to report at this time. CALL STEP 1 STEP 2 STEP 3 STEP 4 NEXT STEP  REPORTS ELESE TOMLIN COMMUNITY CENTER  ELESE TOMLIN COMMUNITY CENTER REPORT (Jan 20, 2024 - Feb 2, 2024) INTAKES ● From January 20, 2024 to February 2, 2024, the ETCC staff has served precisely three hundred and twenty-three (323) clients at or through the Center, including our Meals on Wheels clients, After School students and visitors. ● The ETCC handled seventy-one (71) incoming phone calls according to Ooma. The following shows a brief breakdown of some of the services: ● The ETCC assisted four (4) clients with Access Florida. ● The ETCC assisted one (1) client with Bus Passes. AFTER-SCHOOL PROGRAM/SAVE SUMMER CAMP ● We currently have 14 students enrolled in the after-school program. ● SAVE is open again this summer. To register, we ask that parents pay $50.00 for the entirety of the program. GRADE IMPROVEMENTS/TUTORING/LEADERSHIP ● We currently have three tutors working with students in our After-School Program. WOMEN’S IGNITE NETWORK (WIN) ● WIN assisted two (2) clients with Utility Assistance. ● WIN is holding a Valentine’s Day Dinner for Mothers and their families in the program on February 14th. ● WIN gained four (4) new clients to the program. ● WIN has a total of four hundred and ten (410) clients. ● WIN held two computer classes at the ETCC on the 23rd and the 30th, which totaled 10 clients, 5 in each class. MEN’S EMPOWERMENT NETWORK (MEN) ● There are a total of 48 men enrolled in the MEN. ● MEN gained 2 new clients to the program. WORKFORCE & HIGHER EDUCATION ● Nothing new to report. DIVERSITY ● Eight (8) clients signed up for our ESOL classes. ● The ESOL class is scheduled to occur on Monday, February 5th at 5:45 - 7:30PM. However, due to the hospitalization of our ESOL teacher and ESOL instructional material delays, we might have to postpone the first class until the 12th. Updated 2/1/2024 SCORE BUSINESS MENTORSHIP ● Nothing new to report. VETS & SENIORS ENRICHMENT (VASE) ● MOW now serves twenty-four (24) clients in the Groveland & Mascotte area. ● MOW served precisely one hundred and ninety-three (193) meals to seniors from January 20th to February 2, 2024. ● ACSI/ETCC is considering expanding the senior program. More details to come soon. HEALTH & WELLNESS ● The ETCC assisted three (3) clients with Medical/Charity Letters. DONATIONS/VOLUNTEERS ● Anointed Community Services has received a total of $10,461.81 in in-kind donations for the year 2024. ● No new in-kind donations to report for this timeframe. EVENTS ● Nothing new to report. AWARD RECOMMENDATION ● Nothing new to report. NEW ELESE TOMLIN EMPOWERMENT CENTER ● No date set yet for the ground-breaking. We’ve advised the City that Ms. Linda will be out of the country from March 6-19th as to not set the date during that time-frame. GRANTS ● Nothing new to report.
