City of Groveland Minutes Recreation Advisory Committee Meeting Tuesday, March 12,2024 The Groveland Recreation Advisory Committee (RAC) held a regularly scheduled meeting on Tuesday, March 12,2024 in the Lake David Community Center located at 450 S. Lake Avenue, Groveland, FL 34736. Parks & Community Services Director Mike Walker called the meeting to order at 5:36 p.m. with the following Members present: David Badillo, Frederick Wood, Charles Kenzig, and School Board Member Representative Lashawn lrvin. City staff present were Parks & Community Services Director Mike Walker, Event Coordinator Francesca Spartz, and Recording Secretary/Administrative Assistant Vanessa Boodhoo. Committee Member Michael Gris arrived at 5:52 p.m Excused Absence: Chairperson Joscelyn Campbell, Vice-Chairperson Linda Cowels, Committee Member David Bergstein, and Committee Member Shana Martin Parks & Community Services Director Mike Walker requested the Committee Members to select a Chairperson Pro Tempore to lead the meeting since both Chairperson and Vice-Chair were absent. Motion: School Board Member Representative Lashawn lrvin moved to nominate Committee Member Kenzig to serve as the Chairperson Pro Tempore for this meeting; seconded by Committee Member David Badillo. Motion passed with all committee members present voting aye PRESENTATIONS 2024 Calendar of Events Parks & Community Services Events Coordinator Francesca Spartz referenced the flyers contained in the agenda packet. Ms. Spartz provided an update as follows: Upcominq Event Updates Groveland's Founder's Day will be held on Saturday, March 23, 2024 from 1:00 p.m. - 9:00 p.m. at Lake David Park. The schedule is as follows: Brown Tribute Band o Easter Celebration & Egg Hunt Event will be held on Saturday, March 30, 2024 from 10:30 a.m. - 1 :30 p.m. at Lake David Park. I  MARCH 12,2024 RECREATTON ADVTSORY COMMITTEE (RAC) MEETING MINUTES Mr. Walker requested to delay the David Blanks-Conceptual Program Plan presentation listed under Old Business, until Committee Member Gris' arrival. OLD BUSINESS 1. Gapital lmorovement Plan (FYl2Al Mr. Walker referenced the Capital lmprovement spreadsheet contained in the agenda packet and reported the following: nety-four percent (94%) complete , playground, and sidewalks is thirty percent (30%) complete. David Blanks Park - Vision plan is twenty percent (20o/o) complete. Mr. Walker reported input from the committee members is needed. Any revisions or modifications to the conceptual plan will be made. A public notice with a date/time to be determined will be published for resident participation and input. Any revisions to the conceptual plan from public input, will be presented to RAC committee for a final vote. Thereafter, the conceptual plan will be placed on an upcoming Council Meeting Agenda for consideration of approval. Committee Member Kenzig inquired when the next fiscal budget starts, he would like to create a budget line item for the David Blanks construction plan. Mr. Walker suggested to include a budget line for Ronald Sefton Gaffney Park to continue the project. Mr. Walker reported next fiscal budget starts October 1st. Motion passed with all committee members present voting aye. 2  MARCH 12,2024 RECREATTON ADVTSORY COMMITTEE (RAC) MEETTNG MTNUTES PRESENTATIONS David Blanks- Conceptual Proqram Plan-Kimlev Horn and Associates Engineering consultants Maceo Abreu and Sarah McCown of Kimley-Horn provided a PowerPoint presentation as attachment one. The PowerPoint outlined the following: . City Wide Parks Master Plan . Adjacent City Projects o Site Context . Kickoff Meeting o Existing Site Conditions o lnitial Concepts . Preliminary Schematic Plans -Concept A & B . Next Steps Ms. McCown asked the committee members of the two (2) which conceptual plans presented which one they preferred. Richard Skyzinski inquired what part of South Street would be closed in reference to the conceptual plan. Mr. Abreu replied would need to investigate this item to figure out the distance. Mr. Skyzinski asked if the physical condition of South Street would remain or be ripped up. Mr. Abreu responded that in both concepts would be ripped up. Mr. Skyzinski inquired if the North and East side of the park would have physical barriers. Mr. Abreu stated on both concepts it is proposed to have fencing and rail fencing installed to prevent kids from going into the street. Mr. Walker stated he received emails prior to this RAC meeting from Vice Chair Linda Cowels and Committee Member David Bergstein, regarding the conceptual plan. Mr. Walker read the emails into the record. Both emails are attached to these minutes as Attachment 2. Committee Member Kenzig requested members to provide their input as to which concept for the David Blanks Park they prefer. Motion: Committee Member Wood moved to approve Concept B; seconded by Committee Member Gris. Motion passed with all committee members present voting aye 3  MARCH 12,2024 RECREATTON ADVTSORY COMMTTTEE (RAC) MEETTNG MINUTES OLD BUSINESS 2. Cherrv Lake Park Phase 2 Update- Mr. Walker provided an update on the Cherry Lake Park construction. He reported that the newly constructed playground (which has not yet been completed) was vandalized. Due to the vandalism, playground panels will need to be reordered. Additionalcameras have been installed and placed at the park temporarily. Mr. Walker stated that the electrical scope of work has been added to the project for CPWG to complete. They will be putting in parking lot light poles and will run the other electrical needs underground to all the other areas. The contractor CPWG will be obtaining cost quotes on the irrigation and landscaping components to move the project forward for Phase 2. 3. South Lake Resional Park - Phase lA Update Mr. Walker reported on the progress of the construction of Phase l. Most of the roadways around the perimeter of the park have been completed. The initial layer of pavement has been completed. Mr. Walker mentioned that the stormwater, underground water lines, and sewer lines are underground at the park. The surfacing of the initial layer of asphalt for the parking lot areas and curbing areas of the parking lot have been completed. Mr. Walker reported he met with the Lake County Extension Office a week prior and collected soil samples of the fields at the park and had the samples sent out for testing. The testing of the soil samples would help determine what type of organic material will need to be blended into the soilwhen it is time to sod the fields of the park. Phase 1A is to be completed in the next month. Mr. Walker mentioned that Phase 1B is to be completed within the next (3) three to (4) four weeks. Continuing the construction of PhaselA which will include (4) four baseball fields, (4) four softball fields, and (2) two multi-purpose fields. With the Dark Sky Code, we will need to have an electrical engineer redesign the electrical components for South Lake Regional Park Phase 1 to meet the Dark Sky Code requirements. Phase 1B to be built with the funding that the County has provided. REPORTS a. Elese Tomlin Communitv Center The report for the Elese Tomlin Community Center is included in the RAC agenda packet. b. He also asked the committee members where the name "Groveland Adventure" had come from, as it was brought up at South Lake Regional Park Workshop on November 15, 2023. Mr. Lacek stated to let it be known that the trucks that are hauling to and from South Lake Regional are doing a great job. Exercise caution when opening attachrnents or clicking links, especially from unknown senders. Dear Mike, I wanted to share rny comments about David Blanks Park. I am in favor of Concept B without the building because I believe it's impoftant to have the park amenities more so than the building. Many people cotne to the park for recreation, as well as the Elese Tornlin Community Center children who use the park daily. It is my opinion that if this option is chosen that a srnall fence be placed alongside the east side of the park along the road to prevent children from running out in the road. Parents bring their children and many times are supervising 2-3 children at one time. But, the Center supervises up to l5 children and it would be easy for one child to run out.
