I. Call to Order
by Mayor Westcamp at 6:30 p.m.
Staff Present: Marsha Hall - Administrator, Kevin Shannon -
Law Director, Jeff Green - Director of Finance, Ralph Portier -
Chief of Police
Guests Present: The Guest Book is on file with the Clerk of
Council.
II. Moment of Silence
Mayor Westcamp asked everyone to join him in a moment of
silence.
III. Pledge of Allegiance
Chief Portier lead the Pledge of Allegiance.
IV. Roll Call
Council Member Cleary made a motion, seconded by Council
Member Drury, to excuse Council Member Dildine from the
meeting. All in favor stated AYE, None Opposed. Motion
passed.
Council Member Dildine arrived at 6:38 p.m.

VI. Proclamation - Fire Prevention Week
The Mayor presented Madison Township Fire Department with a
Proclamation for Fire Prevention Week and Firefighters

VII. Business of Guests
A. Madison Township Trustee Paini - Electric Aggregation
Madison Trustee Paini updated Council on the electrical
aggregation. He informed Council the cover letters with a Q & A
sheet and opt-out form were mailed today to residents.
Resident Matt Campbell of 439 Main Street, inquired of Council
Member Cleary if he would like to excuse himself from the
discussion, upon which Council Member Cleary excused himself
from the proceedings. Mr. Campbell expressed his concerns
regarding issues discussed at the public meetings held for the
electrical aggregation, he feels residents need to be aware that:
1. There is a $25.00 fee to opt-out of the program once you
have signed on for the electrical aggregation.
2. If residents do not respond with their opt out option within
the 21 days, the decision to join is made for them.
3. There are no budget plans available with any of the
aggregates.

ORD. 13-039 AN ORDINANCE AUTHORIZING THE ISSUANCE OF NOTES IN THE
AMOUNT OF NOT TO EXCEED $800,000 [$1,000,000] IN
ANTICIPATION OF THE ISSUANCE OF BONDS FOR THE PURPOSE
OF CONSTRUCTING, IMPROVING, FURNISHING, AND EQUIPPING A
POLICE FACILITY [AND THE CITY'S CURRENT MUNICIPAL
BUILDING], WITH RELATED SITE IMPROVEMENTS AND
APPURTENANCES THERETO; AND APPROVING RELATED
MATTERS

Law Director Shannon requested Council to consider amending
the title to reflect the new amount of $1,000,000 and to add the
language "and the current Municipal Building" to show exactly

what the funds would be used for. Also, to amend Section 1 and
Section 4 to $1,000,000 and in Section 8 to change the
language to "Municipal Facilities" to replace "Police Facility". In
the certificate attached, amend Section 1 to add the language
"and the City's current municipal building" and in the Auditor's
Receipt change Police Facility to City Facilities with the amount
of $1,000,000.

motion was made by Council Member Hilbert, seconded by
Council Member Cleary, to amend. The motion carried by the

Law Director Shannon requested Council to consider making a
motion to suspend the rules as to the three readings going into
effect 30 days from today's date.
Administrator Hall clarified for Council the Ordinance has
nothing to do with the Madison Township electrical aggregation,
it refers to the City's energy audit. She explained suspending the
three readings allows the City to negotiate current cost savings
for the City's facilities, as during negotiations costs can change
causing the City to lose money.
The Clerk of Council read by title Ordinance No. 13-047. A
motion was made by Council Member Rarey, seconded by
Council Member Drury, to suspend the rules as to the three
readings. The motion carried by the following vote:
Yes: 6 - Cleary, Dildine, Drury, Hilbert, Rarey and Stoots
Law Director Shannon clarified for Council this Ordinance
authorizes the Administrator to enter into agreements with any
utility companies which would be in the best interest of the City.
The Ordinance does not refer to any specific contract.

HARDWARE, SOFTWARE AND INFORMATION TECHNOLOGY (IT)
SERVICES AND WAIVING COMPETITIVE BIDDING PURSUANT TO
GROVEPORT CITY CHARTER SECTION 9.02(B) AND THE
DECLARATION OF AN EMERGENCY

Law Director Shannon requested Council to consider making a
motion to suspend the rules as to the three readings and the
effective date, to pass as an emergency measure to allow the
new police facility to be up and running in the time indicated as
scheduled. This IT Programming and installation are necessary
and because it is a sole source provider you are permitted by
Ohio law to waive competitive bidding.
Administrator Hall stated it is necessary to use the same
company so the IT Services are compatible with the Municipal
Building and the police facility cannot be occupied without the
computer equipment being installed and available.

Council Member Stoots, to suspend the rules as to the three
readings and effective date. The motion carried by the

Mayor Westcamp thanked Clerk of Council, Kimberly
McWilliams for all her good work with the City of Groveport and
wished her well with her new position with the City of Gahanna.
Mayor Westcamp requested a motion to confirm the
appointment of Ruthanne Ross as the new Clerk of Council,
effective October 7, 2013. He commented on interviewing for the
Clerk of Court position and will keep Council informed on the
matter.
A motion was made by Council Member Rarey, seconded by
Council Member Drury, to confirm the appointment of
Ruthanne Ross as Clerk of Council, effective October 7,
2013. The motion carried by the following vote:

City's Car Show and the success of The Taste of Groveport.

Council Member Cleary made a motion, seconded by Council
Member Hilbert to adjourn at 6:59 p.m. All in favor stated AYE,
