I. Call to Order
by Mayor Westcamp at 6:30 p.m.
Staff Present: Marsha Hall - Administrator, Kevin Shannon -
Law Director, Jeff Green - Director of Finance, Ralph Portier -
Chief of Police
Guests Present: The Guest Book is on file with the Clerk of
Council.
II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.
III. Pledge of Allegiance
Chief Portier led the Pledge of Allegiance.
IV. Roll Call
A motion was made by Council Member Drury, seconded by
Council Member Cleary, to excuse Council Members Dildine
and Stoots from the meeting. All in favor say AYE. None
opposed. Motion passed.

VI. Business of Guests
A. Madison Township Administrator Susan Brobst - Electric Aggregation
Update
Madison Township Administrator, Susan Brobst updated Council
on the township electric aggregation and the opt-out process.
Ms. Brobst reported the mailing list was not complete with the

first mailings to residents containing a cover letter and the
twenty one day opt-out option form. A second mailing list of
qualified Groveport residents gives a new deadline date of
November 14, 2013 to opt out of the program. This will postpone
the date for the switch with Border Energy for everyone, putting
the program about 30 days behind schedule. The contract
remains unchanged; the township is still contracted through
December 2014.
Matt Campbell, 439 Main Street, addressed Council regarding
the blunder with the notice of the electric aggregation mailings.
Letters went out on September 23, 2013; after a week passed
residents had not received any notice and were concerned that
the twenty one days was coming up and they still had no notice
of the opt-out process. He is concerned that this issue should
be kept within the City government not through the township. He
asks if a Council Member could attend the next township
meeting pertaining to the electric aggregation and the upcoming
Saturday session at Madison Township.
Council Member Rarey asked Ms. Brobst to address the change
in the deadline to opt-out. Ms. Brobst explained the second
mailings give residents the same twenty one days to consider
their options. Not knowing of the shortcomings of the first mailing
list at the time of the published ad in the October 13, 2013
Southeast Messenger, the township had to submit additional
addresses to Border Energy for a second mailing. Border
Energy had to file the additional addresses through the Public
Utilities Commission of Ohio (PUCO). PUCO approves the date
the letters get mailed and twenty one days after the mail date is
the deadline date. Ms. Brobst assured everyone the program is
a volunteer program; no one has been or will be pressured to
join the program.
Mr. Campbell feels the township needs to send the second
mailings registered or certified mail to insure residents receive
their notice. He commented the ad in the Southeast Messenger
gave information that was not addressed at any of the township
meetings he attended regarding the electric aggregation.

THE ASSIGNMENT OF A UTILITY EASEMENT FROM GROVEPORT
HOUSING, LLC AND THE DECLARATION OF AN EMERGENCY

Law Director Shannon advised Council a vote on the Ordinance
as an emergency measure could not take place with only four
Council Members present. Therefore, in Council Member
Dildine's absence, requested Council to consider referring the
matter to the Committee of the Whole.

Mayor Westcamp informed Council of the appointment of the
new Clerk of Court, Kelli Lady.

Administrator Marsha Hall updated Council on the Spiegel Drive
Project and the Port Road Project.
A 10 year contract for the Tin Man maintenance has been
signed. work will begin in early spring 2014.
MORPC sent notice of the City's approved grant to repave
Groveport Road from State Route 317 to Saltzgaber Road.
Ms. Hall reminded Council of upcoming groundbreakings and
special events scheduled.
The water meter project is off to a good start, there are 476
scheduled appointments to change meters. 44 meter changes
are complete with a total of 1147 meters to place to complete the
project.
Apple Butter Day was a success with steady attendance through
out the day. John Husted, a representative of Ohio Secretary of
State, presented a proclamation to Carla Cramer, President of
the Groveport Heritage and Preservation Society, and City
Council Member Ed Rarey to commend Groveport Apple Butter
Day on its 40th anniversary.
C. Chief of Police - Ralph Portier
Chief Portier reported the department had 1200 yard sticks to
pass out and ended the event with 50 left.
D. Director of Finance - Jeff Green

E. Director of Law - Kevin Shannon
