Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Warren Motts led the Pledge of Allegiance. IV. Roll Call Council Member Drury arrived at 6:33 p.m. A motion was made by Council Member Hilbert, seconded by Council Member Cleary, to excuse Council Member Drury from the meeting. All in favor say AYE. None opposed. Motion passed. Proclamation #136-2013 Red Ribbon Proclamation 2013 Attachments: Red Ribbon Proclamation 2013 The Mayor read the Red Ribbon Campaign Proclamation. The Proclamation was presented to Chief Portier. Business of Guests Warren Motts - Motts Military Museum Warren Motts thanked Council for the support he has received from the City of Groveport over the years. Mr. Motts highlighted the events of the Veterans Day Ceremony and many Ohio veteran medal recipients over the past 100 years. Mr. Motts updated Council on the progress of the work at the Motts Military Museum. He extended an invitation to Council to attend the museum's Holiday Christmas party to be held on Sunday, December 8, 2013 from 1:00 p.m. to 4:00 p.m. James H. Chilton, 4918 Founders Dr, advised Council of complaints he has received from neighbors regarding leaf pickup and street sweeping. Administrator Hall responded she would look into the matter. Council Member Rarey commented the City used to have a one-man motorized piece of equipment that was sold when no longer able to do the job. He would like Council to look into the possibility of purchasing some kind of equipment to sweep the streets. VIII. Mayor - Lance Westcamp Mayor Westcamp thanked Warren Motts for the amazing personal tour of the museum's new wing given to him and Council Member Rarey. Mayor Westcamp reported that Chief Portier was the guest speaker at the November Southeast Franklin County Chamber Luncheon and did an excellent job representing the City. B. Chief of Police - Ralph Portier Nothing to report. #148-2013 PD - October 2013 Attachments: PD - October 2013 D. Director of Finance - Jeff Green Finance Director Green referred Council to the October Finance Report. Mr. Green provided Council with the requested additional information regarding the health insurance increase in premiums for 2014. The cost to employees will be a $13.22 bi-weekly increase for family coverage and $4.19 for single coverage. Cost to the City to pick up would be a total of $18,556.56. Council Member Stoots inquired of the 10% of the employee contribution, Mr. Green advised that the actual number is 9.7%. After discussion on the matter, Council decided to the City would pick up the increase for 2014. A motion was made by Council Member Dildine, seconded by Council Member Hilbert, to have the City pick up the employee portion of the increase in health insurance premiums for 2014. Council Members - Ed Rarey, Jean Ann Hilbert, Donna Drury, Ed Dildine, Shawn Cleary & Jan Stoots City of Groveport Page 5 City Council Meeting Minutes November 25, 2013 Council Member Cleary reported he attended a Block Watch meeting conducted by Lt. Kurt Blevins and praised Lt. Blevins on the excellent job he did in his presentation. Mr. Cleary also expressed concerns about the dwindling crowds attending the annual Veterans Day event and would like Council to consider changing the day and time of the event. The Mayor commented that the ceremony has always been held on Veterans Day, November 11 and would like it to remain true to the date. Council concurred that a change in the time, advertising the event and sale of bricks could be ways to increase attendance. Council will look into the matter. Council Member Dildine thanked Warren Motts for the tour of the new wing of the museum. He informed Council of the donation of artifacts from his uncle, a veteran of WWI and WWII, made by his father and himself to the museum. Council Member Rarey inquired of Mr. Motts if he was aware of the Zarbaugh family in Groveport, many of whom have served in WWII. He feels the family should be recognized for their contributions in serving our country. G. Clerk of Council - Ruthanne S. Ross Nothing to report. H. Standing Committees Council Member Drury and Council Member Dildine updated Council on the new designs for the City flag presented by the Trees and Decorations Committee. X.
