City Council Meeting Minutes March 24, 2014
I. Call to Order
by Mayor Westcamp at 6:41 p.m.
Staff Present: Marsha Hall - Administrator, Kevin Shannon -
Law Director, Jeff Green - Director of Finance, Ralph Portier -
Chief of Police
Guests Present: The Guest Book is on file with the Clerk of
Council.
II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.
III. Pledge of Allegiance
Chief Portier led the Pledge of Allegiance.
IV. Roll Call
Excused: 1 - Council Member Drury
Present: 5 - Council Member Cleary, Council Member Dildine,
Council Member Hilbert, Council Member Hutson, and
Council Member Rarey
A motion was made by Council Member Rarey, seconded by
Council Member Cleary, to excuse Council Member Drury
from the meeting. The motion carried by the following vote:

VI. Proclamation
The Mayor read the National Service Recognition Day
Proclamation. The Proclamation was presented to volunteer
Scott Clinger on behalf of the City of Groveport.

VII. Business of Guests
1. James Cahill - Trash Pickup Issue - Water Sewer Billing
James Cahill of 447 Tallman Street addressed Council on the
matter of Local Waste picking up an item at his residence he
had put out at his curb for another entity to collect. He has
received an invoice for $43.00 from Local Waste. His issue
paying the bill is he never called the company to pick anything
up and Local Waste advised him to bring the matter to Council.
Law Director Shannon advised Mr. Cahill of the Ordinance
authorizing Local Waste to be the exclusive hauler of waste
within the City. Mr. Shannon explained if the sofa had been up in
his yard, it could have been considered a building code violation.
Mr. Cahill inquired if the new water plant would provide better
quality water than the water Groveport residents are currently
provided. Administrator Hall explained the City must follow the
requirements set forth by the Ohio EPA and submit a series of
test results on a yearly basis. The new water plant will improve
the quality of water. The City is not in a contract with any
construction company for the project, as there have been no
bids received as of yet. The cost shown in the Resolution is the
engineer's estimated cost of the water plant project. Mr. Cahill
commented when he waters his lawn, it does not go into the
sewer, yet he is billed for it on his water and sewer bill. Also, he
is billed for minimum water usage on his water bill but doesn't
reach the minimum gallons and the unused portion does not
carry over to the next billing period. He wants to know what
happens to the water he paid for but didn't use. Administrator
Hall responded the City has the option to drop the minimum
usage and charge for exact gallons used, but there is a cost
factor because the rate per gallon would have to rise to meet the
minimum requirements for operating the water plant. Ultimately,

you will be paying more per gallon for what you use. Mr. Cahill
would appreciate if the City could distinguish the difference
between water that actually goes into the sewer and water that
does not.

AN ORDINANCE AUTHORIZING A MODIFICATION TO THE
DEVELOPMENT PLAN FOR 3099 ROHR ROAD, PARCEL # 185-002914

Law Director Shannon requested Council to consider amending
the Ordinance to read; in the second Whereas clause place a
period after plan and redact everything from that point forward in
that clause. Also, in Section 1: replace the period at the end of
that section with a comma and add "and further granting area
variances permitting approximately 234 parking spaces, and as
to the perimeter screening as originally set forth in the
development plan to meet Groveport Planned Industrial Park's
standards, provided all of the conditions approved by the
Planning & Zoning Commission are met."

OF CONSTRUCTING A NEW CITY WATER TREATMENT FACILITY
WITH RELATED SITE IMPROVEMENTS AND APPURTENANCES
THERETO, TO REIMBURSE THE CITY'S GENERAL, PERMANENT
IMPROVEMENT, OR BOND CONSTRUCTION FUND FOR MONEYS
PREVIOUSLY ADVANCED FOR SUCH PURPOSE

AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ADD THE
POSITION OF ASSISTANT GOLF PROFESSIONAL IN THE
DEPARTMENT OF GOLF AND THE DECLARATION OF AN
EMERGENCY

Law Director Shannon requested Council to consider making a
motion to suspend the rules as to the three readings and the
effective date in order for the the Links at Groveport to have
adequate staffing for the start of the golf season. Council
Member Cleary inquired if the position was an additional
employee and Ms. Hall responded it is an additional employee.
Mr. Walker had asked for a second assistant golf professional
and this position was included in this year's budget.
The Clerk of Council read by title Ordinance No. 14-009. A
motion was made by Council Member Dildine, seconded by
Council Member Hilbert, to suspend the rules as to the three
readings and the effective date. Motion carried by the
following vote:

Mayor Westcamp acknowledged Mr. John Goodyear for his
years of service to the City of Groveport.
The Mayor recommended the appointment of Scott Clinger to
the Trees & Decorations Committee.
Council Member Hilbert made a motion, seconded by
Council Member Cleary to approve the appointment of Scott
Clinger to the Trees & Decorations Committee. All in favor
stated AYE, None Opposed. Motion passed.
The Mayor recommended the appointment of Jan Stoots to the
Board of Zoning Appeals.
Council Member Hutson made a motion, seconded by
Council Member Dildine to approve the appointment of Jan
Stoots to the Board of Zoning Appeals. All in favor stated
AYE, None Opposed. Motion passed.

B. Administrator - Marsha Hall
Administrator Hall informed Council there was no need to go into
executive session tonight for personnel matters as requested in
her report to Council.

Chief Portier reported negotiations with the sergeants are a slow
process but going well.

Nothing to report.
F. Council Members - Ed Rarey, Jean Ann Hilbert, Donna Drury, Ed Dildine,
Shawn Cleary & Becky Hutson
Council Member Hutson had the opportunity to visit the new
police facility, as well as the Public Works facility. Mrs. Hutson
reported that she had the Ohio Municipal League "Newly
Elected Council Members" training on Saturday, March 22, 2014
and found the training very informative.
Council Member Hilbert thanked Clerk of Council, Ruthanne
Ross for keeping her up to date during her absence.

H. Standing Committees
Council Member Dildine reported the Rules of Council
Committee met prior to tonight's Public Hearing and will be
bringing any changes back to Council for approval in the next
few weeks. Another meeting will be sheduled if any questions
and/or concerns arise when the matter is put before Council.

Member Dildine to adjourn at 7:08 p.m. All in favor stated
