Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jeff Green - Director of Finance, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Roll Call A motion was made by Council Member Rarey, seconded by Council Member Cleary, to excuse Council Member Drury from the meeting. All in favor stated AYE, None Opposed. Motion passed. Ordinances and Resolutions A. 3rd Readings RES. 14-002 A RESOLUTION AUTHORIZING THE USE OF A PORTION OF THE PROCEEDS OF BONDS OR BOND ANTICIPATION NOTES OF THE CITY OF GROVEPORT, IN THE ESTIMATED PRINCIPAL AMOUNT OF NOT TO EXCEED $2,187,900.00, TO BE ISSUED FOR THE PURPOSE OF CONSTRUCTING A NEW CITY WATER TREATMENT FACILITY WITH RELATED SITE IMPROVEMENTS AND APPURTENANCES THERETO, TO REIMBURSE THE CITY'S GENERAL, PERMANENT IMPROVEMENT, OR BOND CONSTRUCTION FUND FOR MONEYS PREVIOUSLY ADVANCED FOR SUCH PURPOSE Sponsors: Rarey Council Member Dildine stated from the beginning of this process he always felt it was in the best interest of the City to connect to City of Columbus water. When the option wasn't approved by Council, it was decided to build a new water plant which would raise water rates to support the new plant. As a part of Council he feels they need to support each other and even though it has been a very hard sell for him, he feels the need to support the decision Council has already put into motion. Council Member Hilbert commented she cannot in good faith pass this debt onto the 1200 residents who will be paying for years to come. Council Member Cleary stated he can appreciate the other Council members' positions on this issue. He expressed his concerns regarding the other 1500 people on Columbus water who pay a 3% increase every year. He hopes when this project goes through, the City won't have to worry about the EPA all the time. Council Member Rarey feels this project is in the best interest of the citizens of Groveport for clean quality water. Council Member Hilbert asked Mr. Rarey if 1500 residents of the City are on the Columbus water system, what gives Council the right to make the 1200 an elitist group. Mrs. Hilbert thinks Council needs to think of all Groveport City of Groveport Page 2 City Council Meeting Minutes April 14, 2014 residents. Mark Salva of 162 Green Avenue addressed Council regarding his concerns about the water treatment plant not providing the citizens with better water quality. He feels it is unfair to put this debt on 1200 residents and wants Groveport Madison Local Schools Issue 4 to pass on the ballot for the new high school. He cannot afford that expense but would rather see his money build a new high school than a new water plant. He feels it is a waste of time and money to build a new water plant and they should just hook up to the City of Columbus water system. Spend our money on building our schools and making our education better for our children. Mayor Westcamp asked Administrator Hall to clarify the matter of costs involved with Groveport going with Columbus for water service. Administrator Hall explained it would depend on the type of contract with the City of Columbus. There would be a full service agreement, in which they require an extra charge per household, which cost would have been about the same cost as building a new water plant. Another type of arrangement would have involved a master meter. It would not have been as expensive, but it would have involved costs. Mayor Westcamp then commented let the record state there would have been costs if the City had gone with Columbus water. Council Member Dildine stated from the beginning he never wanted to pass that cost onto the residents. His thoughts were to do a long-term bond to fund the project and pay it off over the next twenty to twenty-five years instead of passing the costs onto the 1200 residents. He thought if the project would have been a capital project the cost would have been passed onto everyone in Groveport, whether they used the service or not. Unfortunately, at the time of the initial vote for building the plant and raising water rates, there were no citizens coming to Council members expressing objections. We are at the very last step in the process, it would take an overturn in Council and he knows they believe just as strongly as he does in their positions. Administrator Hall responded the pay scale could indicate the number of employees in each pay grade. Law Director Shannon responded as this is part of the project to extend service to First Baptist Church and it was not put on the same time-line and emergency language was not needed. RES. 14-003 A RESOLUTION SUPPORTING STATE ISSUE 1, RENEWAL OF THE STATE CAPITAL IMPROVEMENTS PROGRAM, ON THE MAY 6, 2014 BALLOT Sponsors: Hutson Council Member Hutson commented she read that the City of Groveport is due some 7 million dollars. Administrator Hall responded this Resolution is supporting the bonds the State of Ohio issues for another ten years for the Ohio Public Works Commission. Groveport has received money from these bonds in the past ten years. Two Groveport projects; the Spiegel Drive project last fall was funded by a grant and a low interest loan through this program, and the current Port Road project is being funded 100%. Groveport is not due any money, we have to apply through the same point process as any other community. This program cannot be used for the water plant project. Mr. Shannon explained it is written in our charter amendment that states these types of resolutions can take effect immediately if Council suspends the rules as to the three readings. Reports Council Member Hilbert asked Mayor Westcamp if she could be excused from the rest of the meeting due to a personal City of Groveport Page 6 City Council Meeting Minutes April 14, 2014 obligation. Mrs. Hilbert left the meeting at 7:00 p.m. A. Mayor - Lance Westcamp Mayor Westcamp thanked Jeff Green for the job well done during Administrator Hall's absence and welcomed back Administrator Hall. The Mayor commented on the article in The Times highlighting Council Member Ed Rarey and he was honored to have read it and Groveport appreciates him. B. Administrator - Marsha Hall Nothing to report. C. Chief of Police - Ralph Portier Chief Portier welcomed back Administrator Hall and thanked Jeff Green for all his support the last few weeks. He reported he will update Council with his report next week. D. Director of Finance - Jeff Green It has been a busy few weeks and there is alot of things going on right now in the City. Finance is getting ready to wrap up the audit and everything looks great. The department is shooting for the state and national awards for "Excellence in Reporting". E. Director of Law - Kevin Shannon 1. Disposal of Metal Office Furniture – Police Department Law Director Shannon advised Council there was a situation last week with finishing up the downstairs in the old police department, a lot of the office furniture is of the old metal variety which Mr. Byrne wanted to scrap. He advised Mr. Byrne under our current codification scrapping metal is not one of the options of disposal of surplus property of the City. Mr. Shannon requested Council to consider making a motion to allow the Administrator to direct Mr. Byrne to scrap that metal office furniture which is no longer of any need or value to the City. There would be some money received as to that scrapping. Otherwise, the only other options are an internet auction, public auction, donation to a charitable organization or transferring the furniture to a political subdivision that may be in need. Mr. Byrne City of Groveport Page 7 City Council Meeting Minutes April 14, 2014 had made contact with possible interested parties but no one was interested in the furniture. Mr. Shannon requested Council to consider making a motion for this one time to allow for any furniture that is being disposed of to be scrapped, Council has the authority to do so. In the long term if this is a manner in which you would want to dispose of City property, scrapping can be added to the options of disposal of surplus property of the City. A motion was made by Council Member Dildine, seconded by Council Member Hutson, to allow the Administrator to direct Mr. Byrne to scrap the metal office furniture that is no longer of any need or value to the City. Council Member Hutson inquired if the maintenance of park entrances by City employees was an item to be revisited again this year, Ms. Hall responded it will be brought before Council again for discussion. Council Member Rarey commented on the conditions of the alleys within the City. He has noticed there are many potholes needing attention and has spoken to Public Works Superintendent Dennis Moore. Mr. Moore is aware of the potholes but the materials he has available are not adequate to hold up. Council Member Cleary inquired if Bixby Road repaving had been removed from the list of projects. Ms. Hall confirmed that it had been removed from the list and Mr. Cleary commented Bixby Road is in dire need of repair. G. Clerk of Council - Ruthanne Sargus Ross Nothing to report. H. Standing Committees Council Member Cleary inquired if another Council Member needed to be placed on the Trees & Decorations Committee City of Groveport Page 8 City Council Meeting Minutes April 14, 2014 temporarily due to Council Member Drury's absence. Law Director Shannon stated he will look into the matter. Bruce Smith advised Council, Kyle Lund is going full force with getting all the Groveport schools to plant new trees on Arbor Day. They will be passing out t-shirts and apples to the children. Council Member Cleary stated he was willing to sit in for Mrs. Drury if there is any need. X. Other Business - None XI.
