I. Call to Order
by Mayor Westcamp at 6:30 p.m.

II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.

Chief Portier led the Pledge of Allegiance.
IV. Roll Call
A motion was made by Council Member Drury, seconded by
Council Member Hutson, to excuse Council Member Rarey
from the meeting. All in favor stated AYE, None Opposed.

VI. Business of Guests
1. Bob Garvin - Fourth of July Celebration Update
Bob Garvin, a representative of the Fourth of July Celebration
committee, updated Council on the details of the parade. The

parade will step off at 11:00 a.m. Activities for the children will
run from 1:00 p.m. to 4:30 p.m. with Turnpoint Church
volunteers. There will be thirteen 10' x 10 ' game tents along
Wirt Road, a trailer with computer games for kids and hamster
balls. A Putt-Putt Course, balloon artist, kiddy tractor pull at 3:00
p.m. and food vendors. Tom Baumann and the Dream Chasers
will perform from 5:00 p.m. to 7:00 p.m.; 7:30 p.m. to 9:45 p.m
the Ray Fuller Band will entertain the crowd. Fireworks will go off
after the entertainment. Characters (Batman, Ninja Turtle,
Minnie Mouse, Goofy, Dora the Explorer and Diego) will be
walking along side of the parade, as well as a juggler on a
unicycle. Two of the characters will remain throughout the
afternoon. This year the committee has almost $12,000 in
sponsorship from local businesses. Mr. Parker will be
announcing the parade again this year, with Terri Christensen's
group singing at the start of the parade. The car show is a
separate event from the 4th of July Celebration and is scheduled
for the middle of August.

A RESOLUTION RE-AUTHORIZING AN AGREEMENT BETWEEN
THE CITY OF GROVEPORT AND THE BOARD OF COMMISSIONERS,
FRANKLIN COUNTY, OHIO ON BEHALF OF THE CITY OF
GROVEPORT IN ORDER TO PARTICIPATE IN THE FRANKLIN
COUNTY, OHIO DEPARTMENT OF HOUSING & URBAN
DEVELOPMENT (HUD) ENTITLEMENT PROGRAM AND ABIDE BY
THE COVENANTS OF THAT PROGRAM AS STATED HEREIN, AND
THE DECLARATION OF AN EMERGENCY

Law Director Kevin Shannon stated staff is requesting that
Council consider emergency passage on this Resolution. The
City is required to get this agreement in under one of the
county's timelines and this is a very beneficial program for the
City of Groveport. Therefore, Mr. Shannon requested Council
consider making a motion to suspend the rules as to the three
readings and the effective date.

Chief of Police Ralph Portier reported he has been asked by
Tom Byrne to lead the Shamrock Club in the Pledge of
Allegiance on Saturday for Flag Day and will be representing the
City of Groveport.

F. Council Members - Ed Rarey, Jean Ann Hilbert, Donna Drury, Ed Dildine,
Shawn Cleary & Becky Hutson
Council Member Hilbert raised the matter of a cell tower being
erected at the high school behind the charter school. Council
Member Dildine stated the tower has been there and they seem
to be just adding antennas to it. Mrs. Hilbert stated the matter
has not come before the Planning & Zoning Commission but
they have come before the Commission in the past. Mr.
Shannon and Mr. Green commented they do not believe utilities
have to be brought before the Planning & Zoning Commission.
Mr. Shannon stated they had encountered the issue when the
City was revamping its zoning code, our jurisdiction over those
types of towers is greatly limited. Mrs. Hilbert commented when
the tower at the Lutheran Church came before Planning &
Zoning, a lot of time was spent on the specs. Mr. Green advised
when the zoning code was revamped, that was some of the
types of things that were changed, but he will look into the
zoning code to clarify.
Council Member Cleary reported congratulations are due to the
graduates of OSU, Wright State and Otterbein, as well as
Madison Christian and Groveport Madison graduating classes.
Findlay Oilers, NCAA finished in 6th place in the state, Kasey
Petty from Groveport is a member of the team. Jaime Atkins,
from Groveport, will be the opening act for Nashville Artist Andy
Griggs at the Franklin County Fair on July 15, 2014.
Council Member Drury informed everyone that the Summer
Food Program has started today for children 18 years and
under. A free lunch is available from 11:30 a.m. to 12:30 p.m.,
served at the junior high here in town. There are five other sites
within the community.
Council Member Dildine questioned the signage at the railroad
tracks on Rager Road, asking if the tracks are in the city or the
township. The corporation limits sign is past the tracks and is on
the wrong side. Someone needs to go out and check into the
matter. He thanked Chief Portier on finishing his third class of
Public Safety PTSD awareness training for the fire department.
Other county fire departments attended the class and it was very
well received.
Law Director Shannon advised Council the provisions regarding
wireless telecommunication facilities reads under " (h)
co-location by attachment to existing structure", the only

requirement is a submission of the plot plan to the Zoning
Official or Chief Building Official for approval, once there is an
existing tower and they are only adding new antennas. He will
check with Chief Building Official Stephen Moore for any
submissions.
Council Member Rarey raised the matter of high grass on
Cherry Street. He expressed his pride and gratitude to Mayor
Westcamp for working on this issue. The Mayor showed up one
day and told Mr. Rarey he would come back the next day to
mow the grass himself. The next morning when Mayor
Westcamp came back, the grass was being mowed. He thanked
the Mayor and appreciates that he got the job done. The
properties are vacant. Ms. Hall informed Council one house is
in the middle of foreclosure. Administration will be reviewing the
City's procedure on the matter. The plan is to find ways to
minimize the time frames. Mr. Rarey commented another
problem that arises in those conditions are the animals.
Groundhogs and other animals run through the neighborhood in
the evening hours and back into the sewers at night. He would
like to see a program put in place to eliminate their access to the
sewers.
Council Member Hutson inquired about the date the entrance
sign of The Orchard, on Hendron Road, will be relocated. Ms.
Hall responded Dennis Moore and Steve Farst will determine
where the sign needs to be moved. The outside of two weeks
should see the job completed.
Council Member Rarey asked how the Bixby Road Project was
progressing. Ms. Hall replied the City is continuing to work with
Franklin County who will be doing some of the work. She has no
time frame on the project but it will be sometime this summer.
Mr. Rarey commented on the gigantic garbage trucks that are
tearing up the City streets and alleys. Bixby Road is in pretty
bad shape as well.
G. Clerk of Council - Ruthanne Sargus Ross
Clerk of Council Ruthanne Sargus Ross informed Council she
has been called to serve Grand Jury duty the weeks of June 23
and June 30, 2014. She will have the agenda and packets ready
for the June 23, 2014 Council meeting by Friday, June 21st and
plans to attend the Council meeting scheduled that night.
