Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jeff Green - Director of Finance, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Dennis Smith - Moose Lodge 1245 Dennis Smith with Moose Lodge 1245 informed Council they closed on their building last Tuesday and things are moving forward. He reported the nine volunteers at the Shred-It event had a wonderful time even though it rained. Mr. Smith requested Council's approval to volunteer at the Groveport Apple Butter Day event. His volunteers will do whatever is needed. Mayor - Lance Westcamp Mayor Westcamp reported he will be receiving the first case of apple butter of the year to honor his wager with Canal Winchester Mayor Mike Ebert. The game drew a big crowd and it was a great game. B. Administrator - Marsha Hall Administrator Marsha Hall reported the City has received word from the Franklin County Engineer that they have agreed to pay their portion of the work to be done on the unincorporated roadway of the Hendron Road Reconstruction Project. Ms. Hall informed Council the Madison Township Trustees have approved a Five-Year Plan for the Madison Township Fire Department. The Trustees have requested representatives from Canal Winchester and Groveport attend a meeting tomorrow, Tuesday, September 9, 2014. Ms. Hall will be attending the meeting where Fire Chief Bates will outline the plan. Ms. Hall will bring the information back to Council. Ms. Hall advised Council the Excel project night-time work has been delayed. There is plumbing that has to be completed before they lay the floor. The flyers were delivered to residents last week. Council Member Cleary asked if a City employee will be present at the start of the work. Ms. Hall advised they had agreed to have someone there the first night to check the position of the lights and all the things previously discussed. Council Member Dildine inquired of Ms. Hall about this year's salt supply. Ms. Hall commented the contract will be more than double the amount paid last year. Last year the City had a supply of salt left over. It is uncertain what amount of salt will be needed next year. We had to state exactly what was needed because once our order is fulfilled, the City cannot get anymore salt for the year. C. Chief of Police - Ralph Portier Nothing to report. D. Council Members - Ed Rarey, Jean Ann Hilbert, Donna Drury, Ed Dildine, Shawn Cleary & Becky Hutson Council Member Dildine reminded everyone about Thursday, September 11th's ceremony at Motts Military Museum. The guest speaker will be Alan Wallace, a retired Department of Defense firefighter from Lithopolis who was injured in the attack on the Pentagon. A breakfast is to follow immediately after the ceremony. G. Clerk of Council - Ruthanne Sargus Ross Nothing to Report. H. Standing Committees Council Member Drury reported on the Trees and Decorations Committee meeting that took place today at 5:30 p.m. The Committee will be giving away apples and 12 trees throughout the day again this year at Apple Butter Day. They are looking into getting new banners that are displayed at the intersections for the event. They are looking into fresh ideas, such as solar tree lights in lieu of ornaments, for the trees in the City's planters for the Christmas season. The Committee reported the City has twenty large dead ash trees; ten in Degenhart Park and ten in Blacklick Park. The trees in Blacklick Park are a real concern around the shelter house where they could potentially cause harm and damage. The Committee is looking into having the trees cut down and removed. IX.
