Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Roll Call Excused: 1 - Council Member Hilbert Present: 5 - Council Member Cleary, Council Member Dildine, Council Member Drury, Council Member Hutson, and Council Member Rarey A motion was made by Council Member Rarey, seconded by Council Member Drury, to excuse Council Member Hilbert from the meeting. Proclamation Mayor Westcamp read the 2014 Fire Prevention Week Proclamation and presented the Proclamation to Council Member Ed Dildine. Mr. Dildine thanked the Mayor and reminded everyone the easiest way to remember to change your City of Groveport Page 1 City Council Meeting Minutes September 22, 2014 batteries in your smoke detectors is "remember when you change your clocks...change the batteries in your smoke detectors". Mr. Dildine assisted Columbus Fire Department on an apartment complex fire. In the apartment where the fire originated the gentleman had his smoke detector on the table. The Mayor recommended Pat Pickett for the position vacated by Mr. Green, who has moved and no longer lives in the City of Groveport. A motion was made by Council Member Rarey, seconded by Council Member Dildine, to appoint Mayor Westcamp's recommendation of Pat Pickett to the Board of Zoning Appeals. Chief of Police - Ralph Portier Chief Portier referred to his report from last week's Committee of the Whole meeting regarding the letter from Eastland Career Center requesting a donation of a vehicle the police department City of Groveport Page 6 City Council Meeting Minutes September 22, 2014 will be taking out-of-service in the near future. Authorization to donate the vehicle has to come from Council and Council has to give the Administrator the authority to move forward with the donation of the vehicle. The department has four vehicles with odometer readings exceeding 104,000 miles. The vehicle would be for the high school students, not the adult level students. A motion was made by Council Member Rarey, seconded by Council Member Dildine, to donate an out-of-service cruiser to Eastland Career Center. Mr. Cleary reported Ms. Petty advised she would give him seven days notice before any Council meeting she would be able to attend. Mr. Cleary will get any new information to Clerk of Council, Ruthanne Ross to update the Proclamation. G. Clerk of Council - Ruthanne Sargus Ross Nothing to report. H.
