I. Call to Order
by Mayor Westcamp at 6:30 p.m.

VI. Proclamation
Mayor Westcamp read the NISRE, Inc Proclamation and presented it
to Michelle Pringle on behalf of NISRE, Inc. and Rahabs Hideaway.
Ms. Pringle addressed the Mayor, Council and the Police Chief
stating Rahabs Hideaway is pleased to partner with the City of
Groveport and Madison Christian Church in an effort to shed light on
the issue of human trafficking; specifically the Green Light Project.
January 11th is National Human Trafficking Awareness Day and the
purpose of the Green Light Project is to light up the entire City in an
effort to bring education and awareness of human trafficking. NISRE,
Inc. is delighted to declare the City of Groveport as a safe city.

VII. Business of Guests
1. Charlie Beardmore - Noise / Traffic Study
Charlie Beardmore of 523 Westport Drive addressed Council
regarding a petition signed by residents of Westport Drive to conduct
a noise and traffic study of State Route 317 in conjunction with the
west end of the Westport Addition. There has been a dramatic
increase in semi-trucks and private vehicle traffic on SR 317 due to
the warehouses constructed on the west side of SR 317. The
residents hope a study of noise and traffic could determine the need
for a Noise Abatement Wall in the right-of-way along the east side of
SR 317.

Law Director Shannon requested Council to consider making a
motion to postpone this Ordinance to the second Council meeting in
November per the request of City staff.

motion was made by Council Member Rarey, seconded by

until the November 24, 2014 City Council meeting. The

Law Director Shannon requested Council to consider making a
motion to suspend the rules as to the three readings and the effective
date at the request of City staff. The City's existing agreement has
expired and it is necessary to have a new agreement in place as
soon as possible to facilitate the changes Administrator Marsha Hall
had made with respect to the fish in the new agreement.
A motion was made by Council Member Hilbert, seconded by
Council Member Drury, to suspend the rules as to the three
readings and the effective date. The motion carried by the
following vote:
Yes: 6 - Cleary, Dildine, Drury, Hilbert, Hutson and Rarey
Council Member Dildine inquired if the ODNR was okay with the
addendum portion of the agreement. Ms. Hall stated they are fine
with the addendum which they have included in the 10 year
agreement. Council Member Cleary asked how does the City benefit
from this agreement. Ms. Hall responded their assistance with fishing
rules and regulations.
A motion was made by Council Member Cleary, seconded by
Council Member Hilbert, to adopt as emergency legislation.
The motion carried by the following vote:

IX. Reports
A. Mayor - Lance Westcamp
Mayor Westcamp acknowledged Madison Township Police Chief
Braden and Madison Township Trustee Gary McDonald in
attendance at tonight's meeting. The Mayor commented how busy
Groveport has been with the ribbon cutting at Ace Hardware and the
Apple Butter Day event. He thanked the Heritage Society,
Community Affairs Director Patty Storts, and everyone involved in
making the day a huge success. The food vendors had great success
as well. Council Member Hutson raised the matter of a scheduling
conflict the week prior, with the apple butter stirring taking place at
the same time a wedding had been scheduled. She was assured the
scheduling of the first Saturday of October for the apple butter stirring
will be placed on the calendar the first of January 2015, as well as
the 2nd Saturday in October for the Apple Butter Day event. Council
Member Cleary commented everything being spread out at the event
this year made it easier to maneuver through the crowd. Council
Member Dildine advised there has already been a preliminary
meeting regarding next year's event with Ms.Storts taking notes on
improvements and changes to be implemented. The Mayor added
the parking lot at Ace Hardware needs to be marked as public
parking. Ms. Hall advised the rest of the parking lot and ballards to
prevent traffic from going onto Elm Street is scheduled to be
completed by the end of the month, weather permitting.
B. Administrator - Marsha Hall
Administrator Marsha Hall reported the City has received notice of
the probable increase in the City of Columbus water and sewer rates;
each will be raised by 3%. If the City of Columbus votes for the
increase it will be effective January 1, 2015.
Ms. Hall reminded everyone the Committee of the Whole meeting
has been rescheduled for Wednesday, October 22, 2014 at 8:30 a.m.
at the Links of Groveport. There will be a brief presentation on the
energy program the City has been implementing. The Recreation
Center has shown a savings of $8,000 a month in utilities costs.
Ms. Hall reported on the matter of the water tank painting. Her report
noted the options and costs entailed to paint the water tank in the
spring. If Council approves painting the water tank in red, white and
blue, Council will need to budget additional money into the 2015
appropriations. The tank is currently painted an aqua marine blue
with Groveport in white letters. After discussion on the matter the

water tank will be painted within the parameters of the original project
budget.
Ms. Hall asked Council to consider going into executive session to
discuss land acquisition and potential imminent legal action.

C. Chief of Police - Ralph Portier
Chief Portier thanked Madison Township Police Chief Braden for
bringing in the pipe and drum unit who played for twenty-seven
minutes at the 9/11 ceremony. Their performance showcased the
potential of law enforcement in southeast Franklin County.Council
Member Rarey thanked the Chief for the great job the police
department did at the Apple Butter Day event.
D. Director of Finance - Jeff Green
Finance Director Jeff Green informed Council he will be meeting
Wednesday, October 15th, with Rick Foreman of Ace Hardware and
Skip Weiler of the Weiler Company who will be kicking off the
marketing of the second building of the Town Center Project. The
Weiler Company is very excited to be a part of this project. Rick
Foreman has reported the building he occupies is getting a lot of
positive feedback from the community.
E. Director of Law - Kevin Shannon

F. Council Members - Ed Rarey, Jean Ann Hilbert, Donna Drury, Ed Dildine,
Shawn Cleary & Becky Hutson
Council Member Cleary congratulated Madison Township Police
Chief Braden on his appointment as Chief of Police. Council Member
Hilbert commented on Madison Township Police Department's
bagpipes and drum unit, who played at the 9/11 ceremony, they were
very impressive in their performance. Council Member Dildine
commented the bagpipes and drums are to be a part of the Veteran's
Day Ceremony at Veteran's Park on November 11th. He thanked
Community Affairs Director Patty Storts and the Public Works
Department on a job well done with the Apple Butter Day event.

Law Director Kevin Shannon requested Council consider going into
executive session pursuant to Ohio Revised Code Sections
121.22(G)(2) to consider land acquisition and 121.22(G)(3) to discuss
pending and/or imminent court action and invited the Mayor, Council,
Administrator, Finance Director and himself.
Executive Session
A motion was made by Council Member Hilbert, second by
Council Member Cleary to go into executive session
pursuant to Ohio Revised Code Sections 121.22(G)(2) to
consider land acquisition and 121.22(G)(3) to discuss
pending and/or imminent court action at 7:03 p.m. and
invited the Mayor, Council, Law Director, Administrator, and
Finance Director.

Executive Session
A motion was made by Council Member Cleary, seconded by
Council Member Hutson, to come out of executive session at
7:33 p.m. with no action taken. The motion carried by the
following vote:

Council Member Cleary made a motion, seconded by Council
Member Dildine to adjourn at 7:33 p.m. All in favor stated
