Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. The motion carried by the following vote: Excused: 1 - Rarey Yes: 5 - Cleary, Dildine, Drury, Hilbert and Hutson ORD. 15-013 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO CREATE THE DEPARTMENT OF TRANSPORTATION PURSUANT TO GROVEPORT CITY CHARTER SECTION 7.05 AND TO FURTHER ADD THE POSITION OF DIRECTOR OF TRANSPORTATION TO SAID NEWLY CREATED DEPARTMENT Sponsors: Cleary Council Member Cleary asked for clarification on the matter of businesses helping to fund the extended transportation program and available funding for vehicles. Administrator Hall stated Senator Stivers' office has contacted Finance Director Jeff Green to offer support and assistance in obtaining grants for vehicles. Those vehicles would not be available at the start of the program, therefore, the City will contract with a vendor who not only provides drivers but vehicles as well. The City has to have a program in operation to provide the number of riders and other information for any grant application. When Groveport is able to obtain the grants for vehicles, the contract with the vendor will be amended to provide drivers only. Council Member Hilbert asked Ms. Hall what type of vehicles were being considered for the program. Ms. Hall stated staff is looking into 12 to 18 passenger vehicles. The businesses are still gathering numbers of employees who would use the service. The program will start during the businesses' busy season. Staff will collect numbers during that time, and the quarter after the busy season, to gather information on how to adjust the program. Staff will look into adding or cutting back routes, discontinuing the program altogether and any particulars that may need addressed. The City has received such favorable response from the businesses, staff looks for the program to be successful. Clerk of Council Ross read by title Ordinance No. 15-013. Exhibit B.pdf Special Counsel Brian Zets requested Council to consider making a motion to suspend the rules as to the third reading of this Ordinance. Section 1191.09 of the Groveport Codified Ordinances states "The Final Plat will have two (2) readings of Council at such time the second Council meeting will be a public hearing. The City Council shall either approve or disapprove the application." Under this section there should only be two readings; Council does not need to declare it an emergency. If Council passes this Ordinance tonight, it will take effect in thirty (30) days. Mr. Zets advised that under Section 1191.09, Council should strongly consider waiving the third reading and adopting the legislation tonight. Clerk of Council Ross read by title Ordinance No. 15-016. The Auditor's office has requested that in the formation of these funds, that there be a commitment by Council that the funds will only be used for the purposes set forth in the Golf Course Department's and/or the Recreation/Aquatic Department's expenditures. The Auditor wants that language included in the legislation. Mr. Shannon not only included the commitment on the part of the City Council that "that is what will occur", but an order by the City Council, that "that shall occur", in the language text of Ordinance 15-018 and Ordinance 15-019, therefore bringing the City in compliance with the Auditor's office. Staff is asking for emergency legislation so the City can be in compliance with the Auditor's office immediately. This Ordinance was referred to the Committee of the Whole. RES. 15-001 A RESOLUTION AUTHORIZING THE ADMINISTRATOR TO EXECUTE A MASTER LEASE AGREEMENT WITH HUNTINGTON PUBLIC CAPITAL CORPORATION AND THE DECLARATION OF AN EMERGENCY Sponsors: Hutson Law Director Shannon informed Council the City currently has a Master Lease Agreement for equipment previously leased and the City has duly authorized the purchase of that equipment by waiving competitive bidding and purchasing off the state bid list. This is the same situation with the equipment the City is in the process of purchasing as duly authorized by Council prior to this legislation. In order to effectuate the purchase of that equipment, we have a lease purchase agreement. The City, dealing with Huntington, the City's banker, as it relates to these matters, is required to have the Master Lease Agreement. Huntington and Finance Director Jeff Green are requesting this legislation be enacted as an emergency so the City can have this equipment made available as soon as possible. In order to do that, the City needs to execute the lease schedules that are relevant to the purchases and to be clear that Groveport is entering into this agreement with Huntington National Bank. Huntington requires this of the City before any purchase or lease. Mayor - Lance Westcamp Mayor Westcamp thanked staff for all the work that went into the Schottenstein property project. He thanked the residents for their input on the matter and is thankful it worked out for both sides. The Mayor is proud of the piece of property that is to be kept as farmland, some of the property will be turned over to Metro Parks but what is tillable now will always be tillable. He appreciates all the hard work everyone has put into the project. B. Council Members - Ed Rarey, Jean Ann Hilbert, Donna Drury, Ed Dildine, Shawn Cleary & Becky Hutson Council Member Dildine sent thanks out to the Parks Department. Passing Degenhart Park tonight he observed approximately 100 people enjoying the tennis courts and other areas of the park. It is nice seeing people using the parks. Council Member Cleary reported he has completed four days of FEMA Training. G. Clerk of Council - Ruthanne Sargus Ross Clerk of Council Ruthanne Ross asked Council to consider appointing her their designee for Certified Public Records Training with the Auditor of State's office. A motion was made by Council Member Dildine, seconded by Council Member Hilbert, to appoint Clerk of Council Ruthanne Sargus Ross as Council's designee for Certified Public Records Training. All in favor stated AYE, None Opposed. Motion passed. H. Standing Committees Council Member Drury reported on the meeting of the Trees & Decorations Committee held that night. The Committee is making plans for Arbor Day, Friday, April 24, 2015. One tree will be planted at the Groveport Elementary School on Main Street and three trees at Blacklick Park. T- shirts and apples will be handed out to the participating students. There will be a small program at 10:00 a.m. and Mrs. Drury invited anyone wishing to attend. The committee is working on getting new 9-11 Flags displayed at each intersection in town. They hope to have a new design completed to get flags purchased and hung by Memorial Day. The Committee had also discussed plans for Apple Butter Day. IX. Other Business Administrator Hall has provided the Mayor and Council with instructions on how to get online and take the two online courses needed for FEMA.
