Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jeff Green - Director of Finance, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Roll Call A motion was made by Council Member Drury, seconded by Council Member Dildine, to excuse Council Member Hilbert from the meeting. Proclamation City of Groveport Page 1 City Council Meeting Minutes March 23, 2015 Mayor Westcamp read the National Service Recognition Day Proclamation. The proclamation was presented to Larry Dowler in recognition of his volunteer service to the City of Groveport. #056-2015 National Service Recognition Day Proclamation Attachments: National Service Recognition Day Proclamation.pdf VII. Business of Guests a. Groveport Special Olympics Penny Hilty and Cassandra Hilty, coordinators with the Special Olympics Ohio, serving Groveport and surrounding communities, were present to address Council. Penny Hilty stated the mission of Special Olympics Ohio is to provide year-round sports training and competition in a variety of Olympic type sports for intellectually and physically disabled individuals. As local coordinators they are responsible for acquiring funds necessary to help the athletes to reach their goals. Funds are used for such things as lane time for bowling, pool time for swimming, gym time for basketball practice, as well as team shirts and swimsuits. Ms. Hilty asked Council to consider passing legislation to permit the Groveport Special Olympics to have a cash draw (solicit contributions) at City intersections on Saturday, June 13, 2015. Ms. Penny Hilty thanked Council for their time. b. Rick Johnson - Elm Street Parking Rick Johnson of 432 Elm Street addressed Council to suggest limited parking on Elm Street from College to West Streets. Motorists use Elm Street to bypass the light at College and Main Streets. Elm Street is narrow with parking on both sides of the street, making it difficult for school buses and fire trucks to navigate through the street. City crews have to plow the snow up against the parked cars during the winter season causing the street to become even narrower. Mayor Westcamp inquired of Law Director Kevin Shannon what Council could do to change established parking. Mr. Shannon advised Council has the ability to decide what to do on any of the City's streets. Council could designate certain zones for parking with legislation. He advised getting input from City Engineer Steve Farst on the matter of the width of the roadway. The Mayor suggested the police department get involved with monitoring traffic. Mr. Johnson was advised the matter will be turned over to the City Engineer, and if possible, his report will be available at the April 20, 2015 Committee of the Whole meeting for discussion. Council Member Rarey feels the City needs to look beyond just Elm Street. ORD. 15-017 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO PARTICIPATE IN THE STATE OF OHIO COOPERATIVE PURCHASE PLAN THEREBY WAIVING COMPETITIVE BIDDING PURSUANT TO GROVEPORT CITY CHARTER SECTION 9.02(B) AND THE DECLARATION OF AN EMERGENCY Sponsors: Hutson Administrator Marsha Hall explained this Ordinance deals with the purchase of road salt. Public Works Superintendent Dennis Moore had spoken to Council about the matter at the March 16th Committee City of Groveport Page 4 City Council Meeting Minutes March 23, 2015 of the Whole meeting. The program the City was in for purchasing the winter salt was unable to furnish all the salt the City had requested by contract. ODOT guarantees the amount of salt Groveport requests under the Ohio Cooperative Purchasing Plan. Staff is asking for emergency legislation due to the information was just received by the City and ODOT needs proof of approved legislation by April 3rd,. The contract goes out to bid on April 6th. Law Director Kevin Shannon requested Council consider making a motion to suspend the rules as to the three readings and the effective date. Clerk of Council Ross read by title Ordinance No. 15-017. Mayor - Lance Westcamp Mayor Westcamp thanked Administrator Hall and staff for the State of the City "City of Groveport 2014 Annual Report". Residents will be receiving the annual report by mail. He reported on a slow water leak on Center Street by the water plant. A Public Works employee came right out to mark the leak and cone off the area. It is a big benefit to the City to have employees working on Saturdays and Sundays. The Mayor wished Council Member Donna Drury a Happy Birthday. B.
