Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Kevin Shannon - Law Director, Jeff Green - Director of Finance, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Roll Call A motion was made by Council Member Cleary, seconded by Council Member Drury, to excuse Council Member Hilbert from the meeting. As this is the second reading, staff is not asking for any type of action on this Ordinance, just an amendment to take care of the typo of the parcel number. C. 1st Readings ORD. 15-028 AN ORDINANCE AUTHORIZING THE CITY ADMINISTRATOR TO AMEND THE EXISTING SANITARY SEWER SERVICE AGREEMENT WITH THE CITY OF COLUMBUS, OHIO AND THE DECLARATION OF AN EMERGENCY Sponsors: Drury Attachments: ORD. 15-028 Sanitary Sewer Service Area Exhibit A.pdf Law Director Shannon requested Council to consider making a motion to suspend the rules as to the three readings and the effective City of Groveport Page 3 City Council Meeting Minutes May 26, 2015 date. This Ordinance enables the City to amend the current service area to reflect the actual area being served within "Area A" of the Groveport sanitary sewer service contract with the City of Columbus. The original Ordinance (adopted 3-27-2000) has no language that allows the Administrator to amend the contract in the event that there is an issue that arises. This amendment currently and accurately reflects the City of Groveport's service area. This Ordinance will give the Administrator the authority to execute any document which could facilitate an amendment to the contract. Clerk of Council Ross read by title Ordinance No.15-028. A motion was made by Council Member Dildine, seconded by Council Member Drury, to suspend the rules as to the three readings and the effective date. This Resolution was referred to the Committee of the Whole. VIII. Reports A. Mayor - Lance Westcamp Mayor Westcamp reported on the wonderful Memorial Day holiday weekend in the City of Groveport. The Motts Military Museum celebrated the opening of their new wing. An estimated 400 people attended the event. Mr. Motts did a wonderful job of acknowledging all the dignitaries and veterans that were present. City of Groveport Page 4 City Council Meeting Minutes May 26, 2015 The Memorial Day Ceremony on Monday, May 25, 2015 started with the parade stepping off from Groveport Middle School Central at 1:15 p.m. ending at the Town Hall. The Color Guard (Boy Scout Troop 71) led the parade to the Groveport Cemetery. Warren Motts served as the Master of Ceremonies. The graves of the veterans were decorated with flowers by Girl Scout Troop 1234. Michael J. Pohorilla, a Navigator on a B-17 in WWII was the guest speaker giving the Memorial Address. The Mayor reported on the program for the event on Wednesday, May 27th at 6:00 p.m. recognizing the honor students and other notable students. The event will be held at the Groveport Madison High School Auditorium with Mr. Lance Westcamp as the Keynote Speaker. He invited all of Council and Groveport High graduates to attend. It would be an honor to him for them to be present at the event. Council Member Cleary commented he visited the cemetery early to make sure nothing had been missed in the preparations for the event and reported it was very well laid out. He also had visited the cemetery on Hendron Road to find it has been well maintained. Next year at least one flag will be placed at the Hendron Road Cemetery to honor any unknown veterans who may be buried there. Mr. Cleary stated the City can be very proud of the event held on Memorial Day. He was very impressed with the speaker. Council Member Drury also commented it was a wonderful ceremony and she was proud to be a part of the event. Council Member Dildine commented on the great job that was done on Saturday and Monday. He was impressed with the number of WWII veterans and WWII POWs in attendance at the ceremonies and the speaker was great. Mr. Dildine stated it was wonderful to be a part of everything over the weekend. Council Member Hutson commented it was all very impressive. She liked the comment made that the schools should make Motts Military Museum a mandatory field trip for all students. Mayor Westcamp commented Mr. Motts acknowledged two very big supporters of the museum and the new wing who are no longer with us, Dick Willison, who was a Groveport resident, and Glenn Bradbury. Mayor Westcamp thanked Council for their comments and thanked Madison Township Trustee Gary McDonald for the CD with pictures of the weekend's events. B. Administrator - Marsha Hall Not present. C. Mr. Cleary will report on the meeting at the next City Council meeting. IX. Other Business None. X.
