City of Groveport Page 2 City Council Meeting Minutes July 27, 2015 ORD. 15-045 AN ORDINANCE AUTHORIZING THE CITY ADMINISTRATOR TO ENTER INTO A COLLECTIVE BARGAINING AGREEMENT WITH THE PATROL OFFICERS AND DETECTIVES OF THE CITY OF GROVEPORT POLICE DEPARTMENT WHO ARE ALSO MEMBERS OF THE FRATERNAL ORDER OF POLICE, CAPITAL CITY LODGE # 9, AND THE DECLARATION OF AN EMERGENCY Sponsors: Drury Law Director Shannon advised Council there are not enough Council Members present to consider making a motion to suspend the rules as to the three readings and the effective date. This Ordinance is written as emergency legislation. If Council Member Rarey arrives during tonight's meeting, Council can make a motion to reconsider the matter. Law Director Shannon requested Council to consider making a motion to suspend the rules as to the three readings as it relates to this Ordinance. Law Director Kevin Shannon read by title and text Ordinance No. 15-048 since Council did not have the benefit of seeing the legislation prior to tonight's meeting. A motion was made by Council Member Hilbert, seconded by Council Member Dildine, to suspend the rules as to the three readings. City of Groveport Page 5 City Council Meeting Minutes July 27, 2015 The motion carried by the following vote: Excused: 1 - Drury Yes: 5 - Cleary, Dildine, Hilbert, Hutson and Rarey Executive Session Law Director Shannon requested Council to consider making a motion to go into Executive Session pursuant to ORC 121.22 (G)(4) preparing for, conducting, or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment. To include all Members of Council, the Mayor, the Administrator, the Finance Director, Chief of Police and himself. A motion was made by Council Member Hilbert, seconded by Council Member Dildine to go into executive session pursuant to Ohio Revised Code Section 121.22(G)(4) to discuss preparing for, conducting, or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment at 6:50 p.m. and invited the Mayor, Council, Law Director, Administrator, Finance Director and Police Chief. The motion carried by the following vote: Excused: 1 - Drury Yes: 5 - Cleary, Dildine, Hilbert, Hutson and Rarey Mayor Westcamp publicly thanked the negotiating team and the police department for the positive outcome of this matter. A motion was made by Council Member Cleary, seconded by Council Member Hutson, to adopt as emergency legislation. The motion carried by the following vote: Excused: 1 - Drury Yes: 5 - Cleary, Dildine, Hilbert, Hutson and Rarey VIII. Reports A. Mayor - Lance Westcamp Mayor Westcamp reported he had scheduled a wedding in the Council Chambers on Saturday and had not notified the Facility Maintenance Department regarding air conditioning. The chambers must have reached temperatures of 85° to 90°. The Mayor thanked Mrs. Hilbert and Mr. Cleary for representing the City of Groveport at the Franklin County Fair, along with himself. He acknowledged Groveport resident Brenna Kilbarger for her entries in the Creative Baking Auction. The Mayor and the Council Members purchased Brenna's Gluten-Free Peanut Butter Drop Cookies. Even though the three split the cost, the Mayor's grandchildren enjoyed most of the cookies. Brenna took third place with the fudge everyone is enjoying tonight. Ms. Kilbarger's mother praised the work done on their newly paved street. He thanked Administration and Council for the great improvements going on in the City of Groveport. City of Groveport Page 7 City Council Meeting Minutes July 27, 2015 B. Administrator - Marsha Hall Administrator Marsha Hall reported on the upcoming legislation dealing with the changes to the income taxes approved by the State of Ohio in House Bill 5. There is a lot of legislation Kevin Shannon is reviewing and the Ohio Municipal League has provided samples of legislation to municipalities all over the state. This legislation will come before Council at a later date for passage prior to the end of the year. After confirming availability with the Mayor and Council Member Dildine, the first suggested date for a Council Budget Workshop is October 14th, with an alternate date of October 13th. After discussion on the matter, the regular City Council meeting for October 13, 2015 will start at 8:00 a.m. in the Council Chambers at the municipal building. The "Budget Workshop" will immediately follow the Council meeting. #158-2015 Adm Report to Council - July 27 Attachments: Adm Report to Council - July 27.pdf C. Chief of Police - Ralph Portier Chief Portier thanked the Mayor, Council and Administration for their assistance with the FOP contract negotiations. D. Director of Finance - Jeff Green Finance Director Jeff Green reported the City has had another great audit. The audit gets better every year. The auditors have worked with the Finance Department from the start of Mr. Green's tenure as Finance Director to help the City build on the standards for financial reporting. There was a lot of hard work that went into this year's audit that came back with four very minor verbal recommendations. He praised Senior Accountant Anna Krigbaum, and all of the Finance Department, for the great job done. Mr. Green commented everything his department does is out there for anyone to see and that demonstrates the level of trust the department has tried to establish with the Mayor, Council and the community. Administrator Hall commented the four minor verbal recommendations referred to by Mr. Green, were small things the auditors thought the City could do a little differently. The audit was a 100% clean audit. E. Director of Law - Kevin Shannon City of Groveport Page 8 City Council Meeting Minutes July 27, 2015 Nothing further to report. F. Council Members - Ed Rarey, Jean Ann Hilbert, Donna Drury, Ed Dildine, Shawn Cleary & Becky Hutson Council Member Rarey reported he had a letter from a resident regarding the City's mosquito spraying program. All went well for the majority of the neighborhood but he was concerned about it not being spread throughout the community. He stated his street was not sprayed. Council Member Cleary commented the day he was out with Mike during the spraying, they hit every street and alley on the north side of Main Street. The letter was referred to Ms. Hall who will look into the matter. G. Clerk of Council - Ruthanne Sargus Ross Nothing to report. H. Standing Committees Council Member Cleary reported the Cemetery Committee met with Senior Accountant Anna Krigbaum but he was unable to attend the meeting due to the birth of his grandchild. Mr. Cleary will refer the matter to Committee Member Patty Storts at the next Committee of the Whole meeting. Mr. Green advised Ms. Storts has rescheduled the meeting with Mrs. Krigbaum. IX.
