Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jeff Green - Director of Finance, Kurt Blevins - Captain Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance The Petty family led the Pledge of Allegiance. IV. Roll Call A motion was made by Council Member Drury, seconded by Council Member Cleary, to excuse Council Member Dildine from the meeting. All in favor stated AYE, None Opposed. Motion passed. Proclamation Mayor Westcamp read the proclamation congratulating Kasey Petty on her athletic and academic accomplishments. The Mayor presented the Proclamation to Ms. Petty. It was noted the Academic All American honors those holding a 3.0 GPA but there is a special honor for those holding a 3.5 GPA or higher. Cheryl Ann Raver-Irving Cheryl Ann Raver-Irving of 349 Tallman Street addressed Council on the Human Rights Event announcement and invitation to participate. Saturday, September 19th and Sunday, September 20th, 2015 there will be a free information disseminating fair with local speakers. The event will highlight the importance of knowledge and involvement in human rights concerns on a local, state, national and international level. The event is scheduled at the Groveport Town Hall from 10:00 a.m. to 5:00 p.m. on Saturday and 1:00 p.m. to 5:00 p.m. on Sunday. On August 28th a fundraiser at Bob Evans in Canal Winchester will be held from open to close. Coupons will be available at local businesses and churches. The organization would like to advertise the event on the City's website and the electronic boards. Ms. Raver-Irving inquired if it was possible to provide special parking passes for Front Street for the exhibitors to unload their displays. The organization is looking for high school students to volunteer for the event. VIII. C. 1st Readings ORD. 15-049 AN ORDINANCE AUTHORIZING THE MADISON TOWNSHIP FIREFIGHTERS LOCAL UNION COLLECTION FOR MUSCULAR DYSTROPHY Sponsors: Dildine Law Director Shannon requested Council to consider making a motion to suspend the rules as to the three readings because by the time this Ordinance has its three readings, it will be past the date of the event. Council could enact the legislation tonight and it still will go into effect after Labor Day. However, Council can pass the Ordinance tonight for it is doubtful a referendum would take place on an Ordinance for the Madison Township Fire Department to "filling the boot" for the Muscular Dystrophy Association. Council could then do an oral motion to allow the collections as indicated in the text of the Ordinance. Clerk of Council Ross read by title Ordinance No. 15-049. A motion was made by Council Member Hilbert, seconded by Council Member Rarey, to suspend the rules as to the three readings. This Ordinance was referred to the Committee of the Whole. IX. Reports A. Mayor - Lance Westcamp Mayor Westcamp reported the City had a very busy Saturday. It started early with the Pelotonia with 8000 bicycle riders coming through the City along SR 317, Hamilton Road and Bixby Road with the bicyclists stopping by Cruiser Park. At 10:00 a.m. the Motts Military Museum held a brick dedication in the Memorial Garden. A special monument was dedicated to Lima Company. A veteran who survived Pearl Harbor and one from Charlie Company were present at the ceremony. Last, but not least, was the KidsFest event. There was an excellent turnout and the cleanup crews did a great job cleaning after the event. Driving by later in the afternoon the Aquatic Center pool was packed. It was a great day all around. B. Administrator - Marsha Hall Administrator Marsha Hall reported the City crews did fog the street City of Groveport Page 4 City Council Meeting Minutes August 10, 2015 that was missed last week during the mosquito spraying. Ms. Hall reported although the Madison Street parking issues were looked into, there is nothing to bring back to Council. A member of the Moose Lodge had met with Ms. Hall today and offered the use of their parking lot for the post office employees. She will contact the post office to see if they agree to use the lot instead of the street. If the post office agrees, the City can make the area no parking on both sides of the street from the post office driveway back to Main Street. #163-2015 Adm Report to Council - Aug 10 Attachments: Adm Report to Council - Aug 10.pdf C. Chief of Police - Ralph Portier Captain Kurt Blevins reported the Pelotonia brought approximately 8000 cyclists through the City of Groveport. The participants had a lot of compliments for Groveport, they knew where they were and thanked Groveport for being out there to greet them. He referred to a newspaper article that the Pelotonia totals are expected to top $100 million for cancer research. Captain Blevins commented it was a great honor to be a part of the event. He reported the KidsFest went very well for the police department. They gave away six bicycles and there were multiple agencies represented as well as MedFlight. Saturday, August 15, 2015 there will be a Memorial Ride to honor Lima Company starting at Polaris and could possibly run down SR 317. Council will be provided updates on this event when they become available. D. Director of Finance - Jeff Green Finance Director Jeff Green reported the City received its first donation for the transportation program from the local businesses. In return for the $5000 they contribute the business will receive one thousand tickets. On Tuesday, August 11th staff will be making a presentation to 45 to 50 representatives of all the non-profit organizations in Central Ohio. The media will be present to gather information to get the news of the program out there. Another presentation will be on Wednesday to REAN (Rickenbacker Employee Assistance Network). COTA is putting together the marketing for the GREAT Program, including maps. Everything is falling into place. E. Director of Law - Kevin Shannon Nothing further to report. Council Members - Ed Rarey, Jean Ann Hilbert, Donna Drury, Ed Dildine, Shawn Cleary & Becky Hutson Council Member Cleary acknowledged the passing of Marion Gray who was honored as Grand Marshal of the 2012 4th of July Celebration. He sends his condolences to his family. G. Clerk of Council - Ruthanne Sargus Ross Clerk of Council Ruthanne Ross reported the shredding event went well. Ninety vehicles dropped off their sensitive papers to be destroyed. There were 132 boxes and 37 bags shredded by Shred-It. The Moose Lodge volunteers once again were a great help retrieving boxes and bags from vehicles. H. Standing Committees Council Member Cleary commented he had missed the last Cemetery Committee meeting and will concede the report of the meeting's details to Patty Storts. X. Other Business a. Executive Session Law Director Shannon requested Council to consider making a motion to go into executive session to include all of Council, the Mayor, Captain Blevins, Finance Director, Administrator and himself, pursuant to ORC 121.22 (G) to discuss economic development related matters and matters involving a collective bargaining agreement. A motion was made by Council Member Cleary, seconded by Council Member Hutson, to go into Executive Session at 6:56 p.m. pursuant to ORC 121.22 (G) to discuss economic development related matters and matters involving a collective bargaining agreement. To include all of Council, the Mayor, Captain Blevins, Finance Director, Administrator and the Law Director. Adjournment Council Member Rarey made a motion, seconded by Council Member Drury to adjourn at 7:19 p.m. All in favor stated AYE, None Opposed.
