Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Jeff Green - Director of Finance, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Roll Call Present: 6 - Shawn M. Approval of Minutes - August 10, 2015 Approved as submitted. #183-2015 City Council Minutes 8-10-2015 Attachments: City Council Minutes 8-10-2015.pdf VI. Business of Guests a. Bruce Hoover - Groveport Madison School District Superintendent Groveport Madison School District Superintendent Bruce Hoover thanked Council for the opportunity to address them tonight and for being present on Saturday at the groundbreaking ceremony of the new high school. Mr. Hoover requested an allowance on a fence around the Groveport Elementary building that was taken out by a driver in mid-summer. The district wanted to have the fence in place before the children returned to school. The current fence company, Able Fence of Columbus, failed to file for a building (fence) permit with the City. Mr. Hoover asked Council to grant an allowance to keep that fence in place as part of the fence is within the easement area owned by the City. The district is aware of the City's plan to install sidewalks in said easement. When the sidewalk project begins the district will remove and replace the fence as needed. Mr. Hoover City of Groveport Page 1 City Council Meeting Minutes August 24, 2015 is here tonight to ask that Council grant the allowance to keep the fence in place until the sidewalk project starts. Administrator Marsha Hall explained when it was known that there was no fence permit, the City looked at the GIS which shows the fence is in the right-of-way. The right-of-way is far enough back that the fence may always need to be in the right-of-way. But with the City trying to design the sidewalk at the same time, staff wanted to make sure the fence was installed for the safety of the children. Therefore, the City gave them permission to put up the fence before the school year started. Staff requests that Council grant the school district the allowance to keep the fence where it is until it is determined where the sidewalk will be located and where the fence will need to be in relation to the sidewalk. Council Member Drury asked if the discussion was about the fence along Wirt Road only and not Cron Drive. Ms. Hall stated there will still be a fence, but it may have to be repositioned. A motion was made by Council Member Hilbert, seconded by Council Member Rarey, to grant the Groveport Madison School District an allowance to keep the fence in the right-of-way until the time comes for the construction of the sidewalks along Wirt Road. Madison Township Fire Department Monthly Update Madison Township Fire Department Monthly Update Report was submitted for Council's review. #184-2015 MTFD July 2015 Monthly Report Attachments: MTFD July 2015 Monthly Report.pdf c. James Chilton James Chilton of 4918 Founders Drive thanked Council for taking over the sewer line matter. As President of the Founders Bend Home Association Mr. Chilton presented an option for a vacant lot in the subdivision. The vacant lot sits between 4329 Landings Road and 4348 Landmark Road. The City mows the grass on said lot and the residents of Founders Bend ask if there is a possibility of putting playground equipment on this lot. Finance Director Jeff Green advised Mr. Chilton the City will have to check to see if the land is part of a reserve. Mr. Chilton stated it was rumored that Rockford Homes was going to put in parking for the neighborhood. After it was verified the lot is owned by the City of Groveport, Ms. Hall stated staff City of Groveport Page 2 City Council Meeting Minutes August 24, 2015 will look into what playground equipment would fit on the lot and come back to Council with some ideas as part of the budget. Mr. Green commented staff will check to determine if this lot was a part of the Park Master Plan. If so, there may be things already proposed for the lot. Ms. Hall stated there are grants available through playground equipment companies to fund such projects. After discussion on the matter it was requested that Administration have some more information at the next Committee of the Whole meeting. Council Member Hutson commented her neighborhood has a playground and at the time various types of trees were planted that bear labels to identify the tree. VII. Pursuant to the discussion at the Committee of the Whole meeting regarding the OPWC grant for both Hendron Road and West Bixby Road, staff is asking for the three readings tonight, as well as the Resolution approving the Capital Improvement Plan (CIP). These three pieces of legislation will go to the Mid-Ohio Regional Planning Commission (MORPC) as part of the application. They do not need to be City of Groveport Page 4 City Council Meeting Minutes August 24, 2015 emergency legislation because as long as they are passed legislation, even though they are in the thirty day waiting period, MORPC will accept them. A few meetings ago Council passed legislation on the FOP contract. Once the negotiations were over with that contract, negotiations started with the sergeants' contract. A motion was made by Council Member Rarey, seconded by Council Member Hilbert, to suspend the rules as to the three readings. Mayor - Lance Westcamp Mayor Westcamp reported all Council Members and himself were present at the groundbreaking for the new Groveport Madison High School. He is proud of the City getting behind the levy, in the past he heard a lot of grief that this Mayor and City Council did not support the schools. The Mayor apologized to two Council Members. Before the Mayor spoke at the ceremony, Mr. Petros had talked about some fine people who have come out of Groveport Madison High School. There are two Groveport Madison Hall of Fame residents who sit on Groveport City Council. Mrs. Jean Ann Hilbert and Mr. Ed Rarey are in the Groveport Madison High School Hall of Fame and the Mayor apologized for not acknowledging that honor in his speech. Rick Palsgrove was there during the Mayor's interview. The Mayor stood City of Groveport Page 7 City Council Meeting Minutes August 24, 2015 to show he was sporting his Groveport Madison polo shirt and had brought his Groveport hat. Then he challenged everyone to be there Friday night at the football game. As a 1975 graduate of the Groveport Madison High School, Mayor Westcamp is so proud of the school, this City and that football team. Council Member Drury interjected once a Cruiser always a Cruiser. The Mayor added you have to be "once a Cruiser" to be "always a Cruiser". Council Member Dildine commented there are 41 years of Groveport Madison High School graduates sitting here on Council tonight, from 1948 to 1989. Mr. Dildine commented he would like to know of any other small city where every member of their elected body graduated from the school their City represents. Mayor Westcamp added he ran into a gentleman a couple of weeks ago who lives in Gahanna who said one thing about Groveport Madison High School, they have the absolute best mascot in the nation. If you know the story about Cruiser, it is absolutely the best mascot that any city school could have. Council Member Hilbert added if you read the property abstract of the Elmont, it talks about how Cruiser will be taken care of after the death of John S. Rarey. B. Administrator - Marsha Hall Administrator Marsha Hall reported the City will be returning to its regular schedule for mosquito fogging on Thursdays because there wasn't a high count or any tests positive for West Nile. #185-2015 Adm Report to Council - Aug 24 Attachments: Adm Report to Council - Aug 24.pdf C. Chief of Police - Ralph Portier Chief Portier thanked Council for supporting the sergeants' contract. D. Director of Finance - Jeff Green Director of Finance Jeff Green reported the old sound system is out for good and fortunately money has be found in the Legislative budget to purchase a new sound system. Mr. Green is surprised the old system didn't last longer but now is the time to move to something more digital with more recording and wireless connection capabilities. The order was placed last week for a new Shure System and installation is scheduled for the week of August 31st. The new system will include all new unidirectional microphones (to be placed in front of every staff member) and new speakers. Council Member Cleary asked about adding video recording to the new system. Mr. Green stated there is a module that can be added at a later date. Granicus, the legislative software used by the City, has video recording capabilities. The City can look into live streaming in 2016. E. Director of Law - Kevin Shannon Not Present. F. Council Members - Ed Rarey, Jean Ann Hilbert, Donna Drury, Ed Dildine, Shawn Cleary & Becky Hutson Council Member Cleary commented Kasey Petty was named 2014-2015 Female Athlete of the Year at the University of Findlay. G. Clerk of Council - Ruthanne Sargus Ross Clerk of Council Ross reported the Mayor's and Council's tour of the new water treatment plant will be scheduled on a Saturday back to back or a weekday after work. The tour will take about a half an hour. There will be two groups, each with three Council Members. Mayor Westcamp can take the tour with either group. H. Standing Committees Nothing to report. IX.
