Call to Order by President Pro-Tem Cleary at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jeff Green - Director of Finance, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The President Pro-Tem asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Business of Guests Pat Reiter Moose Lodge 1245 Pat Reiter, Moose Lodge 1245, addressed Council regarding lodge members volunteering at the City's parks and the Apple Butter Day event. The Moose Lodge asked to have the City's written permission to submit to their Council to show that the members are actively looking into opportunities to better community relations. Mr. Cleary stated the matter of volunteers is referred to Community Affairs Director Patty Storts. Mr. Reiter invited Council to visit the lodge and to the Burger in Paradise Party on Friday, September 18th. Administrator Marsha Hall commented Ms. Storts plans to contact the lodge for some assistance with volunteers for Apple Butter Day. Mayor - Lance Westcamp Mayor Westcamp submitted a statement dated September 10, 2015, to be read by President Pro-Tem Cleary in his absence. "On behalf of the City of Groveport, I cannot say enough about the professionalism and heroism of our Groveport Ohio police officers and chief in handling the situation that took place within the boundaries of our city early this morning. Due to a shooting that took place between a male and a female, one of our officers was involved but was not injured. He is likely responsible for saving a victim's life by his actions. The male subject ran and was found a short time later and was pronounced dead at the scene by paramedics. It is a situation that no one ever wants to be involved in or have happen within their city. I personally want to thank the Franklin County Sheriff's Office for their cooperation in helping our police department with the investigation, as well as, the assistance offered by Madison Township PD, Obetz PD, Fairfield County Sheriff's Office, the Columbus Division of Police and Hilliard Division of Police, and Madison Township Fire Department. Once the investigation is complete, full details will be released to the public." ~ Mayor Lance Westcamp Mr. Cleary expressed Council's appreciation to Chief Portier and his officers for all that was done at the incident. Mr. Cleary reported on the the 9/11 Ceremony at the Motts Military Museum held on September 11, 2015. The short speech given by the New York City fireman could not of had more impact on the audience. The ceremony was fantastic. Mr. Cleary thanked Madison Township Fire Chief Bates and the fire department for an excellent job. Council Member Dildine commented the New York fireman spent time at the fire station with the Madison Township firemen. Friday night Mr. Cleary attended the Groveport Madison High School Hall of Fame Sports Induction Ceremony. The high school did a great job putting on the program. He recognized Rick Palsgrove as a member of the committee. At the event he recognized some very good athletes that have come through the Groveport Madison hallways. B. Administrator - Marsha Hall City of Groveport Page 4 City Council Meeting Minutes September 14, 2015 Administrator Marsha Hall went over details of the residential trash contract bids. While Ordinance 15-034 allowed Ms. Hall to solicit bids and enter into a residential trash contract, she had indicated at that time that she would bring back the bid results to Council prior to entering into a contract through SWACO. The bids have been opened and results are as follows: Local Waste was the low bidder. They submitted a number of options: * Same services, including billing, is $14.17 * Same services, without billing, is $14.00 * Same services contract can be either a three year or five year contract * If three-year contract, cost for 2 one-year extensions would be $14.10/$14.27 for 2019 and $14.20/$14.37 for 2020 * Automated pickup, including disposal containers, is $16.50 for a five-year contract * Pick up day will remain the same. Current contract pricing is $14.28. If Council wanted to go with one of the other two companies that bid, the City would have to opt out of the consortium and have its own bidding process. The other two companies were Republic Services with a cost of $40.00 2016-18, $41.00 2019 and $42.00 2020; and Rumpke of Ohio, Inc. with a cost of $19.90 for 2016-18, $20.61 for 2019, $21.33 for 2020. If Council chooses not to select Local Waste, the City will need to advertise for bids separately from the other SWACO consortium communities. After some discussion on the matter Council made the decision to go with Local Waste with the same services, including billing, at $14.17 and a five year contract. Ms. Hall noted the sanitary sewer project at The Links at Groveport came in more than $100,000 under budget. The engineer’s estimate was $495,800 and the low bid through TAM Construction is $372,745. The project will commence later this fall. Council Member Hilbert inquired on the status of the lease agreement with the Greater Groveport Food Pantry. Ms. Hall stated the lease agreement has gone to the Board of the Greater Groveport Food Pantry. They have asked for three very minor changes which Ms. Hall had referred to Law Director Kevin Shannon. Mr. Shannon saw no issues with the changes and staff looks to have the contract back to the Board before their next board meeting. Chief of Police - Ralph Portier Chief of Police Ralph Portier reported the police station parking lot paving has been completed and looks great. The Chief has made some changes with Local Waste regarding the trash pickup so their heavy trucks won't damage the new parking lot. Chief Portier noted the department is gathering information on the critical incident situation the department had this week. The investigation is being done by the Franklin County Sheriff's Department. The investigation is transparent and open but it may take a while to gather all the information. D. Director of Finance - Jeff Green Director of Finance Jeff Green reported the sound system that was to be installed the week of August 31st has been delayed. The company is to start installation on Tuesday, September 15th. The shuttle buses for the G.R.E.A.T. program have been delayed. The buses will not be ready in time for the September 28th launch. The City has made other short term provisions to launch the new program as scheduled. The delay has caused the City to postpone the launch party for the press and everyone else to start off the new program. Public Works crews are in the process of installing two pads in the shelters provided by COTA. Everyone will be provided a G.R.E.A.T. t-shirt for the event. COTA has been doing all the marketing, the brochures and handling of the media to promote the program. E. Council Members - Ed Rarey, Jean Ann Hilbert, Donna Drury, Ed Dildine, Shawn Cleary & Becky Hutson Council Member Hutson reported she took the tour of the new water treatment plant. She praised the new facility and the employees’ knowledge of the workings of the new plant. Council has made a great decision in approving the project. Council Member Dildine commented on all the up and down happenings in the community. The 9/11 event on the upside and the shooting on the downside. He is proud of the City's response to all that is going on within our community. Council Member Drury reported her neighbors praised what a great place Groveport was to live, in regards to the infrastructure improvements in conjunction with the Newport Village Section 4 project. Council Member Rarey reported on the problem with the AEP electric line. The southeast section of the City was without electricity from approximately 8:30 a.m. to 4:30 p.m. last Saturday. Mr. Rarey thanked City employee John Detty for all his help. G. Clerk of Council - Ruthanne Sargus Ross Clerk of Council Ruthanne Ross reported the Memorandum for the Ohio Municipal League 64th Annual Conference has been emailed to all Council Members for their review. H. Standing Committees Council Member Drury reported the Trees & Decorations Committee had met tonight and finalized details for the Apple Butter Day event. The committee will hold a tree raffle once again this year and have increased the number of apples to give away. The committee will be purchasing mums and bales of hay to decorate the area. In November the committee will display the new winter season banners at the City's intersections where the liberty banners are currently displayed. The committee will be planting an apple orchard for educational purposes for the children in the community. The orchard will consist of 30 apple trees at the north side of Palm's Pond between the trail and the pond. The committee hopes to have the apple trees planted by this year's Apple Butter Day. IX. Other Business Appointment to the Apple Butter Day Committee City of Groveport Page 7 City Council Meeting Minutes September 14, 2015 President Pro-Tem Cleary informed Council of Mayor Westcamp's recommendation to appoint Steve Thompson to the Apple Butter Day Committee. Mr. Cleary asked for a motion to approve the appointment. A motion was made by Council Member Hilbert, seconded by Council Member Rarey, to appoint Steve Thompson to the Apple Butter Day Committee. The motion carried by the following vote: Yes: 6 - Cleary, Dildine, Drury, Hilbert, Hutson and Rarey b. Executive Session Law Director Shannon requested Council to consider making a motion to go into executive session pursuant to Ohio Revised Code 121.22(G)(1) To consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, to include all Members of Council, the Administrator, the Chief of Police, the Finance Director and himself. A motion was made by Council Member Dildine, seconded by Council Member Hutson to go into executive session pursuant to Ohio Revised Code Section 121.22(G)(1) at 7:08 p.m. to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, to include all Members of Council, the Administrator, the Chief of Police, the Finance Director and the Law Director.
