Tom Smiley - Groveport Madison Middle School Central City of Groveport Page 1 City Council Meeting Minutes October 13, 2015 Tom Smiley from the Groveport Madison Middle School Central presented Council with a school-to-community program that is being implemented at Groveport Madison Middle School Central. The "Central Citizens" program at Middle School Central will dedicate itself to finding quality community service and citizenship related activities for student participation. Ideas for the program include leaf raking; providing child care and adult care for families in need; keeping a news pipeline fluent between the school and the community; working with clubs; and creating working relationships with retirement and senior living centers. Mr. Smiley invited everyone on Council to share their thoughts and ideas on programs for Groveport Madison students. School and community go hand in hand and community leaders are needed to show students what needs done. Council Member Hilbert raised the matter of the crosswalk in front of Groveport Madison Middle School Central. A parent had expressed their concerns regarding cars not slowing down or stopping for the children crossing the street. Mrs. Hilbert is aware of the crossing guards at the elementary school but when the elementary school lets out the middle school youth may already be gone. She referenced Ohio Revised Code 4511.46 Pedestrian on Crosswalk has Right of Way: When traffic controls are not in place or not in operation, a driver shall yield the right of way to a pedestrian crossing the roadway in a crosswalk when the pedestrian is upon the same half of the roadway as the driver, or so close as to be in danger. Council Member Dildine suggested looking into new signage for all the pedestrian crosswalks when the City puts the new crosswalks on Wirt Road. City Engineer Steve Farst commented about the MORPC program where State safety funds are being administered to cities who nominate pedestrian areas of concern. The State would provide not just the funding but the installation as well. There were options to enhance existing crosswalks with more visible bar striping or to install countdown timers at pedestrian crossings. Another option is rapid reflecting beacons which are solar powered devices. Groveport nominated crosswalks that are right in front of the schools. The crosswalk in front of the middle school on Main Street (which is not at an intersection) and pedestrian areas on Wirt Road have also been nominated. Mr. Farst has been notified that the City is going to get funding; the exact amount is to be determined. Public Works can look into the signage in regards to the crosswalk in front of Middle School Central. VII. Mayor - Lance Westcamp Mayor Lance Westcamp thanked Community Affairs Director Patty Storts for all the work she did on the Apple Butter Day event. He complimented her on the way she had everything laid out and commented it was one of the best Apple Butter Day events he has ever seen. He knows there were a few complaints from participants but everyone was placed to the best advantage for the patrons. The Mayor thanked Ms. Storts, the volunteers and the Public Works crew for doing such a wonderful job. Council Member Cleary commented on the great weather. Ms. Storts informed everyone that Larry Dowler, who provides tractors every year, would like to have the same spot again next year. B. Other Business a. 2016 Budget Administrator Hall stated Finance Director Green will start with Revenue and she will go over the Appropriations. Ms. Hall advised Chief Building Official Stephen Moore and Director of Golf Tom Walker will not be attending today's meeting. Public Works Superintendent Dennis Moore will be called in when his budget comes up for discussion. Dennis Moore is at the demolition site of the Tinman water tank. Mr. Green referred everyone to their budget packet and the list of Fund descriptions. One thing that isn't clearly understood is how governmental accounting works, especially by the public. It is made up of a lot of funds. Since the City has all these funds, cash can be transferred from one fund into another, typically from the General Fund to some of the other funds. The General Fund reflects all the revenue receipted regardless of where the revenue is received. The department is conservative in the accounting of next year's revenue; such as shown in the Income Tax Revenue projections. The City of Groveport Page 11 City Council Meeting Minutes October 13, 2015 department thinks the revenue projections for 2016 are very conservative. Finance would rather under promise and over deliver than have to make cuts and stop planned projects later in the year. Though revenue projections for 2016 are conservative, the City is looking for an increase between 4 and 5 percent in income tax. The City has a balanced budget and its revenue will exceed its expenses (if revenue would ever not exceed expenses, the City will cut its expenses). The General Fund is the biggest fund, largely made up of the income tax revenue, with other fees going into it as well. The General Fund is what funds the operations of the City, Administration, Finance, Engineering, etc. Ms. Hall went over the expenditures for all the funds. The following highlights out of the ordinary expenses, new purchases and items other than general operations. General Information Insurance is unknown at this time. Considering the low increases the City has seen in the past few years, we are due for a larger increase. For now, a 30% premium increase has been assumed. Appropriations will be amended once the increase is finalized, hopefully downward. Police 2 additional officers (to be hired 07/01/2016) Capital - 2 cruisers Community Affairs Programs - added expenses for new programs Capital - New security systems for both Town Hall and KidSpace Senior Transportation A portion of salaries and expenses are covered under the senior transportation grant fund. Mayor’s Court Contract Services - Magistrate Legislative Contract Services - Granicus, Walter Drane for codification, Records Retention Program Cost of video services in Council Chambers added to operating Grants - additional added due to increased interest Administration Contract Services - includes Comprehensive Plan Update $25,000 and MORPC Rickenbacker study $10,000 City of Groveport Page 12 City Council Meeting Minutes October 13, 2015 Trees and Decorations Committee - new wreaths for street lights Parks Capital - Cushman; Cub Mower; 1-Ton Dump Truck w/snow plow - currently has to use Public Works; will use for snow removal in parks and parking lots and hauling mowing equipment; Street Dept. can use during projects HR Administration Education - Brenda’s education Programs - employee education, flu shots, in-house training, service awards, etc. Contract Services - much lower than 2015; no HR program being proposed Building and Zoning Operating Supplies - additional file cabinets needed and computer replacement Capital - pick-up truck replacement (replace 2001 P/U with 91,414 miles) Facilities Contract Services - all facility contracts were re-evaluated as to where to be included in the appropriations; FMX licensing and technical support; $100,000 for demolition and clean-up of old water treatment plant building and old lean-to structures; $50,000 for architectural/engineering services for a new building on the old water plant site to house Facilities, Parks and Transportation offices. Engineering Add Administrative Assistant (50% here; 50% in other Funds) - Street Maintenance and Facilities shared the cost for an Administrative Assistant in the 2015 Budget. Instead of a new hire, the Executive Assistant has also taken on this role for them, so we have no other staff available to provide assistance to the Engineer, who is currently performing much of his own administrative duties. 25% of the Engineer’s salary is being funded by the Storm-water Fund. Comparing the 2015 revenue received into the Engineering Dept. for reviews, etc. and any expenses owed for outside engineering services (approx. $213,025), the 2016 Engineering Dept., including an Administrative Assistant, will basically pay for itself. This was our hope when this position was hired. Transportation Director salary and dept. misc. not directly related to Senior Transportation or GREAT operating costs. This allows us to isolate operation expenses separately for those two programs. The schedule calls for advertising and bidding in 2015, award contract in Jan., 2016, break ground March 1, 2016, substantial completion of patio May 13, 2016 and final acceptance of project June 30, 2016. Golf Maintenance Capital - Rough mower $70,000 GREAT Program Costs include Obetz costs to be paid by Obetz totaling approximately $150,461. Capital - 2 additional bus stops Water Columbus Surcharge Maintenance line item - added to isolate Columbus surcharge paid to Columbus by Columbus water customers then reimbursed back to us by Columbus; will be a “placeholder” for future line repairs within the Columbus water system. We have been told to assume a 4% water increase for Columbus customers. Sewer We have been told to assume a 3% Columbus sewer increase; this has been accounted for in the Sewer Usage Charge line item. Water Capital Well Field Improvements - $90,000; we have consolidated improvements scheduled for 2015 and 2016 into one project, at a lesser cost, in 2016.
