Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jeff Green - Director of Finance, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Roll Call Present: 6 - Shawn M. Cleary, Edward Dildine, Donna Drury, Jean Ann Hilbert, Becky Hutson, and Ed Rarey V. Approval of Minutes - October 13, 2015 Approved as submitted. #229-2015 City Council Meeting Minutes 10-13-15 Attachments: City Council Meeting Minutes 10-13-15.pdf VI. Proclamation - Steven Shirley Mayor Westcamp read the Proclamation recognizing Steven Shirley and his contributions to the community. The Proclamation was presented to Mr. Shirley. Christine Boucher with Groveport-Madison Human Needs, commented there is a small number of people backing the summer lunch program but a huge amount of supporters. The Center is very fortunate to have distributed at least $50,000 in assistance to members of the community. Conditions had been added to the Ordinance and two of the conditions need to be removed based upon Chief Building Official Stephen Moore's comments at the public hearing on the matter. Landscaping and site lighting plans have been submitted to satisfy two of the conditons. A motion was made by Council Member Hilbert, seconded by Council Member Drury, to amend this Ordinance to remove the two conditions that have been satisfied. The motion carried by the following vote: Yes: 6 - Cleary, Dildine, Drury, Hilbert, Hutson and Rarey A motion was made by Council Member Cleary, seconded by Council Member Hilbert, to adopt as amended. This Ordinance was referred to the Committee of the Whole. ORD. 15-070 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ACCEPT THE GRANT OF PARCELS 185-000753, 185-000754, 185-000755, 185-000756, 185-000794, 185-000795, 185-000796, 185-000797 , 185-000798, 185-000799, 185-000800, 185-000801, 185-000802 , 185-000803, 185-000805, 185-000806, 185-000807, 185-000808 , 185-000809, AND 185-000842, FROM EVANS CAPITAL City of Groveport Page 4 City Council Meeting Minutes October 26, 2015 INVESTMENTS, LTD. AND THE DECLARATION OF AN EMERGENCY Sponsors: Dildine Law Director Shannon requested Council to consider making a motion to amend the title of this Ordinance by adding " AND THE DECLARATION OF AN EMERGENCY" and add emergency language to Section 2. That this Ordinance is hereby deemed an emergency measure necessary for the preservation of the health, safety, and general welfare of the community to the extent that said legislation must be enacted in a timely fashion in order for Council to immediately accept the grant of these twenty tracts of land as soon as possible; Wherefore, this Ordinance shall be in full force and effect from and after the passage by Council and signature of the Mayor. The motion carried by the following vote: Yes: 6 - Cleary, Dildine, Drury, Hilbert, Hutson and Rarey Mayor Westcamp asked how many acres these twenty tracts of land entails. Law Director Shannon read the Phase I Environmental Survey quoting “twenty vacant lots comprising 3.4, plus or minus, acres”. Council Member Hilbert asked when the parcels would become the property of Groveport. Mr. Shannon advised once Evans Investments, LTD prepares a deed and gives it to Groveport, the City will record the deed to gain ownership of the twenty parcels. A motion was made by Council Member Rarey, seconded by Council Member Dildine, to adopt as emergency legislation. Mayor - Lance Westcamp Mayor Westcamp was invited by Integrity Financial to the Share-the-Vote event at the Fawcett Center to support Groveport-Madison Human Needs. The Share-the-Vote event entailed each organization receiving a portion of $10,000 relative to the percentage of votes received. The Mayor was informed that during the week of the voting by text, Groveport-Madison Human Needs received $2,100 and the evening he attended the event they received another $1,300. The Center does great things for the community. B. Administrator - Marsha Hall Administrator Marsha Hall reported that she, Finance Director Jeff Green and Law Director Kevin Shannon attended a session on House Bill 5, the new income tax legislation Mr. Shannon will be preparing for passage. The legislation will have to be passed before January 1, 2016 or the City will not have the authority under State law to collect any income tax until it passes. Legislation will be brought before Council. The new tax code is approximately 40 pages but the significant changes will be summarized for Council's review. #231-2015 Adm Report to Council - Oct 26 Attachments: Adm Report to Council - Oct 26.pdf C. Chief of Police - Ralph Portier Chief of Police Ralph Portier reported the department is ready for Groveport Trick or Treat night on October 29, 2015 from 5:30 p.m. - 7:00 p.m. The police department will be handing out 1000 hot dogs to the ghosts, goblins, witches and such at Town Hall. Part of Front Street will be closed for the safety of the participants. D. Director of Finance - Jeff Green Finance Director Jeff Green reported on November 9, 2015 Tim Kraft with the State Auditor's Office will be attending the City Council meeting to present the City of Groveport with the Auditor of State Award with Distinction again this year. The City had a 100% clean audit. City of Groveport Page 6 City Council Meeting Minutes October 26, 2015 E. Director of Law - Kevin Shannon Nothing further to report. F. Council Members - Ed Rarey, Jean Ann Hilbert, Donna Drury, Ed Dildine, Shawn Cleary & Becky Hutson Council Member Cleary announced he will be hosting his own Trick or Treat night event at his house. There will be lots of food and treats starting after work. He invited anyone who will be out his way to be sure to stop by and enjoy. Mr. Cleary asked if the City's leaf pickup schedule was on the City website. He has residents asking when the City will be picking up leaves. Administrator Hall confirmed the schedule is on the City's website and leaf pickup has already started. There is no set schedule of routes, crews just continuously make rounds to all the residential areas. G. Clerk of Council - Ruthanne Sargus Ross Nothing to report. H. Standing Committees - None X.
