Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jeff Green - Director of Finance, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Roll Call Present: 6 - Shawn M. Cleary, Edward Dildine, Jean Ann Hilbert, Becky Hutson, Scott Lockett, and Ed Rarey V. Swearing In of New Police Officer Police Chief Ralph Portier introduced Officer Clark Manning. Officer Manning has been with the department since 2013 as a reserve police officer. Law Director Kevin Shannon administered the oath of office to the newest City of Groveport police officer Robert "Clark" Manning. Congratulations Officer Manning. b. Dan Risko - State of Ohio Treasurer's Office - Launch of Ohio Checkbook Dan Risko with the State of Ohio Treasurer's Office announced the City of Groveport is now live on OhioCheckbook.com. The City's checkbook is now accessible online. The information is updated every month so taxpayers can now see how Groveport spends its money. OhioCheckbook.com was launched in 2014 by Ohio Treasurer Josh Mandel to provide more financial transparency for the taxpayers. VII. Ordinances and Resolutions A. 3rd Readings ORD. 16-040 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO APPLY FOR AND ACCEPT A GRANT FROM THE FRANKLIN COUNTY COMMISSION ON AGING SENIOR OPTIONS GRANT PROGRAM FOR THE SENIOR TRANSPORTATION PROGRAM, AND FURTHER AUTHORIZING THE ADMINISTRATOR TO EXECUTE ANY AGREEMENT NECESSARY TO RECEIVE SAID GRANT FUNDING Sponsors: Hilbert Clerk of Council Ross read by title Ordinance No. 16-040. Mayor - Lance Westcamp Mayor Lance Westcamp reported on the recent activities he had attended with Council and thanked Administration for keeping them busy. Thursday they attended the ribbon cutting ceremony at Bell Inc. Sunday morning was the Run, Ruck, Remember race at Groveport Park. The weather was good, participation numbers were low and Administrator Marsha Hall was present during the entire event. Sunday afternoon the Mayor and Council attended Motts Military Museum's 911 Memorial Event. The event was well attended. The Southeast Franklin County Chamber of Commerce will hold the Hometown Car Show on Sunday, September 18, 2016 at the Groveport Recreation Center. B. Director of Finance - Jeff Green Finance Director Jeff Green reported this week he and Administrator Hall will start meeting with department heads to work on the 2017 appropriations. E. Council Members - Ed Rarey, Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson and Scott Lockett Council Member Hutson reported she had attended the inductee ceremony this week at the Groveport Madison High School. The Groveport Madison Cruiser Athletic Hall of Fame named five new inductees on Friday, September 9, 2016. Council Member Dildine thanked everyone from the City for their support on Sunday for the 911 Memorial ceremony at Motts Military Museum. Council Member Cleary reported he attended a meeting at the American Legion Post. The post is growing and actively pursuing new memberships. G. Clerk of Council - Ruthanne Sargus Ross Nothing to report. H. Standing Committees Council Member Dildine reported he attended a Street, Trees and Decorations Committee meeting tonight and will report once he is provided a draft of the meeting minutes. IX. Other Business Executive Session Law Director Shannon requested Council to consider making a motion to go into Executive Session to discuss economic development, land acquisition pursuant to Ohio Revised Code Section 121.22(G) to include all members of Council, the Mayor, the Administrator, the Finance Director and himself. A motion was made by Council Member Hilbert, seconded by Council Member Cleary, to go into Executive Session at 7:06 p.m. pursuant to Ohio Revised Code Section 121.22(G) to discuss economic development, land acquisition, to include all members of Council, the Mayor, the Administrator, the Finance Director and the Law Director. The motion carried by the following vote: Yes: 6- Cleary, Dildine, Hilbert, Hutson, Lockett and Rarey A motion was made by Council Member Rarey, seconded by Council Member Cleary, to come out of Executive Session at 7:35 p.m. with no action taken.
