City Council Meeting Minutes September 26, 2016
I. Call to Order
by Mayor Westcamp at 6:30 p.m.
Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law
Director, Jeff Green - Director of Finance, Ralph Portier - Chief of
Police
Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.
III. Pledge of Allegiance
Captain Blevins led the Pledge of Allegiance.

VI. Proclamation
Mayor Westcamp read the Energy Action Month Proclamation and
presented the proclamation to Brandi Whetstone, Mid-Ohio Regional
Planning Commission. Ms. Whetsone thanked the Mayor and City
Council for being a member of MORPC and tonight's proclamation.
MORPC has joined 11 other local communities in recognizing Energy
Action Month. MORPC is a provider of the income-eligible home
weatherization programs funded by Columbia Gas of Ohio, AEP and
the State Development Services Agency. These programs provide
services to homes all across Franklin County to income-eligible
households. In 2015, MORPC spent approximately $30,000 providing
those services in Groveport. The services include home energy
inspections, safety checks of gas appliances and furnaces. Clients
can receive a new furnace, water heater, insulation in attic and walls,
energy saving lighting and appliances and other benefits. Making
homes more comfortable and safer and lowering homeowners monthly

energy costs. Ms. Whetstone announced the 2016 Home
Weatherization Showcase will be a home in Groveport. Each fall,
MORPC hosts a Home Weatherization Showcase so community
leaders and public officials can observe the process of weatherizing a
home. The showcase opens up a client's home so city officials can get
an inside look at the work MORPC does in the home to make it more
energy efficient and to learn about the benefits to that homeowner.
Invitations will be going out to Groveport's Mayor and City Council.

VII. Business of Guests
a. Tim Kraft - State of Ohio Auditor's Office
Tim Kraft with the Office of the Auditor of State presented Finance
Director Jeff Green with the Auditor of State Award with Distinction. To
qualify for the Auditor of State’s highest award an entity must file
timely financial reports with the Auditor of State’s office in the form of a
CAFR (Comprehensive Annual Financial Report) and the audit report
does not contain any findings for recovery, material citations, material
weaknesses, significant deficiencies, single audit findings or
questioned costs. Mr. Kraft commented about how hard it is to receive
this award. The office audits over 5,800 public entities throughout the
State of Ohio. Out of the 5,800 public entities only 5% receive this
award every year. This award is being presented to Jeff Green and his
staff for the third year in a row. Mr. Green accepted the award along
with Senior Accountant Anna Krigbaum.

A RESOLUTION AMENDING THE RULES OF COUNCIL

Law Director Shannon requested Council to consider making a motion
to amend the front cover to reflect the actual adoption date of the
Resolution which is today's date, September 26, 2016, as this
Resolution will go into effect tonight per Groveport Charter. Another
amendment is being requested in the Section that pertains to the
Powers of Council. In previous rules the Rules of Council Committee

has listed all the various functions of Council, but through the years
some powers were left in and some omitted. This year the committee
made an amendment under ARTICLE IV - POWERS; Section A: Powers
of Council. to read: 1. For powers of Council refer to Groveport Charter
Section 3.01 (A). This covers everything Council can do under the
Groveport Charter.

by Council Member Dildine, seconded by Council Member Cleary, to amend.

IX. Reports
A. Mayor - Lance Westcamp
Mayor Lance Westcamp reported the Ohio & Erie Canal Champion
Cup is coming up, which is the football game between Groveport
Madison and Canal Winchester High Schools. A lot of the members of
Council take pride in Groveport Madison athletic events. Mayor

Westcamp will be unavailable to attend the football game but will be at
the City's Apple Butter Day event on Saturday, October 8, 2016. The
Mayor designated Shawn Cleary to represent the City that night and
as keeper of the trophy for the game.
B. Administrator - Marsha Hall
Administrator Marsha Hall reported on the Groveport United Methodist
Church, Faith in Action Sunday. Pastor Chip Koch had contacted Ms.
Hall about Faith in Action Sunday where the church shortens a
Sunday service to go out into the community to do good works. Pastor
Koch commented the church always finds a lot of things in other
communities that the city needs done but Groveport city employees
take care of everything in their community so nicely there wasn't much
for the church to do. The City of Groveport did find something for the
church members to do for Groveport. They spread mulch at the base
of 110 trees at Groveport Park and re-stained 8 picnic tables. City staff
reported they did a wonderful job. Groveport really appreciates the
work they had done and will make sure they are thanked properly.
There was another group of employees from Stella & Dot who wanted
to volunteer to do something for the City of Groveport. On Friday the
group did a very nice job of staining the stage at Heritage Park to get it
ready for Apple Butter Day. Ms. Hall noted it is great to have people
who want to work within our community and help the City in any way
they can. Mayor Westcamp commented it proves someone doesn't
have to live in Groveport to appreciate the community. The Mayor will
thank the Groveport United Methodist Church on Sunday but asked
Ms. Hall to prepare a letter to Stella & Dot. Photos of both groups at
work are available on the City of Groveport's Facebook page.
Administrator Hall updated Council on the status of the new City of
Groveport website.

C. Chief of Police - Ralph Portier
Captain Kurt Blevins was in attendance at tonight's meeting and
reported the last Groveport Madison football game went smooth. Sgt.
Josh Short had received some compliments on how smoothly
everything went even with all the construction. Mayor Westcamp
asked for the reason other agency officers worked the game. Capt.
Blevins responded the department had trouble getting officers
because of injuries and unable to work, so they had to go outside of
our agency to bring officers in to work the football game.
