I. Call to Order
by President Pro-Tem Shawn Cleary at 6:30 p.m.
Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law
Director, Jeff Green - Director of Finance, Ralph Portier - Chief of Police
Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
President Pro-Tem Cleary asked everyone to join him in a moment of
silence.
III. Pledge of Allegiance
Sergeant Casey Adams led the Pledge of Allegiance.
IV. Roll Call
A motion was made by Council Member Hilbert, seconded by Council Member
Dildine, to excuse Council Member Lockett from tonight's meeting. All in favor
stated AYE, None Opposed. Motion passed.

C. Chief of Police - Ralph Portier
Chief Portier reported that on Wednesday, Groveport Madison High
School will have a 17 minute tribute starting at 10:00 a.m. for the 17
victims of the Florida shooting. Eastland Career Center will also be
doing the tribute. The Police Department does not anticipate any
issues. Groveport Police, Madison Township Police and Madison
Township Fire Departments offered to stand with the students as first
responders but the students do not want police presence there. The
departments are honoring the students' wishes but will be in the area in
the event an issue was to occur.

F. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Marvin Stevens
Council Member Hilbert announced the next opioid conference will be
on April 24, 2018 from 7:00 p.m. to 9:00 p.m. at the Groveport Madison
High School. Voices from Groveport, Madison Township and
surrounding areas will hold a discussion on the opiod epidemic with
three panels, to represent the state, the county and local community.
There will be several support groups in attendance. Conferences will be
held the 4th Tuesday in June at Madison Christian Church, the 4th
Tuesday of August at First Baptist Church on Groveport Road, the 4th
Tuesday of October at the new Groveport Madison High School and the
4th Tuesday of January 2019 at the high school. Each conference will
have a topic of discussion.
Council Member Marvin Stevens read his letter of resignation to the
City Council. It is with regret that he must resign from his council seat
effective today, March 12, 2018. Mr. Stevens was contacted by the Ohio
Public Employees Retirement System (OPERS) and informed that he
was in jeopardy of losing his health care through OPERS unless he
resigned from his office of City Council Member immediately due to
the annual salary he would receive from the City of Groveport. Mr.
Stevens has offered to continue to serve the citizens of Groveport in a
volunteer capacity. He thanked the Mayor, his colleagues on Council
and the City staff for their support during his short, but nevertheless
enjoyable time on City Council.
A motion was made by Council Member Dildine, seconded by Council Member
Hutson, to accept the resignation of Council Member Marvin Stevens, effective
March 12, 2018. The motion carried by the following vote:

Council Member Dildine reported on the Trees & Decorations
Committee. Scott Clinger is the 2018 Chairperson of the Committee
and Bruce Smith is the 2018 Co - Chairperson. The Committee will
plant 2" Red Maples and Littleleaf Lindens to replace the Sycamores
that are being removed in Elmont Place. The Committee has ordered
twenty (20) 6’ benches to replace the current benches that are showing
wear and tear around the City. The Committee will be placing two cast
bronze bench plaques on two of the City’s benches. The plaques are in
honor of Donna Drury and Linda Crowder. $3,000 was allocated for
flowers for 2018. Groveport Elementary 3rd grade students and the art
teacher have built a mural that has been installed on the south side of
KidSpace. The Committee is preparing for the 2019 budget.
The Committee has been invited to the Tree City USA Banquet on
April 19, 2018 at the Grove City Shriners. Arbor Day will be April 27,
2018 at Groveport Elementary. The Committee will purchase 4 trees to
be planted, t-shirts, apples and certificates will be handed out to the
students. The Committee will also be making a donation of books to
the Groveport Elementary library. The mural will be dedicated at
KidSpace during the Arbor Day event. The Trees & Decorations
Committee will be one avenue to fund the Haunted Park. Scott Clinger
and Bruce Smith will list decorating ideas to present to the Committee.
The Committee is looking into signs for the City's entrances, similar to
those of the Mayor's, identifying Groveport as a Tree City USA. Next
meeting will be June 11, 2018.
IX. Other Business
Administrator Marsha Hall asked Council for their direction on handling
the vacant Council seat. Council Member Cleary thinks the vacancy
needs to be advertised. City Council has 30 days to appoint someone.
Resumes are to be submitted by noon, 12:00 p.m. on Friday, March
30, 2018. Interviews will be conducted on Monday, April 9, 2018 before
a regular scheduled City Council meeting. The process will be much
the same as when the last vacant seat took place.
X. Adjournment
Council Member Hilbert made a motion, seconded by Council Member Hutson to
adjourn at 6:54 p.m. All in favor stated AYE, None Opposed. Motion passed.
