Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jeff Green - Director of Finance, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence and to remember the McCauley, Lovell and Cleary families in this moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Roll Call A motion was made by Council Member Lockett, seconded by Council Member Hilbert, to excuse Council Member Cleary and Council Member Dildine from the meeting. The motion carried by the following vote: Excused: 2- Cleary and Dildine Yes: 4- Grashel, Hilbert, Hutson and Lockett V. Ordinances and Resolutions A. 3rd Readings ORD. 18-038 AN ORDINANCE GRANTING A VARIANCE AS TO THE PERMITTED USES IN THE ESTABLISHED ZONING DISTRICT FOR THE PROPERTY LOCATED AT 4241 WILLIAMS ROAD, PARCEL NO. 185-001368, CURRENTLY ZONED PLANNED INDUSTRIAL PARK (PIP), ACQUIRE INC., APPLICANT Sponsors: Lockett Attachments: ORD. 18-038 - Use Variance application.pdf ORD. 18-038 4241 Williams Rd - Use Variance site plan.pdf ORD. 18-038 4241 Williams Rd - Use Variance site plan attachment C.pdf Law Director Shannon requested Council to consider making a motion to postpone this Ordinance until the October 22, 2018 City Council meeting. Staff is requesting the postponement so there will be the full complement of Council. The conditions to be amended as to this Ordinance would require a super majority vote of Council, whereas there are only four Council Members present tonight. Mr. Jeffrey Brown, attorney for the applicant, was apprised of the situation and is in attendance. Staff will be seeking amendments to the Ordinance which would cover all the things Mr. Brown discussed with the Three Rivers neighbors in the hallway at the September 24th City Council meeting. The applicant has since submitted a revised site plan to the City that Mr. Shannon went over with Chief Building Official, Stephen Moore. Mr. Shannon has added those changes into the legislation so Council can make those amendments. Again, there needs to be five members of Council to be able to vote on this matter in the affirmative, if they so choose to, in order to make those changes, as Planning & Zoning did not have those additional conditions before it when it made its original approval. Mrs. Hilbert asked if those conditions were lighting for the lot, lot intercoms, fencing and traffic congestion. Traffic congestion, if pertaining to the roadway, is covered in the amendments as well. Mayor Westcamp was handed some information from some of the residents tonight that will be in Council's agenda packet for the October 22nd City of Groveport Page 2 City Council Meeting Minutes October 9, 2018 meeting. The motion carried by the following vote: Excused: 2- Cleary and Dildine Yes: 4- Grashel, Hilbert, Hutson and Lockett B. 2nd Readings ORD. 18-043 AN ORDINANCE GRANTING A VARIANCE AS TO THE PERMITTED USES IN THE ESTABLISHED ZONING DISTRICT FOR THE PROPERTY LOCATED AT 5940 CLYDE MOORE DRIVE, PARCEL NO. 185-001847, CURRENTLY ZONED PLANNED INDUSTRIAL PARK (PIP), OHIO ADDICTION RECOVERY CENTER, APPLICANT Sponsors: Dildine Attachments: ORD. 18-043 5940 Clyde Moore Dr - application.pdf ORD. 18-043 5940 Clyde Moore Dr - site plan.pdf Council Member Lockett wanted to know if this location was to become the main office or treatment facility for the Ohio Addiction Recovery Center, or a secondary treatment facility. Administrator Hall is not sure but does not believe this will be the main treatment facility. Council Member Hutson commented the applicant had stated, to the best of her recollection, that the main facility is located on Ohio Avenue. This location would bus men and women, separately, in on a daily basis with clients leaving at the end of the day. On the weekends, clients could have family visitors while at the Clyde Moore Drive facility. Mrs. Hutson City of Groveport Page 3 City Council Meeting Minutes October 9, 2018 understood the Clyde Moore Drive facility would be used as an out-patient recovery center. Ms. Hall was not present at the Planning & Zoning meeting when this zoning request was presented. There will be a public hearing on this Ordinance on October 22, 2018. Mrs. Hutson took a look at the parking lot now that the only occupant is the dental office. She was surprised at the number of vehicles parked just for that dental office. The issue of parking was brought before the Planning & Zoning Commission. Patrons would not be driving to the facility, they would be bused and family visitations would take place on the weekends when the dental office is closed. The Mayor appreciated Mr. Lockett’s inquiries; maybe some of these questions can be answered before the public hearing. This Ordinance was referred to the Committee of the Whole. IX. Reports A. Mayor - Lance Westcamp Mayor Lance Westcamp commented everyone knows that Saturday is Apple Butter Day. He expects a good crowd. Community Affairs Director, Patty Storts, had met with Carla Cramer, Groveport Heritage & Preservation Society, and everything looks good for the day's events. B. Chief of Police - Ralph Portier Chief Ralph Portier reported the department is all ready for October, from Halloween to everything backwards. Apple Butter Day plans are coming together nicely and everything has been covered. D. Director of Finance - Jeff Green Finance Director, Jeff Green provided copies of the 2019 budget. Council Members were reminded to bring the budget books back next Monday to the Committee of the Whole meeting. E. Director of Law - Kevin Shannon Nothing further to report. F. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Member Hilbert reminded everyone that on October 23rd the Voices of Hope will be at the high school auditorium at 7:00 p.m. Dr. City of Groveport Page 5 City Council Meeting Minutes October 9, 2018 Vanderhoff, with Ohio Health, will be doing a very powerful lead-in presentation. Council Member Lockett asked to place an item on the agenda for the next Committee of the Whole meeting regarding parking at the Senior Center. Council Member Hutson reported she had attended the electric aggregation meeting last night at Madison Township. At this time the rates are not looking favorable, so the matter will be revisited in late November or early December. There was no action taken on this item at the Madison Township meeting. G.
