by Mayor Westcamp at 6:30 p.m.

Law Director Shannon requested Council to consider making a motion
to amend Ordinance 18-038 based on the Planning and Zoning
Commission's and City Council's recommendations. In the first
Whereas clause change the zoning code from Section 1193. 04 (a)(1)
to Section 1137.03(a)(1) and Section 1 to read: That applicant, Acquire
Inc., is granted a variance as to the permitted uses for the property
located at 4241 Williams Road, Parcel No.185-001368, currently zoned
Planned Industrial Park (PIP), and as such, the proposed use to allow for
fleet vehicle sales, and the area variance to reduce the required 453
parking spaces to 68 spaces are hereby permitted pursuant to Section
1137.03(a)(1) and (a)(2) of the City of Groveport Zoning Ordinance,
provided that all of the conditions set forth by the Planning and Zoning
Commission and City Council are satisfied. Specifically, that additional
screening may need to be put in place depending on the location of fleet
sales display area; that the fence along Williams Road should be
setback no closer to the right-of-way than along the north edge of the
existing front parking lot; that any future site modifications involving a
guard house(s), security gates, or similar structures that may affect site
traffic circulation and impact on local traffic is subject to engineering
review and approval by the City of Groveport Engineering Department;
that no fence shall be placed along the west property line of the site from
the front property line to the rear of the building; that no outdoor public
announcement system be utilized; that no additional lighting shall be
installed unless it is in compliance with Section 1154.06 of the Groveport
Zoning Code, that a directional sign shall be installed on the site's
entrance at Williams Road directing trucks to enter from Marketing
Place, and that the proposed twenty-four (24) foot roadway to Marketing
Place shall be constructed as soon as practicable, but no later than six
(6) months from the effective date of this Ordinance.

A. Mayor - Lance Westcamp
Mayor Lance Westcamp reported that Jan Stoots has resigned from
the Board of Zoning Appeals. Mrs. Stoots has done a wonderful job
representing the City of Groveport, whether on City Council and/or on
all the boards and committees she has served. Mayor Westcamp
recommended Wanda Carey (Brunty) to be put back on the Board of
Zoning Appeals.
The Mayor reminded everone about the Mayor's Business
Appreciation Breakfast on Wednesday and the Public Forum tomorrow
(Tuesday) night at 5:30 p.m. He hopes to see everyone there.
Groveport Blacklick Haunted Park is Saturday, October 26th. The event
is very scary, so parental discretion is advised. Sponsored by the City
of Groveport and Groveport residents. Proceeds go to Groveport
Madison Human Needs and the Groveport Food Pantry.
A motion was made by Council Member Hilbert, seconded by Council Member
Hutson, to appoint Wanda Carey (Brunty) to the Board of Zoning Appeals. All in
favor stated AYE, None Opposed. Motion passed.
B. Administrator - Marsha Hall
Administrator Marsha Hall reported that the City was notified today that
it did receive the funding ($70,782) through Ohio Department of Natural
Resources (ODNR) for the NatureWorks grant for the Bixford Green
trail.

C. Chief of Police - Ralph Portier
Chief Portier was not present. Captain Blevins commented on the
haunted park event. It was a really good time last year. It has been
extended a little this year and it's sure to be a great time, if any Council
Members get a chance to check it out.
D. Director of Finance - Jeff Green
Finance Director, Jeff Green, provided Council with the September
2018 Finance Report and asked if anyone had any questions.

Nothing further to report.
F. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Chad Grashel
Council Member Jean Ann Hilbert announced that Tuesday night at
7:00 p.m. at the Groveport Madison High School the Voices of Hope
continues the conversation concerning the opioid epidemic. Dr.
Vanderhoff from Ohio Health will be doing a presentation, as well as
Ohio START. The last meeting will be held at the high school on
January 22, 2019, with the Voices of Faith. There will be testimonies
from people who have come through the crisis and their journeys of
how they overcame.There will be a Narcan training on February 12th at
the Presbyterian Church. Mrs. Hilbert thanked the Mayor and Council
for their support.
Council Member Shawn Cleary thanked everyone for reaching out to
him and his family during their time of loss.

Executive Session
Law Director Shannon requested Council to consider making a motion
to go into Executive Session pursuant to Ohio Revised Code Section
121.22(G) to discuss (1) To consider the appointment, employment,
dismissal, discipline, promotion, demotion, or compensation of a
public employee or official, and (4) Preparing for, conducting, or
reviewing negotiations or bargaining sessions with public employees
concerning their compensation or other terms and conditions of their
employment. To include all members of Council, the Mayor, himself,

the Administrator and the Finance Director.
A motion was made by Council Member Cleary, seconded by Council Member
Dildine, to go into Executive Session at 6:55 p.m. pursuant to Ohio Revised
Code Section 121.22(G) to discuss (1) To consider the appointment,
employment, dismissal, discipline, promotion, demotion, or compensation of a
public employee or official, and (4) Preparing for, conducting, or reviewing
negotiations or bargaining sessions with public employees concerning their
compensation or other terms and conditions of their employment. To include
all members of Council, the Mayor, the Law Director, the Administrator and the
Finance Director. The motion carried by the following vote:
Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett
A motion was made by Council Member Hilbert, seconded by Council Member
Dildine, to come out of Executive Session at 7:09 p.m. with no action taken.
The motion carried by the following vote:

X. Adjournment
Council Member Dildine made a motion, seconded by Council Member Hutson to
adjourn at 7:10 p.m. All in favor stated AYE, None Opposed. Motion passed.
