Law Director Kevin Shannon advised that if Council elects to consider
making a motion to suspend the rules as to the three readings and the
effective date at this time, since there are only five Council Members
present at this point in the meeting, it will take an affirmative vote from
all five members for the motion to pass. Staff is requesting emergency
legislation so this contract can be put into place immediately.

VIII. Reports
A. Mayor - Lance Westcamp
Mayor Lance Westcamp expressed his appreciation to Marsha Hall
and City staff for the preparation of all the new legislation on tonight's
agenda. If Council passes this many items at the end of a year it
makes the first meeting in January much easier.
Mayor Westcamp and Council Member Cleary attended the meeting
about the so called fight incident at the high school. He feels the school
superintendent and staff did an excellent job explaining what had
happened. All his questions were answered and he appreciated the
School Superintendent calling the meeting so quickly to nip the matter
in the bud.
The Mayor attended the Groveport Madison High School play.
Groveport has some very talented kids and the play gave the school a
chance to showcase the new auditorium.
Mayor Westcamp commented the Veterans Day event went very well.
He thought the program went on too long but it will be worked on for next
year. The City of Groveport will be behind anything that can be done to
show its veterans are appreciated. Mayor Westcamp thanked Larry
Dowler; everyone appreciates what he’s done. Veterans Day means a
lot to the people of Groveport and it is good to know that all the Council
Members were present.

C. Chief of Police - Ralph Portier
Chief Portier reported a new police officer will be sworn-in at the
November 26, 2018 regular City Council meeting. Mayor Westcamp
added that the Chief did a wonderful job at the school meeting.
D. Director of Finance - Jeff Green
Finance Director Jeff Green reported income tax is back in the positive;
the City is up by 3% for the year.
Mr. Green provided Council with a timeline regarding the City's
marketing and branding strategy. He also provided two new designs for
the City seal. The City wants to bring all the departments' logos under
the same banner. The idea is to have people recognize what amenities
actually belong to the City. An open discussion ensued with Council
Members offering suggestions and ideas for a new City seal and City
marketing logos. Town Hall is the most recognizable and marketable
iconic feature of Groveport's past, present and future. It would be a great
landmark image to launch Groveport forward in its endeavors to bring
retail businesses to the downtown area. The seal is what is used on
official City documents. Mr. Green will bring some new material back to
Council.

E. Director of Law - Kevin Shannon
Law Director Shannon reminded the Mayor and Council that they
needed to review for third reading and update Mr. Dildine with respect
to Ordinance 18-052 as it relates to the contract with the police
lieutenant. Mr. Shannon advised Mr. Dildine that there has been a third
reading on the ordinance and a motion to suspend the rules as to the
City of Groveport Page 9

three readings and effective date in order to have the legislation go into
effect immediately. That motion was passed by Council 5 to 0. Mr.
Cleary wanted to wait for the final vote as to enacting the ordinance as
emergency legislation until Mr. Dildine was present.
F. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Chad Grashel
Council Member Lockett thanked the group that put on the Blacklick
Haunted Park event. They had horrible weather with it raining from
Friday to Sunday. Despite the weather, attendance wasn't bad.
Community Affairs Director, Patty Storts, should have a final count on
the number of patrons at next week's Committee of the Whole meeting.
Council Member Cleary commented that we are coming towards the
end of the year, and Council often waits until the end of the year to
thank people for what they have done because it is the common thing
to do. But tonight he wanted to talk about Ruthanne Ross. She has
received her certification, she is always here for us, and she does an
excellent job. He would take her over anybody. On behalf of Council,
Mr. Cleary wanted her to know that they thank her and really appreciate
her.
Council Member Grashel informed everyone there will be a basketball
game played in the new high school gym on Saturday night. It will be
Red and Black night where alumni who played basketball sign up to
play. Girls start at 5:00 p.m. This is the third year for the event.
G. Clerk of Council - Ruthanne Sargus Ross
Clerk of Council, Ruthanne Ross, thanked Council for the kind words
and all their comments. She will provide everyone with the new Rules of
Council book at next week's Committee of the Whole meeting.
H. Standing Committees
Council Member Cleary reported on the Cemetery Committee. He had
passed out the current handbook for the Cemetery Rules and
Regulations and new pamphlets. The handbook is now on the City's
website with pictures of Groveport's cemetery. Mr. Cleary thanked Jan
Stoots for all her work on the handbook and pamphlets.
Council Member Dildine announced the Trees and Decorations
Committee meeting scheduled for tonight has been canceled and
rescheduled for November 26.
Jeff Green provided a sample of the tabletop Christmas trees that the
City will be delivering trees to 106 housebound Groveport seniors and

folks with disabilities on Giving Tuesday. Marsha Hall commented staff
was looking to do something for the community this year that was
different than the usual food and gift drives. Staff will be delivering the
trees on Giving Tuesday, November 27th.
IX. Other Business
Executive Session
Law Director Shannon requested Council to consider making a motion
to go into Executive Session pursuant to Ohio Revised Code Section
121.22(G) to discuss economic development. To include all members
of Council, the Mayor, himself, the Administrator, and the Finance
Director.
A motion was made by Council Member Cleary, seconded by Council Member
Dildine, to go into Executive Session at 7:24 p.m. pursuant to Ohio Revised
Code Section 121.22(G) to discuss economic development. To include all
members of Council, the Mayor, the Law Director, the Administrator, and the
Finance Director. The motion carried by the following vote:
