Ordinances and Resolutions A. 3rd Readings ORD. 18-047 AN ORDINANCE INCREASING THE WATER USAGE RATES Sponsors: Hutson City of Groveport Page 1 City Council Meeting Minutes November 26, 2018 Council Member Hilbert stated she doesn't understand a rate increase for water usage. If the City's expenses are going to be less than last year and last year's were at a low for the City, she can't see raising the rates for the residents at this time. She would like to wait for 6 months to see what expenses are incurred before Council slaps on a 3% increase with the projection that the City’s expenses will be less in 2019. The only changes that were made, after the Chief reviewed all of the provisions of the agreement, are the dates of the school years involved. Given the time situation, staff asked that Mr. Shannon request Council to consider making a motion to suspend the rules as to the three readings and the effective date. A motion was made City of Groveport Page 6 City Council Meeting Minutes November 26, 2018 by Council Member Hutson, seconded by Council Member Cleary, to suspend the rules as to the three readings and the effective date. The motion carried by the following vote: Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett Council Member Cleary wanted clarification on the agreement's item No. 7, Time and Place of Performance. The Municipality will endeavor to have the SRO available for duty at his or her assigned school, each day that school is in session during the regular school year. The Municipality is not required to furnish a substitute officer on days when the assigned SRO is absent due to illness. Chief Portier stated the department does send a duty officer to cover the absent School Resource Officer (SRO). There are two officers in the department already SRO certified. The SRO will always be at the high school, as this is a high school contract. Council Member Dildine asked if the department considered adding an additional School Resource Officer at the high school since the layout has changed and the building is much larger. Mr. Dildine wants to know what steps the School District has taken in assisting the SRO. Mr. Dildine thinks there should be two officers at the school. For the last three (3) years, the matter has been entertained and discussed in depth. Madison Township is entertaining a School Resource Officer to work the north side of US33 and how, on a part-time basis, is that officer inside the Groveport Madison High School. Chief Portier isn't aware that this prospect has ever been presented to the Board of Education. The Board’s argument is that it would be a less expensive project going to Madison Township Police because of their pay scale versus Groveport’s. There is also the possibility that Groveport is the only department that has certified school resource officers. Madison Township would have to send someone in the next year and there are only two classes per year in the State of Ohio. Groveport has been telling the Board there needs to be two SROs but the Chief is uncertain of what action the School Board will take. A motion was made by Council Member Hutson, seconded by Council Member Lockett, to adopt as emergency legislation. Mayor - Lance Westcamp Mayor Lance Westcamp commented on the table top Christmas trees City staff decorated for Giving Tuesday. There is plenty of help to pass out the trees to the residents of Groveport. City of Groveport Page 7 City Council Meeting Minutes November 26, 2018 Groveport's "A Heritage Holiday" starts at 6:30 p.m. on Friday, November 30th at Heritage Park and Saturday, December 1st from 12:00 p.m. to 3:00 p.m. Friday, November 30: Santa to arrive by firetruck at 6:30 P.M. Groveport Madison High School Band will play holiday music, ice carving, carriage rides, children's craft, and refreshments. Saturday, December 1: Santa, refreshments, carriage rides, farm animal encounter, kid's crafts and live reindeer. FREE! B. Chief of Police - Ralph Portier Chief Portier, on behalf of the Groveport Police Department, expressed true appreciation for everything that the Council, the Mayor and the Administration does for the department. Officers can't do the job without the right equipment and the City supports the officers' needs. He thanked Sergeant Casey Adams for his work with the department's fleet. Mayor Westcamp commented he appreciates it when another officer, Sgt. Adams, is present at our Council meetings. D. Director of Finance - Jeff Green Nothing further to report. E. Director of Law - Kevin Shannon The City of Groveport has received the usual annual notice from the Ohio Department of Commerce, Division of Liquor Control asking if the City wishes to object to the renewal of any liquor licenses within the City of Groveport. If the City does wish to object to any renewal it has to request a hearing. Mr. Shannon inquired if Chief Portier had any concerns with any liquor license permit holder. Chief Portier responded the department has not had any problems with the establishments. With the consent of Council, no action will be taken by the City. F. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel City of Groveport Page 8 City Council Meeting Minutes November 26, 2018 Council Member Lockett would like Council to consider putting a temporary ice skating rink somewhere within the City. It is pretty late for this year, but he would like Administration to look into the possibility for the future. Mr. Shannon mentioned that Kyle Lund, the City’s Recreational Director, ran a very large ice skating rink in Michigan. An open discussion ensued regarding locations, size, costs and looking into types of kits. Mayor Westcamp thinks it is a good idea and the City needs to follow up on it. Council Member Hutson was approached by someone asking if the City could place distance markers on the path around Palm's Pond at Heritage Park. G.
