Mayor Lance Westcamp read the proclamation recognizing Elise
Pickett for her dedication to community service and her pursuit of
academic and athletic excellence. Mayor Westcamp presented the

Madison Township Administrator, Susan Brobst, gave Council an
update on the electric aggregation program. Two months ago Madison
Township went out to bid but the prices came back too high. The bid
went out a second time with prices going down a little. The current rate
on the contract is 1.0565. The Township was able to lock in with a new
company at a rate of 1.0494, thus giving some savings to the residents.
Everything else remains the same: there are no costs for early
termination, no costs if a resident wants to join the program later and it
is a fixed rate for 33 months rather than the previous 24 month period.
The new rate will go into effect in March 2019 and is with Volunteer.
Post cards will be sent out to residents with information on the both the
electric and gas, also with Volunteer, aggregation programs.

COMPETITIVE BIDDING AND ENTER INTO A CONTRACT WITH AXON
ENTERPRISE, INC. FOR THE PURCHASE OF A BODY CAMERA
SYSTEM FOR THE POLICE DEPARTMENT AND THE DECLARATION
OF AN EMERGENCY

Law Director Shannon requested Council to consider making a motion
to amend this Ordinance to add emergency language in order for the
Police department to take advantage of some pricing with respect to the
entirety of the equipment sought to be purchased. It is recommended
that the contract can go into effect immediately tonight, as price affects,
or changes, can take place at the beginning of the year. Amendments
being requested are first, at the end of Ordinance 18-065’s title add the
language “AND THE DECLARATION OF AN EMERGENCY”. Also, in
the effective language of this legislation, replace all the language in the
last section with “That this Ordinance be deemed an emergency measure
immediately necessary for the preservation of the health, safety and general welfare
of the community as this legislation must be enacted in a timely manner so that the
Police Department can take advantage of favorable pricing for said equipment prior
to the first of the year. WHEREFORE, this Ordinance shall take effect and be in
full force upon passage by Council and signature of the Mayor.”

Law Director Shannon requested Council to consider making a motion
to suspend the rules as to the three readings. RITA is taking over the
City's income tax collection starting January 1, 2019. There were two
recommendations made by RITA, Bob Curtin, Groveport's Tax
Administrator and the City's Finance Director, Jeff Green. One involved
mandatory filing and the second pertained to the adoption of RITA's
regulations with respect to the collection of income tax.

Finance Director, Jeff Green, explained that, up to now, employees
Flexible Spending Account (FSA) contributions have gone into the
General Fund. Since these funds are not the City's funds, the City just
holds those funds until the funds are spent by the employees, the
auditors have recommended segregating the funds in a separate fund
account. Law Director Shannon requested Council to consider making
a motion to suspend the rules as to the three readings and the effective
date.

Rev. Joe Arata, Pastor of the TurnPoint Church, and Seth Whitehill,
presented the Mayor and Council Members with personalized bibles.
Rev. Arata and the church wanted to thank and show their appreciation
for all Groveport does for them and the community.

Mayor Westcamp recommended Shawn Cleary, Ed Dildine, Clark
Manning, and Gregg Goodwin to serve on the Volunteer Peace
Officers' Dependents Fund (VPODF) Board.
Council Member Hilbert made a motion, seconded by Council Member Cleary, to
appoint Shawn Cleary, Ed Dildine, Clark Manning, and Gregg Goodwin to serve
on the Volunteer Peace Officers' Dependents Fund (VPODF) Board. All in favor
stated AYE, None Opposed. Motion passed.
Mayor Westcamp recommended Scott Clinger to serve on the Board of
Zoning Appeals for another 6 year term.

appoint Scott Clinger to serve on the Board of Zoning Appeals . All in favor stated
AYE, None Opposed. Motion passed.
Mayor Westcamp recommended Pat Pickett to serve on the Board of
Zoning Appeals for another 6 year term.

Personnel Board of review for another 3 year term.
Council Member Hutson made a motion, seconded by Council Member Dildine, to
appoint Sheilah Flad to serve on the Personnel Board of Review . All in favor stated
AYE, None Opposed. Motion passed.
Mayor Westcamp recommended Becky Hutson to serve on the
Planning and Zoning Commission for another year.

Mayor Westcamp recommended Marsha Hall, as Chair, himself, Kevin

the Records Commission.

B. Administrator - Marsha Hall
Administrator Marsha Hall wished everyone a Merry Christmas and
passed around additional thank you cards from the Giving Tuesday
event. The cards were passed around to all of Council. SWACO will
empty their recycle dumpsters, located at the Recreation Center, as
often as needed.

C. Chief of Police - Ralph Portier
Chief Portier wished everyone a Merry Christmas. Mayor Westcamp
encouraged the Chief to share that he goes into the station on
Christmas morning to relieve one of his officers so they can go home
and spend Christmas with their small children while Chief Portier
covers their shift.
D. Director of Finance - Jeff Green
Finance Director Jeff Green reported on the economic development
matter of receiving notification from Radial Inc. (formerly known as
Innotrac) that the Groveport facility will be closing. The corporate
decision to close the facility will result in 194 employee layoffs starting
February 4, 2019 and ending February 18, 2019. Mr. Green, with the
market the way it is, doesn’t see the building sitting empty for long. The
facility is located at 6360-6440 Port Rd. The company provides
fulfillment, order routing and order management for online purchases
for several hundred brands. Mr. Green wished everyone a Merry
Christmas and a Happy New Year.

Law Director Shannon wished everyone a Merry Christmas and
advised that Council will need to hold a very brief executive session.
F. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Chad Grashel
Council Members wished everyone a Merry Christmas and a Happy
New Year. Council Member Grashel, as this was his first year serving
on Council, especially wished everyone a very Merry Christmas.
Taking part in all the holiday events and decorations within the City has
been second to none. Birthday wishes went out to Southeast
Messenger Editor Rick Palsgrove.
G. Clerk of Council - Ruthanne Sargus Ross
Clerk of Council, Ruthanne Ross, wished everyone a Merry Christmas
and a Happy New Year. She thanked everyone for another great year.

Law Director Shannon requested Council to consider making a motion
to go into Executive Session pursuant to Ohio Revised Code Section
121.22(G) to discuss personnel related matters of a public employee
with the City of Groveport, economic development and land acquisition,
to include all Members of Council, the Mayor, himself, the
Administrator, and the Finance Director.
A motion was made by Council Member Cleary, seconded by Council Member
Hilbert, to go into Executive Session pursuant to Ohio Revised Code Section
