Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jeff Green - Director of Finance, Ralph Portier - Chief of Police Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Roll Call Present: 6 - Shawn M. ORD. 19-003 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO A REIMBURSEMENT AGREEMENT WITH CITY EMPLOYEE MATTHEW DORAN AND THE DECLARATION OF AN EMERGENCY Sponsors: Hilbert Law Director Shannon requested Council to consider making a motion to suspend the rules as to the three readings and the effective date. Clerk of Council Ross read by title Ordinance No.19-003. A motion was made by Council Member Hilbert, seconded by Council Member Cleary, to suspend the rules as to the three readings and the effective date. The motion carried by the City of Groveport Page 2 City Council Meeting Minutes January 14, 2019 following vote: Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett A motion was made by Council Member Hilbert, seconded by Council Member Cleary, to adopt as emergency legislation. The motion carried by the following vote: Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett VIII. Reports A. Mayor - Lance Westcamp Mayor Lance Westcamp wished everyone a Happy New Year. The Mayor has a proclamation to present to the Groveport Madison High School Cruisers Marching Band. He plans to contact Dr. Singh, Groveport Madison High School principal, about reading the proclamation Wednesday morning. He learned that the entire band will be together first period. Mayor Westcamp encouraged all the Council Members to attend. He will let everyone know what time Wednesday morning. B. Administrator - Marsha Hall Nothing further to report. #005-2019 Adm Report to Council - Jan. 14 Attachments: Adm Report to Council - Jan. 14.pdf C. Chief of Police - Ralph Portier Nothing further to report. D. Director of Finance - Jeff Green Director of Finance, Jeff Green, reported the advertising for the RFP for the car lot will go out for publishing in the Columbus Dispatch on Sunday, January 27, 2019. A sign will be mounted on the corner so it will be visible from Main Street and College Street. Back in October, there was discussion on the City's new logo and City seal, resulting in Council wanting additional submissions. Mr. Green passed around the newest submissions of the seal with full color and several one-color examples. Council needed to approve the new City seal by motion. City of Groveport Page 3 City Council Meeting Minutes January 14, 2019 A motion was made by Council Member Hilbert, seconded by Council Member Hutson, to approve the new City of Groveport Official Seal. The motion carried by the following vote: Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett E. Director of Law - Kevin Shannon Nothing further to report. F. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Member Jean Ann Hilbert commented that she went to the police department on Sunday and Officer Carrie (Clites) Meader took care of a situation for her and is just wonderful. Mr. Green interjected that the City municipal building has a new part-time afternoon receptionist. Christina Weaver will work from 1:00 p.m. to 5:00 p.m. replacing Deloris Bessegato. Mrs. Hilbert noted the next opioid crisis meeting is on Tuesday, January 22, 2019 at the Methodist Church at 7:00 p.m. Council Member Cleary commented Groveport's road crew is the best. He had a resident call complaining that nothing was being done about the snow conditions on the City's roads on Saturday afternoon. Mr. Cleary had the gentleman call him back in the morning. When the caller called back he could see that the road crew had worked hard to clear the roads. It was snowing too heavily Saturday to keep up with clearing snow from the roadways. G. Clerk of Council - Ruthanne Sargus Ross Nothing to report. H. Standing Committees Council Member Cleary reported that the Volunteer Peace Officers' Dependents Fund Board met tonight. Jim Beidler was elected as the fifth member of the board, with Shawn Cleary elected as chairperson and Ed Dildine elected as secretary. There is only one reserve officer on the board. The other reserve officer, Clark Manning, resigned from the Groveport Police Department and the department does not have a second reserve officer at this time. The Board Secretary read and acknowledged the certification of the current assessed property valuation submitted by Clerk of Council, Ruthanne Ross. Council Member Dildine reported on the Trees and Decorations City of Groveport Page 4 City Council Meeting Minutes January 14, 2019 Committee meetings from November 26, 2018 and tonight's meeting of January 14, 2019. November 26, 2018: · Committee Member Bill Stoot's wife, Jan Stoots, passed away on November 17, 2018. Mrs. Stoots was a Council Member and a member of different community committees. Mr. Clinger suggested that a tree be planted with a plaque "In Memory Of" on Arbor Day. · The Blacklick Haunted Park brought in $1300 apiece for the Greater Groveport Food Pantry and Groveport Madison Human Needs despite the inclement weather. · Apple Butter Day was another success. Mr. Clinger would like to see the Committee come up with some new ideas for Apple Butter Day in 2019. · The Committee was shown the Memory Plaques for Linda Crowder and Donna Drury. · The Committee received a quote for the Grovepointe Cypress Trees Project to remove approximately 90 Cypress Trees, grind them down and cleanup for $22,950. The quote was to do the work all at once and not break the job up. The quote was a winter down time price. It will cost around $30,600.00 to replace those trees. The Committee will come back to Council with a more definite quote when the type of trees are decided on by the Committee. · Mayor Westcamp came into the meeting and stated there are committee member terms up this year and asked Mr. Detty and Mr. Clinger if they are willing to stay on the committee. Both agreed. Mayor Westcamp needed to appoint 2 more members to the Committee, which was done at the December 17, 2018 City Council meeting. January 14, 2019: · Introduction of new Members - Dawn Bellamy & Terri Ray. · Election of Officers was held resulting with Scott Clinger as Chair and Bruce Smith as Vice-Chair. · Arbor Day this year is the last Friday in April, April 26, 2019. The Committee looks to do two ceremonies, one at the Groveport Elementary School and another at Glendenning Elementary School. It was suggested by Rick Palsgrove to have a ceremony by the oldest known tree in Groveport, which is over by Glendenning. Details are still being worked out. There will be the planting of the tree for Jan Stoots, apples, t-shirts, pretzels and bookmarks, things of that nature will be handed out to the students. City of Groveport Page 5 City Council Meeting Minutes January 14, 2019 · The Committee decided to replace the Grovepointe Cypress trees over a period of two years with a cost of $30,000 to $31,000, depending on the type of trees. The committee decided to purchase medium trees, rather than smaller ones. · The RFP for the City Arborist will be published in the paper on January 20, 2019 with the bid opening for the position set for February 15, 2019. · The Committee appropriated $3,000 for this year’s flowers. Council Member Lockett raised the question of how feasible it would be for the City to start up its own small tree farm. Planting a variety of trees to give the City some sort of inventory. Mr. Dildine is not aware of the idea ever being explored since he has served on the Trees and Decorations Committee. There is an apple orchard down by Palms Pond. Discussion on location, size and options of a possible tree farm ensued. Mr. Dildine will take the matter back to the Trees and Decorations Committee. When the consultant arborist is hired on the matter can be brought up to him/her as well. IX. Other Business None. X. Adjournment Council Member Cleary made a motion, seconded by Council Member Hilbert to adjourn at 6:53 p.m. All in favor stated AYE, None Opposed.
