SHEFFER TO SERVE AS MAGISTRATE FOR THE CITY OF GROVEPORT AND THE DECLARATION OF AN EMERGENCY Sponsors: Cleary Law Director Shannon requested Council to consider making a motion to suspend the rules as to the three readings and the effective date to pass this ordinance as emergency legislation. Ms. Sheffer's contract is due at the end of this year. Karen Sheffer retired from the law firm of Baker & Hostetler, LLP at the end of May. The City was billed through Baker & Hostetler for her magistrate services. She is continuing as the City's magistrate but as an individual entity as opposed to her law firm. Since the current contract needed to be amended now, Mr. Shannon felt it was appropriate to take care of both issues at once. Mayor - Lance Westcamp Mayor Lance Westcamp reported that last week was a great week for the City of Groveport starting with First Tuesday. The Mayor thinks it was an excellent idea moving the kids parade to the First Tuesday event. The 4th of July had great weather and the Mayor noted the most compliments he has ever gotten on the Grand Marshal was for Rick Palsgrove. The Mayor and Council appreciate what Rick Palsgrove and his newspaper do for the City. He thinks this year the City had one of its best parades and the entertainment brought the biggest crowd to the main stage that the Mayor has ever experienced. The department heads following along the parade to pass out candy was a great addition. Public Works did an excellent job cleaning up after the event. Council Member Cleary commented the crowd gathered for the parade was the largest he has seen in the 12 years he has served on Council. The people who see Groveport as their hometown come back to watch the parade every year. The Mayor suggested putting up misting stations to cool everyone during the hot day. Compliments to the TurnPoint Church volunteers and the Groveport Madison School volunteers. Jeff Warner, Groveport Madison School District's Director of Communications & Community Relations, and his group did another great job on the parade. B. Administrator - Marsha Hall Administrator Marsha Hall also thought the 4th of July event went great. She agreed with the Mayor that the parade went off without a hitch. Jeff Green, Assistant Administrator / Development Director, who had announced the parade, told Ms. Hall that every participant was in line and there were no gaps, making the parade flow very smoothly. The afternoon activities were nice and the fireworks display gets better every year. There were two less food vendors this year with most vendors serving treats. There was only one vendor serving actual food. Next year the City will be looking into getting more food trucks involved in the event. Other comments included, this year's red shirts looking really good, patrons complimenting the fireworks, this year's City Official's float and the only bad thing being the mosquitoes. Ms. Hall commented Franklin County treated around the event area but it probably would have been better to treat the whole City. The City City of Groveport Page 4 City Council Meeting Minutes July 8, 2019 contracts with the Franklin County Health Department for mosquito control. Normally they only spray when there is a positive test for West Nile, but with an amendment to the contract they will spray if there are over 50 mosquitoes caught in a trap. When checked there were 450 caught in a trap. Public Works Superintendent, Dennis Moore, is working with Kyle Lund, Patty Storts and Tom Walker for a list of upcoming events to make sure the area is treated before the start of any event. #147-2019 Adm Report to Council - July 8 Attachments: Adm Report to Council - July 8.pdf C. Chief of Police - Ralph Portier Chief Ralph Portier reported things went well for the police department. Things started right after the 9:30 a.m. roll call; apparently alcohol consumption has no time limit. There were 3 domestic violence calls very quickly, and 1 arrest at 715 Main Street. Apparently that building looked like a urinal to someone. There were no major issues except after the fireworks, at the east end of town, when a vehicle went through a set of barricades. D. Director of Finance - Jason Carr Finance Director, Jason Carr, reported on the meeting with the State of Ohio auditors to discuss the 2018 audit. The meeting went very well. The auditors had some suggestions for the City which the department has already taken actions to correct. Mr. Carr thanked Jeff Green, Anna Krigbaum and Amy Hartung for their work. The audit itself is not public record yet, it will be sent to the Clerk of the Bureau on Tuesday and will take about two weeks. Council will probably be notified by email that the audit has been certified and at that point available to the public. E. Director of Law - Kevin Shannon Nothing further to report. F. Asst. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel City of Groveport Page 5 City Council Meeting Minutes July 8, 2019 Council Member Hilbert has noticed a lot of vehicles parking very close to various intersections. She would like to see the City start painting the curbs yellow to alleviate the problem. Administrator Hall commented Public Works Superintendent, Dennis Moore, stated his crew has never painted the curbs yellow since he has been with Groveport. Ms. Hall has asked him to look into getting started on painting yellow curbs at the intersections within the City. After Mr. Moore knows what needs to be purchased and the time it will involve, the City can look into contacting local businesses who want to assist in community projects. Other communities have used volunteers for painting projects. Council Member Cleary mentioned he had talked to the President of the HOA of Founders Bend, who would like to address Council at the Committee of the Whole meeting about how the HOA can work with the City of Groveport. Mr. Cleary will forward the HOA's agenda to Ruthanne Ross. Once received, it will be placed on the Committee of the Whole agenda. Council Member Hilbert mentioned that Jan Dowler looked great in the parade. H. Clerk of Council - Ruthanne Sargus Ross Clerk of Council Ross stated she will not be present at the July 15th Committee of the Whole meeting. She will be attending the Ohio Municipal Clerks Association (OMCA) 2019 Annual Institute in Cincinnati July 15th through July 18th. I. Standing Committees None. IX. Other Business None. X.
