Law Director Shannon requested Council to consider making a motion
to amend this Ordinance in the second to the last line of Section 1, the
first full paragraph after "provided that" all language would be stricken
and the following language inserted: that the following conditions set
forth by the Planning & Zoning Commission are satisfied:
1. When the proposed future parking lot is developed the required rear and west side
buffers and parking lot landscaping shall be installed to comply with Chapter 1176
Landscaping Regulations.
2. A Site Development Plan shall be prepared and submitted to the City’s Engineering
Department and Building and Zoning Department for review and approval before any
future site improvements on this property are constructed including but not limited to
the addition of a new driveway and parking area.

Law Director Shannon clarified that the City adds emergency language
whenever making a change to the City's traffic code, in this instance for
enforcement purposes, so officers can take immediate action without
the referendum period. Council Member Dildine wanted the Ordinance
to go through its three readings and decide at its third reading whether
Council would consider adopting as emergency legislation or waiting
for the 30 day period.

Law Director Shannon requested Council to consider making a motion
to suspend the rules as to the three readings in this matter. As an
appropriations ordinance, this legislation would go into effect
immediately tonight which is what the Finance Director is requesting.
Finance Director Jason Carr stated the City has had employees who
sign up for the Christmas Club. The City's books have never had a
separate fund to account for these funds that are kept in a separate
bank account.

VIII. Reports
A. Mayor - Lance Westcamp
Mayor Lance Westcamp thanked Administrator Marsha Hall and Chief
Ralph Portier for the roundtable discussion on First Tuesday. The
event is drawing in big crowds. The discussion generated some good
ideas. The City is going to fence off one part of the school to try to keep
the public from crossing Main Street. The purpose is to get people to
utilize the crosswalk to alleviate a dangerous situation. Mr. Green
added the idea is to funnel people down to the traffic light because
people are crossing anywhere they want and it is hard for the police
officers to enforce anything. The barrier will push the people to Wirt
Road where they can cross more safely since vehicles already have to
come to a complete stop and then to the crosswalk at the traffic light.
There will be a police officer at the Wirt Road intersection. A big draw is
expected for this next event. The Humane Society will be on hand with

adoptable dogs along with pet groomers and other kinds of pet related
booths.

Finance Director Jason Carr added that the audit for 2018 will be
released tomorrow and will be public record.

F. Asst. Admin. / Development Dir. - Jeff Green
Asst. Admin. / Development Director Jeff Green announced the City
has signed a Memorandum of Understanding (MOU) and agreement
with the Economic Community Development Institute (ECDI) out of
Columbus to provide training and technical assistance to small
businesses. There will be 2 two-hour workshops leading up to a
twelve-week program. The value of this agreement is that ECDI has an
excellent training program and loan program it administers to access
funding. ECDI fills a gap in the credit industry by offering small
business loans ranging from $750 to $350,000.
Mr. Green visited a facility in Grove City called Cultivate - Grove City
run by Matt Yerkes. Matt Yerkes has a facility in London, Ohio and is
opening a third one in Pickerington. Mr. Yerkes would like to open
another facility in Groveport. Cultivate is a small business incubator in
a co-working space. The first floor of the Grove City site is retail and a
café, coffee shop, juices, smoothies, etc. They offer shared workspace

for small businesses: cubicles, private offices and anything in between
with shared meeting space, office equipment and other amenities and
resources. Mr. Green is trying to set up a field trip to the facility for
anyone who would be interested in seeing the facility first hand. Mr.
Yerkes was in Groveport last week to look around the community. He is
excited about Groveport.
G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Chad Grashel
Council Member Lockett commented about the great ambassadors out
there on behalf of the City. The 4-H Club was at the Franklin County
Fair and the Groveport Fighting Fish were at Denison for a Regional
Swim Meet. Both represented Groveport well.
H. Clerk of Council - Ruthanne Sargus Ross
Nothing to report.
I. Standing Committees
Trees & Decorations Committee:
Council Member Dildine announced the next Trees & Decorations
Committee meeting is scheduled for August 5th. Mr. Dildine will be
unable to attend and has gone over some items with Patty Storts. He
was mistaken in thinking there was an arched Groveport sign at
Williams Road and Hamilton Road. The Committee, along with the
Parks and Facility Maintenance Department, will be looking into adding
some type of signage in that area and throughout the City. They would
concentrate in the downtown/historic area this year and branch out over
the next couple of years. Administrator Hall asked that Steve Farst be
contacted in regards to those signs. Staff had looked into the possibility
of a sign along South Hamilton Road and there were a number of
issues with ODOT. Mr. Farst had put a package together addressing
the matter. Jeff Green interjected that he would also like to be contacted
on this matter. He is meeting with a sign company to look into placing
identification signs to distinguish historic downtown Groveport. The City
hopes to add some way-finding signs and signs to designate the district
to better define the historic areas.
IX. Other Business
a. Elmont Place HOA

Council Member Cleary and Administrator Marsha Hall met with the
Elmont Place HOA gentleman and answered a lot of his questions and
concerns. The matter will not appear under new business on the
agenda for the Committee of the Whole. Ms. Hall did an excellent job
addressing the gentleman's concerns and he seemed pretty happy
when he left the meeting.
b. Executive Session
Law Director Shannon requested Council to consider making a motion
to go into Executive Session pursuant to Ohio Revised Code Section
121.22(G) (1) To consider the employment of a public official or
employee. To include all members of Council, the Chief of Police,
himself, the Administrator, and the Mayor.
A motion was made by Council Member Cleary, seconded by Council Member
Dildine, to go into Executive Session pursuant to Ohio Revised Code Section
121.22(G) (1) To consider the employment of a public official or employee at
7:10 p.m. To include all members of Council, the Chief of Police, the Law
Director, the Administrator, and the Mayor. The motion carried by the following
vote:
Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett
A motion was made by Council Member Hilbert, seconded by Council Member
Hutson, to come out of Executive Session at 7:41 p.m. with no action taken.
