Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Jason Carr - Director of Finance, Ralph Portier - Chief of Police, Jeff Green - Asst. Dennis Smith - Groveport Moose Lodge 1245 Dennis Smith, Governor of the Groveport Moose Lodge 1245, updated Council on past and upcoming events. August 10th, Moose volunteers helped at the City's shredding event during KidsFest. Volunteers have helped with Groveport's shredding event for the past several years. On August 24, 2019, the Moose will be holding its Family Day with activities for children and adults. Attractions include equipment from Motts Military Museum, stuff for kids and lots of free food. On September 26, 2019, the Supreme Governor of the Moose Lodges all over America and Canada will be visiting the Groveport Moose Lodge. Groveport was selected out of 98 other Moose Lodges throughout the State of Ohio. Mr. Smith would like to have the Mayor, City of Groveport Page 1 City Council Meeting Minutes August 12, 2019 Council Members and as many police officers who can, stopover at the lodge during the Supreme Governor's visit. C. 1st Readings ORD. 19-035 AN ORDINANCE AUTHORIZING THE CITY ADMINISTRATOR TO ACCEPT ROADWORK DEVELOPMENT (629) ACCOUNT GRANT FUNDING FROM THE OHIO DEVELOPMENT SERVICES AGENCY, TO ACCOUNT FOR THE RECEIPT AND EXPENDITURE OF SAID FUNDING, AND THE DECLARATION OF AN EMERGENCY Sponsors: Grashel Development Director Jeff Green explained this Ordinance pertains to the 629 Fund through the State of Ohio. The City is applying on behalf of The Pizzuti Companies for the improvements needed on Higgins Boulevard. Some of these funds should leverage the money from the OPWC. Administrator Hall requested Council to consider making a motion to suspend the rules as to the three readings and the effective date. Clerk of Council Ross read by title Ordinance No. 19-035. The motion carried by the following vote: Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett ORD. 19-037 AN ORDINANCE AUTHORIZING PARTICIPATION IN THE ODOT WINTER CONTRACT (019-20) FOR ROAD SALT AND THE DECLARATION OF AN EMERGENCY Sponsors: Cleary Administrator Hall explained this legislation is for the winter contract for the road salt the City orders through the ODOT program. Administrator Hall requested Council to consider making a motion to suspend the City of Groveport Page 3 City Council Meeting Minutes August 12, 2019 rules as to the three readings and the effective date. Mayor - Lance Westcamp Mayor Westcamp remarked the City of Groveport has had a very busy two weeks, all starting with the Pelotonia bike ride coming through Groveport. He thanked AEP and Mr. Cleary for putting the bucket truck on Bixby Road, it added so much. Many positive comments came from the local riders who saw the truck displaying the American flag. Mr. Cleary would like to see the City’s bucket truck display an extra-large Groveport flag at the other end of Bixby Road. The City held its third First Tuesday on August 6th. It started out fine until a storm swept through the area. It was still a big event with the dog show. The food trucks might not have done as much business as the month before but people came back after the rain and the trucks seemed busy throughout the event. The September First Tuesday was going to have the theme “Go Cruiser Day”. But it has been hard to get the school to commit with the school year just starting. The theme has shifted to “A Kickoff to Fall”. Events will include a hayride coordinated with Larry Dowler, games for the kids, and activities based around fall harvest. Five food trucks are already lined up for the event. The City has had so much positive feedback on the First Tuesday events. Timing of setting up and kicking off certain events will be adjusted to accommodate school being in session. Although the school day will end by setup time, staff will still have to sort out accounting for teachers, parents picking up students and maybe some buses. Mr. Cleary suggested contacting the school district to confirm whether there are any school ballgames or functions scheduled at the same time. Mayor Westcamp commented a young lady used to ride a black horse as Cruiser to the football games. A lot of this community’s young people are forgetting the story of Cruiser. In September, the City will be holding a “Groveport Night Out” event with City of Groveport Page 4 City Council Meeting Minutes August 12, 2019 Hansom Hog BBQ, blues, country and rock music, and vendors offering homemade foods, arts and crafts. Saturday, August 10th was the Groveport KidsFest. Chief Portier reported everyone had a ball. Groveport won the Peoples’ Choice Award. Mayor Westcamp commented every station was unbelievable. The event was well attended and there was a lot for children to see and do. It was another great day in the City of Groveport and he thanked the six Council Members for making a lot of this all happen in Groveport. B. Administrator - Marsha Hall Administrator Marsha Hall received a phone call from someone who attended Saturday's KidsFest telling her that the event was amazing. He is thrilled with all the events Groveport is hosting. His entire family attended and his children, between the ages of 7 and 17 years,all found something to do that they really enjoyed. Ms. Hall thanked him for calling. Ms. Hall informed Council that Thursday, August 15th at 3:00 p.m., there is a public meeting regarding the two OWPC applications read at tonight's meeting. #181-2019 Adm Report to Council - Aug 12 Attachments: Adm Report to Council - Aug 12.pdf C. Chief of Police - Ralph Portier Chief Portier reported that Saturday's program was not just Cops N' Kids. A program like this makes the City of Groveport shine and the Recreation Center did an excellent job with the event. D. Director of Finance - Jason Carr Nothing to report. E. Admin. / Development Dir. - Jeff Green Assistant Administrator / Development Director Jeff Green reported that September 24th will be the first information session with ECDI (Economic & Community Development Institute) to provide information on the twelve-week program they will be launching. A survey will be City of Groveport Page 5 City Council Meeting Minutes August 12, 2019 conducted to find out our community's level of interest and whether someone has an existing business or wants to start a new business. Mr. Green looks to have a successful partnership with ECDI. The institute offers a lot of hands-on one-on-one training. This first information session on September 24th will be at the Links at Groveport at 7:00 p.m. Mr. Green was complimented on the radio interview and community tour with Debbie Holmes from WOSU. G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Member Ed Dildine commented on the Groveport Madison Class of ‘89 30 Year Reunion which was held at the Paddock Pub. The Pub went above and beyond with the staff and excellent food. Out of the Class of 1989’s 426 graduates, 100 alumni attended the event. Council Member Hilbert interjected that she crashed the event to see the students that were in the first grade class she ever taught. One classmate from Texas traveled the farthest. H. Clerk of Council - Ruthanne Sargus Ross Nothing to report. I. Standing Committees CEMETERY COMMITTEE Council Member Cleary reported three highlights from last week’s Cemetery Committee meeting. Ø A permanent podium is being considered for the speakers at the Memorial Day Ceremony. The Committee is looking into options of stone, wrought iron or brick. Ø On September 7th, the Committee will have Hendren Cemetery open from 9:00 a.m. to 11:00 a.m. The Ohio History Connection has been notified of the date and time for any interest from the State cemetery preservation group(s). Ø In the area where Ed Rarey is laid to rest, there is a bench where the Committee plans to add a memorial plaque in his name. The Committee would like everyone who knew Mr. Rarey best to help with an inscription to be placed on the back of the bench. He was an educator, teacher, coach, public servant plus much more. TREES & DECORATIONS COMMITTEE City of Groveport Page 6 City Council Meeting Minutes August 12, 2019 Council Member Ed Dildine reported on the Trees & Decorations Committee meeting minutes emailed to Council. The Committee is working with Development Director Jeff Green on local street, directional and entrance signage. Any suggestions or concerns Mr. Dildine will take back to the Committee. IX.
