Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Ralph Portier - Chief of Police, Jeff Green - Asst. Admin. / Development Dir. Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Chief Portier led the Pledge of Allegiance. IV. Roll Call Present: 6 - Shawn M. Cleary, Edward Dildine, Chad T. Grashel, Jean Ann Hilbert, Becky Hutson, and Scott Lockett V. Approval of Minutes - August 26, 2019 Approved as submitted. #214-2019 City Council Minutes 8.26.19 Attachments: City Council Minutes 8.26.19.pdf VI. Business of Guests a. Ernest Lee - Swisher Road Ernest Lee, 3488 Toy Road, addressed Council on the matter of proposed improvements on Swisher Road. Mr. Lee requested that the Swisher Road Improvement Project be delayed until a resolution regarding ownership of Swisher Road be resolved. He has been in contact with the Franklin County Engineer’s Office since 2018. His records indicate that his property goes to the center of Swisher Road and he wants further investigation into the ownership of Swisher Road before development begins. If the City has documentation that shows otherwise, he requested copies of such documentation. Mr. Lee submitted a copy of the letter, which he read to Council, to serve as notice that he is the official owner of the land that goes up to the center City of Groveport Page 1 City Council Meeting Minutes September 9, 2019 of Swisher Road. As such, he and his wife are not forfeiting nor abandoning their property that goes to the center of Swisher Road. They are willing to negotiate, if the project wants to go forward, for a proper land sale or easement of this land. Law Director Kevin Shannon advised Council that the matter of Mr. Lee’s rights of ownership needs to be resolved. Mr. Lee indicated that he will be presenting the same matter before Madison Township Trustees and Franklin County. b. Dennis Smith - Groveport Moose Lodge Dennis Smith, Governor of the Groveport Moose Lodge, updated Council on the visit of the Supreme Governor of all Moose Lodges worldwide. He will be visiting Groveport on September 26, 2019 from 1:30 p.m. to 3:00 p.m. Mr. Smith would like as many City officials as possible, as well as, Chief Portier, to stop in to meet the Supreme Governor. Mr. Smith would like Mayor Westcamp to speak at the eventful occasion. Mayor Westcamp commented that it’s quite an honor to have the Supreme Governor come to our great City. Mr. Smith added there are 92 lodges in the State of Ohio and for him to single out Groveport Moose Lodge 1245 to visit says something about the progress made at the 1245 since coming to Groveport. Mr. Smith added that the City has been a big part of their success. VII. City of Groveport Page 3 City Council Meeting Minutes September 9, 2019 RES. 19-004 A RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR AND THE DECLARATION OF AN EMERGENCY Sponsors: Hutson Attachments: RES. 19-004 2020 Tax Levy.pdf RES. 19-004 2020 Tax Levy attachment.pdf Finance Director Jason Carr stated this Resolution is standard procedure as Ohio Revised Code requires a municipality to adopt a resolution and submit it to the County Auditor by October 1st. The purpose is to certify the inside mils of the City. Law Director Shannon requested Council to consider making a motion to suspend the rules as to the three readings and the effective date. A motion was made by Council Member Hutson, seconded by Council Member Dildine, to suspend the rules as to the three readings and the effective date. The motion carried by the following vote: Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett A motion was made by Council Member Hutson, seconded by Council Member Grashel, to adopt as emergency legislation. Mayor - Lance Westcamp Mayor Lance Westcamp thanked Chad Grashel for carrying the Fortress Obetz Shield to tonight's meeting. The Groveport Madison Cruisers claimed the rights to the Fortress Obetz Shield after a 56-0 win over the Hamilton Township Rangers in the third annual Obetz Bowl varsity football game. Mayor Westcamp praised Council Member Shawn Cleary for the Hendren Cemetery Tour that was held on Saturday, September 7, 2019. He noted the great job the Public Works crew did getting the cemetery grounds in excellent shape. Council Member Cleary reported there was a steady flow of people that took the opportunity to see the cemetery. Miss Nancy Ottman, a Groveport resident, provided a vast amount of knowledge and some suggestions to cleanup some headstones. Mr. Cleary would like to invite Miss Ottman to the next Cemetery Committee meeting. There are a lot of familiar Groveport City of Groveport Page 4 City Council Meeting Minutes September 9, 2019 family names in the cemetery. A lady returned some headstones that were taken from the cemetery by her mother. Sergeant Josh Short was on hand to direct traffic. The Mayor commented that most Council Members were present at Nick Ward’s block party held in appreciation for Little Italy's 40th Anniversary. Nick and his son, Avery, give back to this community making that what Groveport is all about. The Mayor personally thanked Nick Ward. B. Chief of Police - Ralph Portier Chief Portier updated Council on the Cram a Cruiser food drive to be held at Kroger from 9:00 a.m. to 1:00 p.m. on Saturday, September 14th. He invited everyone to join the fun of donating non-perishable items that will be donated to the Greater Groveport Food Pantry. D. Director of Finance - Jason Carr Finance Director Jason Carr reported that he attended a meeting with the Central Ohio Risk Management Association (CORMA), a liability insurance pool. The meeting was to finalize each member’s proportionate cost for the plan year which runs from October 1st to September 30th. Groveport’s cost will probably see a 16% increase this year which equates to about $20,000 over last year. That increase is primarily attributed to flood insurance. The group had a hard time finding a carrier relating to flood insurance and that has delayed the process a little. They changed the deductible from $50,000 to $100,000 for the entire group and, this is a first, they carved out the Groveport Recreation / Aquatic Center, requiring the City’s two buildings, to have the National Flood Insurance Program excess coverage. The Recreation / Aquatic Center property sits in the floodplain and the group is requiring additional flood insurance coverage for that property. Other increases were attributed to statement of values. E. Director of Law - Kevin Shannon City of Groveport Page 5 City Council Meeting Minutes September 9, 2019 Nothing further to report. Mr. Shannon noted that staff would be requesting Council to consider going into executive session at the appropriate time on the agenda, under "Other Business". F. Asst. Admin. / Development Dir. - Jeff Green Nothing further to report. G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Member Ed Dildine reminded everyone about Wednesday, September 11th. The 9/11 Remembrance Ceremony will start at 7:30 a.m. at Motts Military Museum. Two students from Groveport Madison High School and Pickerington Central High School are to play echo taps. The Groveport Madison High School Symphonic Choir will perform the National Anthem along with the Madison Township Police and Fire Honor Guards, and Groveport Police 21 Gun Salute. Everyone is invited. Council Member Jean Ann Hilbert stated that William “Bill” Branscomb passed away this week. Bill owned and operated the Sunoco gas station in Groveport for many years. A memorial service will be held on October 6th at 2:00 p.m. at the Methodist Church. H. Clerk of Council - Ruthanne Sargus Ross Nothing to report. I. Standing Committees Council Member Ed Dildine announced that the bench dedications for Donna Drury and Linda Crowder will be on Apple Butter Day at 9:00 a.m. back by where the benches are located by the apple orchard at the pond. The Trees and Decorations Committee have not had any discussions about the trees and benches being replaced on Main Street. IX. Other Business Executive Session Law Director Shannon requested Council to consider making a motion to go into Executive Session pursuant to Ohio Revised Code Section 121.22(G)(3) Conferences with an attorney for the public body City of Groveport Page 6 City Council Meeting Minutes September 9, 2019 concerning disputes involving the public body that are the subject of pending or imminent court action. To include all members of Council, the Mayor, himself, and the Administrator. A motion was made by Council Member Dildine, seconded by Council Member Cleary, to go into Executive Session at 6:54 p.m. pursuant to Ohio Revised Code Section 121.22(G)(3) Conferences with an attorney for the public body concerning disputes involving the public body that are the subject of pending or imminent court action. To include all members of Council, the Mayor, the Law Director, and the Administrator. The motion carried by the following vote: Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett A motion was made by Council Member Hutson, seconded by Council Member Dildine, to come out of Executive Session at 7:04 p.m. with no action taken. The motion carried by the following vote: Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett X. Adjournment Council Member Hutson made a motion, seconded by Council Member Grashel to adjourn at 7:04 p.m. All in favor stated AYE, None Opposed.
