Mayor - Lance Westcamp Mayor Lance Westcamp thanked Administrator Marsha Hall and staff for getting all this legislation together so this Council can have a good start in January 2020. Mayor Westcamp commented that the City's Veterans Day Ceremony made for another great day in the City of Groveport. He personally thanked Warren Motts. The Mayor also acknowledged the Groveport Police Department, Community Affairs Director Patty Storts for putting the program together, Terri Christensen for singing the national anthem and everything else that was asked of her, and Council for being well represented at the event. He thanked Scott Lockett for all his involvement with this year's brick honorees. Mr. Lockett commented he was approached by a lot of people asking about City of Groveport Page 8 City Council Meeting Minutes November 12, 2019 getting bricks for next year. The American Legion Robert Dutro Post 486 participated with the flag raising. A reception immediately followed at Motts Military Museum. Administrator Marsha Hall will be retiring this year and the City has already advertised the position with Monday, December 2, 2019 as the deadline for submitting resumes. The Franklin County Engineer's Office will be hosting a Public Meeting to discuss proposed improvements on SR-317 at Rohr Road on November 13, 2019 between 4:30 pm and 6:30 pm, at the Franklin County Engineer East Maintenance Facility, 4801 Hendron Road. Chief of Police - Ralph Portier Chief Portier was not present. Captain Kurt Blevins took the opportunity to publicly thank Marsha Hall. It has been a pleasure and an honor to work with her as Administrator for the City of Groveport. Captain Blevins informed Council that today is Officer Tiffany Roe's last day with the City of Groveport Police Department. Officer Roe has taken a position with the FCSO. Tiffany Roe has been with the City for 7 years and will be sorely missed. Mayor Westcamp will be involved in the interviewing process of five candidates for police officers. D. Director of Finance - Jason Carr Nothing further to report. E. Director of Law - Kevin Shannon Law Director Shannon informed Council that he will not be at the next Committee of the Whole meeting. Mr. Shannon is scheduled for a surgical procedure on Friday and will be out of the office next Monday. F. Asst. Admin. / Development Dir. - Jeff Green Not present. City of Groveport Page 9 City Council Meeting Minutes November 12, 2019 G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Member Shawn Cleary reminded Council that their Groveport gear order is due by Friday, November 15th. The City will be participating in Giving Tuesday again this year. Mr. Cleary asked if Council wanted to contribute individually or as a whole. Donations are due by Monday, November 18th. Council Member Ed Dildine mentioned the Friday night football game. The Cruisers’ 18-17 win over Hilliard Davidson in the Division 1 Regional Quarterfinals game was played at Cruiser Stadium in Groveport on November 8. H. Clerk of Council - Ruthanne Sargus Ross Nothing to report. I. Standing Committees Council Member Shawn Cleary - Cemetery Committee Mr. Cleary reported there was a Cemetery Committee meeting last week to wrap up the year. The Committee is moving forward with the information gathered for constructing a podium at the Groveport Cemetery. The goal is to have the podium up before the City’s Memorial Day event. The tours at the Groveport Cemetery and the Hendren Cemetery have had such good responses that the Committee would like to hold another one at Hendren Cemetery during daylight hours. Public Works Superintendent Dennis Moore has agreed to do the same type of tour as the one at the Groveport Cemetery. The cemeteries in Groveport hold a great deal of the City’s history. Council Member Ed Dildine - Trees & Decorations Committee Mr. Dildine reported on today’s Trees & Decoration Committee meeting. Topics for 2020 purchases included military banners, street signs and decorations. The Committee looks to establish a tree replacement policy with the help of Law Director Kevin Shannon and Finance Director Jason Carr. The Parks Department got all the high decorations put up while the weather was still nice. The ground decorations are to follow as weather permits. IX. Other Business None.
