I. Call to Order
by Mayor Westcamp at 6:30 p.m.
Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law

II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.
III. Pledge of Allegiance
Chief Portier led the Pledge of Allegiance.

VI. Business of Guests
a. Blacklick Haunted Park - Bruce Smith & Scott Clinger
Bruce Smith, 283 Kessler Street and Scott Clinger, 5133 Phillips Run,
organizers of the Blacklick Haunted Park event, gave Council an
update on the event held over the weekend. It was a fantastic event
despite the rain on Saturday. Friday night over 350 tickets were sold,
and close to 140 on Saturday. They thanked the Groveport Police
Department for their support and the Parks crew for all their hard work.
Some of the Parks guys came back after they got off work to partake in
the activities. There has been a lot of positive feedback and plans are
already being considered for next year’s event. Students from the
Groveport Madison Schools drama team took part in the fun. Council

thanked them for their volunteer service to this community. Mayor
Westcamp stated, once again it goes to prove that this great City can’t
do it all without volunteers. The Mayor and Council appreciate what
they give back to the community. All proceeds go to the Greater
Groveport Food Pantry and Groveport Madison Human Needs.

Mayor Lance Westcamp noted that he and Kevin Shannon can verify

VIII. Reports
A. Mayor - Lance Westcamp
Mayor Lance Westcamp, Law Director Kevin Shannon and Finance
Director Jason Carr met with the Franklin County Clerk of Courts,
Maryellen O'Shaughnessy. Ms. O'Shaughnessy met with Groveport
and other communities to apprise officials on the matter of vehicle
titles. The City had bought 10 or so vehicles through Jeff Wyler in
Dayton, Ohio in Montgomery County. When titles were transferred in
Montgomery County, Franklin County does not get any portion of the
$15.00 title transfer fee. The City and its residents need to be aware
that transferring titles in Franklin County keeps that fee in Franklin
County.
Mayor Lance Westcamp had the honor of attending the Canal
Winchester Rotary Club’s First Responders Appreciation Luncheon
hosted by Warren Motts at the Motts Military Museum. They all make
our community a safer place to live, work and raise our families.
Attendees included State Representative Richard Brown, Madison
Township Fire Chief Derek Robinson, Groveport Chief of Police Ralph
Portier, and the founder of the museum, Warren Motts.
Mayor Westcamp expressed condolences to Larry Dowler and his
family on the recent loss of his daughter-in-law, Crystal Dowler, wife of
Groveport’s Transportation Director Bob Dowler.
B. Administrator - Marsha Hall
Administrator Marsha Hall noted that Trick or Treat Night is scheduled
for Thursday, October 31st from 5:30 p.m. to 7 p.m., come rain or shine.
Later on tonight’s agenda there will be an open discussion on options
for the trash collection contract bid. Andrew Booker with SWACO is
present to answer any questions. Ms. Hall handed out material from
SWACO on the different trash collection service options.

F. Asst. Admin. / Development Dir. - Jeff Green
Asst. Administrator / Development Director Jeff Green announced the
City of Groveport and ECDI will hold the first small business training
session on November 19th at 6:30 p.m. at the Links of Groveport. The
session, "Mindset of an Entrepreneur" is an entrepreneurial readiness
workshop designed for those with little or no formal business training.
As part of last year’s gas line project, Columbia Gas was to address the
condition of their transmission shed over the gas line. The company
looked to replace the building along with the gas line project. The
transmission shed was never replaced or addressed, prompting Mr.
Green to follow up with Columbia Gas. The company has started
painting the shed.
Mayor Westcamp mentioned Front Street will be closed between
Corbett Road and Blacklick Street on October 29, 2019 for railroad
crossing repairs.

I. Standing Committees
Council Member Cleary commented that the Cemetery Committee’s
open house at the Hendren Cemetery has generated a lot of interest in
both of Groveport’s cemeteries. Mr. Cleary plans to invite the 4 or 5
people who have expressed interest in finding out more about the City’s
cemeteries to the next Cemetery Committee meeting on Wednesday,
November 6th.

Mayor Westcamp added that the Groveport Heritage and Preservation
Society is having an open tour of the Groveport Cemetery on Tuesday,
October 29, 2019. The tour will be led by Dennis Moore, Groveport
Public Works Superintendent and starts at 6 p.m.
IX. Other Business
a. SWACO - Trash Contract
Administrator Marsha Hall provided a handout distributed by SWACO.
SWACO Representative Andrew Booker was present to answer
questions. Council discussed the upcoming trash contract bid and the
various options for the City. The current contract ends at the end of
2020, but it is a very lengthy process. The first timeline date is
December 2019 for the community approval bid package (recycling
and collection). Bid submission for recycling processing will be in
March 2020, and bid submission for collection services will be in May
2020. Contracts would be awarded in June for service to commence in
January 2021.
Ø Volume-based trash collection gives the resident the ability to
pay different prices based on how much trash they produce in
any given week. This would allow residents to purchase an
appropriate service level for their needs. It is the best practice to
create proper incentive. There are 3 sizes of trash carts
available; 35 gal, 64 gal and 96 gal. This option could be
incorporated into the bid package as an option, not the only
service option. Council discussed cart ownership versus cart
rental from the service provider. Owning the carts would entail
buying the cart size needed from the service provider (cannot
use carts already owned) but provides the best long-term
competition and pricing. Volume-based mandates that residents
cannot put out at the curb any more trash other than the one cart
will hold. No extra bags and/or other trash carts or bins would be
allowed.
Ø Recycling carts can be purchased through SWACO. SWACO
has a grant to help set off costs.
Cart cost $45.00
SWACO grant $22.50
Cost to community $22.50
Outside grants (TRP) $15.00
Final cost to community 7.50
The City could purchase recycling carts for $16,147.50 or payback
SWACO for $5,382.50 per year for 3 years.
Ø Bulk and yard waste pickup will still be available.

After an open discussion on the matter, Council voted to consider
having volume-based trash collection as an option in the bid
specifications in the upcoming year. And to consider going along with
the recycling program as outlined by SWACO.

Dildine, to consider the recycling program as outlined by SWACO. The motion
carried by the following vote:
