Call to Order by Mayor Westcamp at 6:30 p.m. Staff Present: Marsha Hall - Administrator, Kevin Shannon - Law Director, Jason Carr - Director of Finance, Ralph Portier - Chief of Police, Jeff Green - Asst. Admin. / Development Dir. Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. The City of Groveport Page 1 City Council Meeting Minutes October 15, 2019 motion carried by the following vote: Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett B. 2nd Readings None C. 1st Readings ORD. 19-044 AN ORDINANCE AUTHORIZING THE ADMINISTRATOR TO ENTER INTO A COMMERCIAL CREDIT CARD AGREEMENT WITH HUNTINGTON NATIONAL BANK AND THE DECLARATION OF EMERGENCY Sponsors: Cleary Law Director Shannon requested Council to consider making a motion to suspend the rules as to the three readings and the effective date. Passage as emergency legislation will give City staff immediate access to the credit card services referred to in this Ordinance. Finance Director Jason Carr explained that the City currently has credit cards with Fifth Third Bank. By changing to Huntington Bank, based on the City’s usage, it would be eligible for rebates. The rebates would be credited back to the City’s checking account. The Fifth Third credit card accounts will be closed out. Clerk of Council Ross read by title Ordinance No.19-044. This Ordinance was referred to the Committee of the Whole. VIII. Reports A. Mayor - Lance Westcamp Mayor Lance Westcamp commented that he thought Apple Butter Day 2019 was very successful. He publicly thanked the Groveport Heritage and Preservation Society, the City of Groveport and Community Affairs Director Patty Storts for making this event one of the greatest events in the City every year. The great weather had a lot to do with the success and Apple Butter Day draws a lot of alumni back to Groveport just for this event. Monday, Mayor Westcamp and Administrator Marsha Hall got the opportunity to meet the new Madison Township Fire Chief Derek City of Groveport Page 3 City Council Meeting Minutes October 15, 2019 Robinson from Westerville. Chief Robinson will be at next week's Committee of the Whole meeting. Mayor Westcamp thinks Derek Robinson is a good choice and he will be a good fit for this community. Anyone in the City of Groveport wanting to meet the new fire chief is welcome to come to next week's meeting. The Mayor finished up mentioning the football game the other night between Groveport Madison and Canal Winchester. The Cruisers beat the Indians 28-0. It was a great game and Mayor Westcamp was proud of both communities. These two schools and cities should be very proud of these teams which are both very good this year. B. Administrator - Marsha Hall Administrator Marsha Hall commented on the 2021 Trash Collection contract bidding process. The City works through SWACO which has already started the process because it is such a lengthy procedure. There are some different things the City can do to assist its residents. As part of this contract there are some decisions the City needs to make and Ms. Hall thinks the decisions should be made by Council not Administration. She suggested that Council either hold a special meeting because it will entail a lengthy discussion or set up a special committee of Council that would meet with her and bring some recommendations back to the full Council. Decisions for this must be made by December 1, 2019. Admin. / Development Dir. - Jeff Green City of Groveport Page 4 City Council Meeting Minutes October 15, 2019 Asst. Admin. / Development Director Jeff Green met with representatives of Franklin County Development at the end of last month to talk about the fiber project and the County infrastructure bank. Staff walked out of the meeting with a good sense that Franklin County Development's Infrastructure Bank loan program would be willing to pay a significant portion of the fiber project which will include City of Groveport, Madison Township and the Village of Obetz. This fiber project will allow the City of Groveport to connect all of its facilities. It will also bring the City a little closer to offering fiber to homes, as well as, offering many benefits to economic development. G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Member Shawn Cleary sent out "hats off" to the Trees & Decorations Committee on the two benches that were dedicated to Donna Drury and Linda Crowder on Saturday morning. He thanked Finance Director Jason Carr and staff for the budget handout. It makes the annual budget process so much easier. H. Clerk of Council - Ruthanne Sargus Ross Nothing further to report. I.
