Sanitary sewers and Water Mains (i.e., Public Utilities) shall be extended along the project site frontage, contemporaneously with or prior to the construction of site improvements. Mayor - Lance Westcamp City of Groveport Page 5 City Council Meeting Minutes May 26, 2020 Mayor Lance Westcamp thanked Brad Beatty from the American Legion Robert Dutro Post, Warren Motts, the Groveport Police Department, BJ King, and Jessica Reeves for making Memorial Day happen in the City of Groveport. He and BJ King had worked on the event for a while even with people trying to talk them out of holding the event. It was a big success in spite of being very different and something everyone had to adjust to. Lewis Compton did an excellent job singing. The Mayor thanked Brad Beatty again for thanking the City of Groveport for still following up on Memorial Day during the COVID-19 pandemic. It shows what Memorial Day means to all of us here in Groveport. He thanked the Trees & Decorations Committee for the banners honoring twelve veterans displayed on the City's light poles. Mr. Dildine, Trees & Decorations Committee Council Representative, gave accolades to Patty Storts for finding the company who designed the banners. Groveport’s veteran banners are some of the best of the many Mr. Dildine has seen while riding through other towns. The banners will go to the families of the veteran being honored. Mr. Dildine agrees with Mayor Westcamp this looks to be a "no end in sight program" for Groveport. Mayor Westcamp praised Warren Motts for his excellent speech and for getting Chanel 4 to cover the event. He also thanked Rick Palsgrove, Southeast Messenger Editor, for his article covering the event as well. All shedding a great light on Groveport. And the officers all wearing masks and making everyone very proud of our police force. B. Administrator - BJ King Administrator BJ King updated Council on the matter of the inspection of the trees on Front Street. The arborist found three trees on Front Street that he recommended be removed with an additional two trees on Elm Street. The trees are either dead or have dying root systems and/or decay in the crown. Walt Wagner is getting several quotes for the removal of the trees so the City can know the extent of the costs of removing the trees. The online survey on trash collection options was launched last week for community feedback. It will be advertised again. To date there have been 166 responses; of those 166, just shy of 50% have voted to maintain status quo (using their own trash bins), and the second, at about 30%, was the status quo and the 64 gallon recycling carts. Once more responses come in Council will be updated. On the matter of the Aquatic Center, the Governor announced that pools could open but municipalities needed to consult with its local City of Groveport Page 6 City Council Meeting Minutes May 26, 2020 county health department. The day after the May 18 Committee of the Whole meeting, Franklin County Health Department came out with a strongly worded memo stating that they strongly discourage the opening of public pools. The FCHD thinks the requirements will be too hard for staff to maintain. Mr. King thinks the City would be creating an impossible situation for staff to maintain at the Groveport Aquatic Center. Everyday more and more public pools are announcing their closure for this season. Mr. King thinks the correct decision is for Groveport to keep the Aquatic Center (outdoor pool) closed for the remainder of this season. Council Member Cleary inquired that if all the COVID-19 related safety procedures are reduced and the rules change during the 2020 pool season, would it be feasible to open the outdoor pool since it is full of water and ready. Mr. King deferred to Recreation Director Kyle Lund. Mr. Lund stated that a decision needs to be made because potential lifeguards will need to look for other employment if Groveport’s pool remains closed. Mr. Lund noted that the pool’s water and chemicals can be maintained to open up at a later date but FCHD specifically states that if a public pool chooses to open, they request it to be no earlier than July 1st. At that time Groveport would have to reapply a statement that Groveport meets all the criteria and have them bless the City’s opening procedures and policies. One of the biggest challenges is the requirement of subdividing the pool; not necessarily in 6’x6’ pods but possibly a pod for each individual family that would be reserved and paid for online for a determined amount of time, like 90 minutes or 3 hours. The pool would then close for cleaning and reopen for a new round of reserved sessions. Many of Groveport’s Aquatic Center amenities like the slides, lazy river, sprayground, in-water playground, etc. would still be closed. Council Member Hilbert agrees a decision needs to be made now. The Administrator could make the administrative decision to close the pool down for the season but Administrator King would like the support of Council in doing so. In this circumstance, given the unprecedented nature of shutting down the pool for an entire season, Mr. King would like a motion to be made by Council. For now, the pool will remain full of water for the observation of any leaks or other issues to be addressed before the water is drained and the pool gets prepared for the winter. Administration wants to stay on top of any issues before the opening season 2021. Council Member Lockett wanted to know if a resident had a concern about the safety of a tree near their residence, who would they contact. Mr. King advised residents can call the Administration offices to leave City of Groveport Page 7 City Council Meeting Minutes May 26, 2020 their contact information and Mr. King will have Walt Wagner go out to determine if the tree is the responsibility of the City or the homeowner. If it is determined to be the responsibility of the City, arrangements will be made to have the tree inspected. Mr. Lockett wants the City to get ahead of the mosquitoes this year. Mr. King will get back to Council about when the first spraying will be scheduled. The City will be looking to schedule its own sprayings in between the scheduled Franklin County sprayings. Admin. / Development Dir. - Jeff Green Assistant Admin. / Development Director Jeff Green praised Rick Palsgrove for the fantastic article in the Southeast Messenger on Groveport’s Memorial Day ceremony. The City is moving forward with the purchase of the property at 480 Main Street. Closing is scheduled City of Groveport Page 8 City Council Meeting Minutes May 26, 2020 for this Friday; asbestos testing is scheduled to be completed tomorrow and the City has contracted with Colvin Gravel for the demolition of the structure. The work should be all wrapped up in the next couple of weeks. There was some confusion last Thursday with a box truck parked in front of Ace Hardware; it was thought to be one of the three food trucks the City has scheduled. The truck was back on Friday and the City came to find out they were selling meat out of the box truck. Captain Blevins quickly dispatched the people and told them that selling meat on the street was not allowed. In the face of that situation, since the City is getting more and more requests from food trucks, Groveport will be implementing a permit process requiring every food truck to submit credentials and health department certification and submitting the days they will be scheduling to be in Groveport. This will allow the City to vouch for that food truck’s certification and promote their schedule on Facebook. Phillips Coney is scheduled to be back in Groveport. Administrator King and Recreation Director Kyle Lund had gone over the plan to allow the City to open the Recreation Center at a reduced capacity by limiting the number of patrons in the facility at any given time, spreading out equipment, and closing certain amenities that the staff would be unable to keep patrons safe during this pandemic. Mr. King believes Mr. Lund has come up with a very solid plan. Recreation Director Kyle Lund - Highlighted Points of Proposed Plan Ø Hours of operation · 5:30 a.m. to 8:00 p.m. Monday thru Friday · 8:00 a.m. to 5:00 p.m. Saturday & Sunday This is only a slight reduction from normal operating hours. Ø Members Only · Only members (including SilverSneakers and Renew Active members) will be permitted to utilize the facility at the present time. Persons must be at least 15 years of age, unless accompanied by an adult. There will be additional staff (referred to as social distance police) in all areas · More information regarding "exercising with a mask on" will be available at the facility Ø Arrival Assessment Areas · There will be an assessment area meeting all the criteria set up outside with signage asking patrons to perform an assessment before entering the facility · Patrons will then be directed to a sanitizing station in the lobby · Signage will guide patrons who want to use the facility or to look at membership services/sales or programming Ø Social Distancing · Patterns on the floor of the facility will mark the social distance · Signs throughout the facility will remind patrons of the need for social distancing and to not take offense with staff approaching them about keeping their social distance Ø Occupancy · There will be a grand total of 160 people in the facility to include staff present in the building · The fitness area past the lockers is setup for 35 patrons, the 2nd floor fitness area is setup for 16 and the East A gymnasium is setup for 35 · The East B gym fitness area, when the curtain is down, will be reserved for personal exercise space/stretching with a limit of six people in the area · The West A gym will be reserved for basketball with no more than two people at a hoop. No playing one-on-one games and players have to bring their own basketball City of Groveport Page 10 City Council Meeting Minutes May 26, 2020 with a total of 6 people in the area · On West B staff looks to setup one pickleball court for single play only (2 people) · The general lobby area will be setup with additional fitness equipment with a maximum of 35 people · Family locker room limited to 4, men’s and women’s locker rooms 12 each and the track with 30 This gives a subtotal of 197, when full-time and part-time staff is figured in and personal trainers, senior transportation, miscellaneous facility maintenance and contractors being in the building. Taking staff out of the equation that total number will go down to 160 for total patron occupancy. Ø Locker Rooms, Restrooms, Storage Cubbies · Locker rooms will be open but the use of showers and lockers will be unavailable · Signs will be posted encouraging people to come dressed to exercise. If not patrons can go in the locker room to change and place their belongings in a duffle bag to take out on the exercise floor with them or store it in their vehicle · Restrooms will be open · The storage cubbies in the fitness center will also be unavailable because of sanitation and theft concerns Ø Fitness Center · The large ceiling fan above the first floor Fitness Center and the two wall fans in the second floor Fitness Center will remain OFF in deference to the recommendations from the Board of Health · Staff has moved some pieces of equipment to comply with the new social distancing protocols. Only a few pieces of equipment have been closed. · Members are REQUIRED to disinfect equipment PRIOR TO and AFTER use. · All areas "touched" must be cleaned: · pins in the weight stacks · free weights, including dumbbell handles & plates · free weight bars · other fitness accessories; bands, rollers, mats · Partners exercising together and sharing equipment MUST maintain group segmentation from others exercising · "Spotting" is highly discouraged during COVID-19; staff City of Groveport Page 11 City Council Meeting Minutes May 26, 2020 recommends lowering the amount of weight and performing more repetitions · Personal training sessions will be allowed for one-on-one training; NO group training Ø Youth Fitness Orientations · Youth Fitness Orientations will still be available for 13 & 14 year olds and will take place in a meeting room, lobby or outside of the facility, depending on the availability of space. · Staff will maintain 6 feet of social distance from patrons during the orientation Ø SilverSneakers Orientations · No scheduled group orientations · Staff will provide a written orientation and a video at registration Ø Track · The 1/10 mile indoor track will be open, but only for WALKING · Side-by-side walking is NOT PERMITTED · Walk in the inner-most and outer-most lanes and pass in the middle lane when necessary · Persons interested in running should do so either on a treadmill or on the outdoor paved leisure path Ø Elevator · The elevator can be used individually only or with another person in your household Ø Indoor Pool The City of Groveport has decided to follow the Franklin County Public Health Department's strong advice and NOT OPEN the indoor pool at this time. Franklin County Public Health Department is now requiring pool operators to submit a written plan acknowledging the guidance of the State prior to initial operation, in addition to, and accordance with, the State of Ohio's current guidance. · Staff is working on finalizing a plan that will be shared with Administrator BJ King before submitting to the County for consideration · Limiting one person to a lap lane · Start off with first come, first served basis · If necessary implement the use of online reservations through the recreation management software system Ø Kiddin' Around Room · The Kiddin' Around Room, childcare/babysitting services, will NOT be open City of Groveport Page 12 City Council Meeting Minutes May 26, 2020 Ø Rock Climbing Wall · The rock climbing wall will NOT be open for the time being as staff is not able to disinfect the wall according to State standards Ø Drinking Fountains and Vending Machines · Drinking fountains and vending machines will NOT be available Ø Televisions · Television stations have been pre-set by staff and may NOT be changed Ø Magazines · Magazines have been removed from the facility Ø Birthday Party Packages · Birthday Party Packages are currently NOT being offered Ø Fitness Classes · Group Fitness Classes will NOT be offered at this time Ø Swim Lessons · Group, Semi-Private & Private Swim Lessons are NOT available Ø Leisure Programs & Special Events · Most programs have been cancelled or suspended Ø Youth Athletics · Staff plans to resume some Youth Athletic Programs in the near future Ø Adult Athletics · Staff plans to resume outdoor Adult Athletic Programs in the near future Ø Room Rentals · Rooms may NOT be rented at this time and meeting rooms will be restricted for staff and program use only Ø Athletic Field, Tennis Court, Picnic Shelter & Log House Rentals · At the present time, rentals are NOT available · Use of athletic fields, tennis courts and picnic shelters may be used on a first come-first served basis · It is staff’s intent to offer these type of rentals in the near future Ø Senior Center · The Senior Center will remain closed at this time, per State of Ohio order Ø Parks · All City parks are currently open · Playground equipment and outdoor basketball courts remain closed If Council is in agreement, the Recreation Center will re-open on City of Groveport Page 13 City Council Meeting Minutes May 26, 2020 Thursday, May 28, 2020 at 5:30 a.m. Information will be posted on the Recreation Center website, social media, and general information on the marquee sign. Mr. Lund intends to push out a press release through the CivicReady system. Mr. Lund praised the Recreation Center staff and the Parks staff for their tremendous support and work during the preparation of the Rec Center. Mr. Lund will follow up with Council in regard to increasing air circulation throughout the facility. Staffing increases with the social distancing police and fitness attendants will be an additional 5 part-time employees per shift. Some of the indoor pool part-time employees are being reassigned as social distancing police and/or fitness attendees. G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Member Cleary commented that the City was very lucky with the tree that had fallen on a cruiser with an officer in the vehicle. Thankfully the officer was okay and escaped the vehicle without serious injury. Council Member Dildine thanked administrative staff, workers and all City employees for the tremendous job everyone has done getting us all through this difficult time together. H.
