II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Captain Blevins led the Pledge of Allegiance. IV. Bill Kurey Bill Kurey, 286 Walnut Street, addressed Council on the trash collection bid. His home has a hill in front with no driveway. If he was required to place his trash can out front he would have difficulty going up and down the hill. Mrs. Cheryl Ballou had emailed Council informing them her neighborhood is in support of keeping the service the same status quo. VII. Ord. 2020-026 AN ORDINANCE AUTHORIZING THE ESTABLISHMENT OF A LOCAL CORONAVIRUS RELIEF FUND AND THE DECLARATION OF AN EMERGENCY Sponsors: Hutson Law Director Kevin Shannon advised that staff had requested Council to consider emergency legislation because in order for the City to be eligible to receive this funding, this fund must be setup. This Ordinance and other legislation on tonight's agenda are statutory requirements that must be in place in order for the City to accept any of the COVID-19 Relief funding. Mr. Shannon requested Council to consider making a motion to suspend the rules as to the three readings and the effective date. Clerk of Council Ross read by title Ordinance No. 2020-026. When the City received that document earlier this year it was a pretty strong intent on the part of the School District to pass the Memorandum of Understanding (MOU) that addressed the conduct of the parties. That is between the School District and the Groveport Police Department as it relates to how the parties are to work with each other with respect to the School Resource Officer situation at the Groveport Madison High School. Mr. Shannon and Administrator King talked about why there wasn't just a single agreement to cover not only the subject matter addressed in the MOU but also the school resource agreement itself. The School Superintendent had requested the District's legal counsel to look over the MOU and he asked the same thing, why wasn't it just one agreement. Therefore, upon his legal advice, the School District wanted to revise and have one agreement cover everything. After working with the District's legal counsel, Administration is very comfortable with the final result which is the agreement before Council tonight. For that reason staff requested Council to consider making a motion to suspend the rules as to the three readings and the effective date. Clerk of Council Ross read by title Ordinance No. 2020-027. Res. 2020-003 A RESOLUTION REPEALING RESOLUTION NUMBER 2020-001 (adopted 5-11-2020) AND THE DECLARATION OF AN EMERGENCY Sponsors: Grashel Law Director Kevin Shannon explained that staff had requested emergency action on this matter because the Finance Department was informed that if the City wanted to be eligible for COVID-19 funding, it better have some enabling legislation passed as soon as possible. After Groveport passed the legislation, as soon as possible, Franklin County Auditor came back with mandatory statutory language to be included in the legislation. After talking to Mr. Carr and Mr. King it was decided to repeal the first legislation rather than trying to do an amendment; it made more sense to enact a new resolution. Therefore staff requested Council to consider making a motion to suspend the rules as to the three readings and the effective date. Clerk of Council Ross read by title Resolution No. 2020-003. B. Administrator - BJ King Administrator BJ King reported that the City completed its first round of mosquito spraying Sunday evening. All indications are that it went well. Walt Wagner reported to Mr. King that many residents gave his crew the thumbs up on the spraying. Today the City received the asbestos inspection report for the 480 Main Street project. The structure does have some asbestos in it so the City will be talking to the company about a plan to get the asbestos abated. Hopefully, the structure will be torn down within the next couple of weeks. Mr. King provided Council with the results of the trash collection service survey in his report. The survey resulted with an overwhelming 50% of residents wanting to stay with the status quo. Keeping the service as it is, using their own trash cans and using the current recycle carts/bins. Next highest result, just slightly under 30%, was keeping the current status quo service with the wheeled recycling carts. The second bid is due to open on June 25th. Mr. King suggested to prepare to introduce legislation on the trash collection service at the July 13, 2020 City Council meeting. He recommends going with the status quo option as that service seems to be what the residents want at this time. Council Member Dildine doesn’t feel the option of status quo with the recycling cart was explained well enough on the survey. If the City goes with that option residents have the option to get the recycling cart or not get the cart. He would like to see the service option with the status quo and the optional use of the City of Groveport Page 5 City Council Meeting Minutes June 8, 2020 wheeled recycling cart. Mayor Westcamp directed Mr. King to check with SWACO on the status quo with recycling cart option of residents having the choice of keeping their current recycling bin. #116-2020 Admin report to Council June 8 2020 Attachments: Admin report to Council June 8 2020.pdf C. Chief of Police - Ralph Portier Captain Blevins had nothing to report. D. Director of Finance - Jason Carr Director of Finance Jason Carr thanked Bob Dowler, Director of Transportation for his help getting a discount on the City’s transportation services. Towne Park is who the City utilizes for transportation services. They offer a program that if the City pre-paid four months it would receive a 10% discount on that pre-paid amount. Mr. Dowler negotiated with the City’s rep at Towne Park to get a fixed cost of $25,000 for the next four months: June, July, August and September. With the 10% discount, the City’s cost will be $90,000. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Member Hilbert commented on the food truck that was parked on Main Street today by Ace Hardware. The food truck was parked in a different place than the usual spot Schmidt’s and other food trucks park. Mrs. Hilbert noted that the truck blocks one’s view when pulling out of City of Groveport Page 6 City Council Meeting Minutes June 8, 2020 the Ace parking lot while that truck is parked in front of the green space opposed to in front of the Ace Hardware building. Mrs. Hilbert mentioned the indoor pool tentatively opening on July 1st. She hopes to see the aquatic classes offered again with possibly capping the participants and having them wear their suits to and from the class. Mr. King commented that Mr. Lund will be talking to the teachers of the aquatic classes to get their take on the matter. Council Member Lockett thanked Administrator BJ King for his prompt response to getting the mosquito spraying started in the City. Residents are already thanking the City for taking action on the mosquito spraying. H. Clerk of Council - Ruthanne Sargus Ross Nothing to report. I. Standing Committees None. IX. Other Business Council Member Lockett asked the Mayor when the City would be re-opening the Senior Center. Mayor Westcamp commented he and Administration are working on re-opening the Senior Center. Mr. King responded that Senior Centers are one of the establishments that are still under the State's mandatory closures. X.
