Call to Order by Mayor Lance Westcamp at 6:30 p.m. Staff Present: Jason Carr - Director of Finance, Kurt Blevins Police Captain, Jeff Green - Assistant Administrator / Development Director Guests Present: The Guest Book is on file with the Clerk of Council. II. Moment of Silence The Mayor asked everyone to join him in a moment of silence. III. Pledge of Allegiance Captain Blevins led the Pledge of Allegiance. IV. Roll Call A motion was made by Council Member Hutson, seconded by Council Member Hilbert, to excuse Council Member Dildine from tonight's meeting. The motion carried by the following vote: Excused: 1- Dildine Yes: 5- Cleary, Grashel, Hilbert, Hutson and Lockett V. Scott Bumgardner - Food Trucks Scott Bumgardner, 4782 Elmont Place, is the current president of the Elmont Place Homeowners' Association. Mr. Bumgardner thanked Council for its investment in his community. He addressed Council on the matter of having food trucks in the neighborhood on the 4th of July. There is a spot of land next to a pond that the City owns in the development. The residents are not looking to hold a large scale event with music venues or blue grass bands or what-not, they just want a few food trucks. Mr. Bumgardner was looking for Council’s consideration to City of Groveport Page 1 City Council Meeting Minutes June 22, 2020 permit the food trucks for this one-time event. There would not be any tents on City property; the HOA just wants to be permitted to have three food trucks setup on Dorchester Street. Assistant Administrator / Development Director Jeff Green interjected that this matter dovetails into the subject of suspending enforcement of any traffic or zoning code regulations that prohibit food trucks in neighborhoods. The City has had a lot of interest from residents and food truck vendors, who want to go where the people are, especially in light of the restaurant situations during this pandemic. Council Member Dildine and Administration want to apply rules and regulations for food trucks across the board for all City neighborhoods. An open discussion on requirements and the City regulating food trucks operating in the City ensued. It was suggested Council approve Mr. Bumgardner’s one time request for the 4th of July and, at a later date, Council will discuss how to move forward with the matter. A motion was made by Council Member Hutson, seconded by Council Member Lockett, to allow three (3) food trucks to park and operate on Dorchester Street in Elmont Place on the July 4, 2020 from 11:00 a.m. to 2:00 p.m. for a one-day, three hour event. This Ordinance was referred to the Committee of the Whole. VIII. Reports A. Mayor - Lance Westcamp Mayor Lance Westcamp commented that Administrator BJ King is absent tonight due to the passing of his grandmother and Law Director City of Groveport Page 3 City Council Meeting Minutes June 22, 2020 Kevin Shannon is on vacation this week. If there are any questions, refer them to Acting Administrator / Development Director Jeff Green. Mayor Westcamp welcomed Mr. Green back after the last tough couple of weeks he has come through. The Mayor noted that the scheduled mosquito spraying was canceled last night (Sunday) due to the weather. Mayor Westcamp talked to Maintenance Superintendent Walt Wagner who advised the spraying was being rescheduled for Thursday, June 25th. The City has the equipment and the manpower, so it just needs to be done. Mr. King relayed to the Mayor that Franklin County had informed him that 50 mosquitoes were caught in a trap in Groveport and they were willing to come in and spray that area. B. Chief of Police - Ralph Portier Captain Blevins reported arrangements have been made to have extra patrol cars in the City throughout the night on July 4th to keep an eye on things and be able to respond quickly if a need arises. Mayor Westcamp added that Walt Wagner had redesigned the City’s 4th of July float. Community Affairs Director Patty Storts is working on a banner. The float will be towed to the vacant car lot at Main and College Streets for display with a sign stating “Looking forward to 2021 The City of Groveport”. The City wants to give people hope. The City still looks to have Apple Butter Day. It all depends on the Governor and the numbers. D. Director of Finance - Jason Carr Finance Director Jason Carr gave Council some information on the ordinance to refund the bond. This is not new money; it is refunded bonds and the water system improvements anticipation note. The City has an opportunity to reduce the interest to around 2%. It will not change the maturity dates schedule for 2029 with the current bonds the City has outstanding. This is going to be considered direct placement issue, meaning that the City will have banks competing against each other instead of preparing an official statement and filling the City of Groveport Page 4 City Council Meeting Minutes June 22, 2020 statements out on the open market. Staff doesn’t see much of a difference if the City would take that direction and by selling it to banks directly the City can reduce the cost of issuance. Mayor Westcamp inquired if Mr. Carr recalled the amount of the tax sharing contribution to the Groveport Madison School District. Mr. Carr recalled the amount to be around $964,000 but stated he does not have that exact number. It is consistent with prior years. The number is down a little. Mr. Carr and Jeff Green track the properties that no longer meet the qualifications for exemption which is part of the reason for the decline. #136-2020 Finance_Director_Report_06_22_2020 Attachments: Finance_Director_Report_06_22_2020.pdf E. Administrator / Development Director Jeff Green thanked Council for their kindness with the flowers they sent. The flowers arrived on the same morning he received the call about his eldest brother’s passing. It has been a long month for him and again he thanked everyone for their understanding on his having to be away from the office. G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and Chad Grashel Council Members had nothing to report. H. Clerk of Council - Ruthanne Sargus Ross Nothing further to report. I. Standing Committees Council Member Cleary announced that the Cemetery Committee meeting has been postponed until the first week of August. There are no items planned or hanging around for discussion but this meeting will count as one of the required four annual meetings. He commented on an email from a lady on a tree the City lost on Main Street. She gave the history of the tree and wanted to know if it will be replaced. The City will be replacing the tree this fall.
