I. Call to Order
by Mayor Lance Westcamp at 6:30 p.m.

The Mayor asked everyone to join him in a moment of silence.

VI. Business of Guests
A. Wayne White
Wayne White, 475 Elm Street, addressed Council in regard to the
design of the Wert's Grove Building located on Main Street at College
Street. Mr. White, whose house is cattycorner to the site, talked to a
neighbor on College Street, whose house is directly behind the former
car lot, about what was going to be their view of the backside of the
building. Assistant Administrator/Development Director Jeff Green

advised that the back will be the same as the front of the building.
There will be fencing around dumpsters but Mr. White can be assured
that the City has taken careful steps to make sure it is minimizing the
impact. For instance, the developer submitted the plans for lighting and
the City saw it as way too intrusive and the City asked that the lighting
be cut way back and directed exclusively on the parking lot. There will
be landscaping and entrances along the back of the lot and alley. Mr.
Green encouraged Mr. White to come into his office to look at the
plans. Infrastructure is included in this development. The businesses
that the City is negotiating with now are both very low key. One business
will have a patio and will be open mostly for breakfast and lunch.

Law Director Kevin Shannon requested Council to consider making a
motion to amend Section 1: That the final plat for 5090 Hendron Road, Parcel
Numbers 185-002762 and 185-002763 a copy of which is attached hereto and
made a part hereof by reference, is hereby approved provided that all of the
following conditions set forth by the Planning & Zoning Commission are satisfied:
1. If required by the Franklin County Engineer, the developer shall cause to be
dedicated by separate instrument (in fee simple) to Franklin County, the portion(s)
of the subject tax parcels PID 185-002762 and PID 185-002763, that are
currently located outside of the City of Groveport corporate limit and within
Hendron Road by-use. The Franklin County Engineer’s office shall approve such
dedication.
2. Final Plat shall be signed and sealed by a professional surveyor, licensed in the
State of Ohio.
3. Final Plat meets requirements of the City of Groveport Chapter 1191.09.

Law Director Kevin Shannon requested Council to consider making a
motion to suspend the rules as to the three readings and the effective
date to pass as emergency legislation tonight. Council has already
passed the budget that authorized the appropriations for these cruisers
and the legislation authorizing the financing of these cruisers through a
lease with Huntington Public Capital Corporation. Council is being
asked to consider waiving competitive bidding so the City can consider
buying off the State's bid list.

Cemetery Committee
Mayor Lance Westcamp recommended to Council the appointment of
Dawn Bellamy to the Cemetery Committee for a six year term.
A motion was made by Council Member Hilbert, seconded by Council Member
Hutson, to appoint Dawn Bellamy to the Cemetery Committee for a six year
term. The motion carried by the following vote:

Personnel Board of Review
Mayor Lance Westcamp recommended to Council the appointment of
Jack Rupp to the Personnel Board of Review for a three year term.

Hutson, to appoint Scott Clinger to the Personnel Board of Review for a three
year term. The motion carried by the following vote:

Ruthanne Ross, Clerk of Council; to the Records Commission for one
year terms.
A motion was made by Council Member Cleary, seconded by Council Member
Dildine, to appoint Administrator, BJ King as Chair; himself as Mayor; Kevin
Shannon, Law Director; Jason Carr, Finance Director; Jean Ann Hilbert; and
Ruthanne Ross, Clerk of Council; to the Records Commission for one year
terms. The motion carried by the following vote:

Trees & Decorations Committee
Mayor Lance Westcamp recommended to Council the appointment of
Ed Dildine as Council Representative to the Trees & Decoration
Committee.
A motion was made by Council Member Hilbert, seconded by Council Member
Hutson, to appoint Ed Dildine as Council Representative to the Trees &
Decoration Committee. The motion carried by the following vote:

Mayor Lance Westcamp recommended to Council the appointment of
Bruce Smith to the Trees & Decorations Committee for a four year
term.
A motion was made by Council Member Hilbert, seconded by Council Member
Hutson, to appoint Bruce Smith to the Trees & Decorations Committee for a
four year term. The motion carried by the following vote:

Mayor Lance Westcamp recommended to Council the appointment of
Leah Keller to the Trees & Decorations Committee for a four year term.
Mayor Westcamp commended all the professional people on the City's
boards and commissions that keep Groveport going. The Mayor
announced the City received a thank you letter from the United States
Census Bureau 2020. He formed the committee that gathered the
City of Groveport Page 6

information from the citizens.
A motion was made by Council Member Hilbert, seconded by Council Member
Dildine, to appoint Leah Keller to the Trees & Decorations Committee for a four
year term. The motion carried by the following vote:

B. Administrator - BJ King
Administrator BJ King and Mayor Westcamp were invited to join the
Central Ohio Mayors & Managers Association (COMMA) to represent
the City of Groveport. COMMA is an organization comprised of Mayors
and City Managers/Administrators from Central Ohio communities.
They accepted the invitation and had their first meeting last Friday. It is
a great organization to share information and receive updates on
pending items under consideration by the State of Ohio legislature.
Different communities host the meetings and choose a topic to
spotlight. Mr. King looks forward to the time Groveport will be able to
host and learn what other communities are doing to hopefully get some
new ideas for our community.
Mr. King reported that the capital items, whether projects or purchases,
are underway. Administration is working on getting contracts signed
and products under design. Mr. King is looking forward to a busy year
and he will keep Council apprised of the status of those items in his
Council reports.

C. Chief of Police - Ralph Portier
Chief Ralph Portier thanked Sergeant Casey Adams for handling the
very difficult job of coordinating the vehicles and all the equipment that
goes into them. Even finding cruisers can be difficult and Sergeant
Adams does a marvelous job with the vehicles. Mayor Westcamp
commented on an email from Chief Portier in regard to two day shift
officers who go above and beyond. The two veteran officers took the
time to spend time with a gentleman who had a very bad situation. One
of the officers even stopped by the next day to follow up on the
gentleman.

E. Director of Law - Kevin Shannon
Law Director Kevin Shannon thanked the Mayor, Council and City staff
for the beautiful floral arrangement that was sent to the funeral home for
his father in-law who passed away unexpectedly. He and his wife, Lori,
sincerely thank everyone.

G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Chad Grashel
Council Member Grashel cheered “Go Bucks”. Mayor Westcamp
congratulated Mr. Grashel on his recent engagement. Council Member
Dildine offered another cheer “Go Bucks”, he is ready. Council Member
Cleary looks forward to a great 2021. Council Member Lockett
mentioned that he has heard a lot of good comments on the blowup
figures along the golf course drive. He thinks the decorations were well
received. Mayor Westcamp added that Council Member Hutson had
shared with him that the senior citizens in our community who received
the gifts from the City are very thankful. He has received several thank
you notes.

I. Standing Committees
Trees & Decorations Committee
Council Member Dildine reported officers were elected at the Trees &
Decorations Committee meeting held tonight. Scott Clinger was
elected as Chair Person and Bruce Smith was elected Vice Chair.
Public Service Director Brian Strayer was present to discuss the new
tree inspection and maintenance program. It will take some time to get
the program in place but once it is up and running, it will be a big
benefit to Groveport and its residents. The meeting schedule was set
up for 2021 with the required six meetings a year per Tree City USA.
Everything is ready for the spring and the money has been allocated
for the greenhouse. Council Member Cleary stated the picture of the

tree on Front Street crushing a Groveport cruiser says it all in regard to
the need for this program.
