Ord. 2021-001 AN ORDINANCE TO LEVY A MUNICIPAL MOTOR VEHICLE LICENSE FEE PURSUANT TO OHIO REVISED CODE SECTION 4504.173 Sponsors: Hilbert Law Director Kevin Shannon noted that when he spoke at the previous Committee of the Whole meeting in regard to Council's consideration to postpone this Ordinance indefinitely, he was under the assumption this Ordinance was up for third reading tonight. It would be best to wait until the third reading to move to postpone. It makes more sense to follow the natural progression of the City's legislation to make such a motion if Council is still desirous to do so at the next regular City Council meeting. Mr. Shannon requested Council to consider making a motion to amend this Ordinance by replacing the current attached Exhibit "A" with the amended Exhibit "A" that Council was previously emailed by Clerk of Council Ruthanne Ross on Friday. Mayor - Lance Westcamp Mayor Lance Westcamp referred to a thank you letter received from Warren Motts. Mr. Motts thanked the Mayor and City Council for its yearly donation to the Military Museum. The Mayor commented on Council’s discussion on the $5.00 motor vehicle license fee. He is in the office more often since his retirement and he has the opportunity to talk to Mr. King and Mr. Carr. Council will have a lot of decision making coming their way down the road. Per the report Mr. Carr gave last week, finances are down $600,000 for the month of January compared to previous years. He was talking about Council needing to consider utility rates, recreation rates and golf rates. He wanted to bring the matter up to make Council aware of some hard decisions to make this year. B. Administrator - BJ King Administrator BJ King referred to his submitted report on the capital purchases and projects for 2021. He will provide an updated report for the second City Council meeting of each month. He has been working with Mr. Carr and the directors on getting things in place to get things kicked off and completed in a timely manner. The pipe leak at the Recreation Center has been located and repaired. Ceiling tiles and drywall will be replaced. There have been a couple of leaks in the same general area and he is starting to wonder if there may be more to it. Recreation Director Kyle Lund noted that it seems when these leaks happen the copper pipes had developed pinholes that caused the leaks. #27-2021 Admin Report to Council 1.25.2021 Attachments: Council Report Admin 1_25_2021.pdf C. Chief of Police - Ralph Portier Chief Portier drives through five jurisdictions to get to work and when there is snow and ice, Groveport is by far the best on clearing the roadways. In regard to Sergeant Brian Thompson’s retirement, the Department has elected to not have a get together but rather a day to spread out some hours for those who wish to visit. The public will not be invite; the plan is to keep it very limited. Chief Portier will be getting with the Mayor on scheduling a date. He commended Officer Ryan Ripson on the great job he did in regard to the car accident from the other day. City of Groveport Page 4 City Council Meeting Minutes January 25, 2021 D. Director of Finance - Jason Carr Director of Finance Jason Carr announced that W-2s went out in the mail today and if anyone does not receive theirs by the end of this week or early next week, please let him know.
