I. Call to Order
by Mayor Lance Westcamp at 6:30 p.m.
Staff Present: BJ King - Administrator, Jason Carr - Director of Finance,
Casey Adams - Police Sergeant, Jeff Green - Assistant Administrator /
Development Director, Ruthanne Sargus Ross - Clerk of Council
Guests Present: The Guest Book is on file with the Clerk of Council.
II. Moment of Silence
The Mayor asked everyone to join him in a moment of silence.
III. Pledge of Allegiance
Sergeant Adams led the Pledge of Allegiance.

AN ORDINANCE AUTHORIZING A MODIFICATION TO THE
DEVELOPMENT PLAN FOR 2400 ROHR ROAD, PARCEL NUMBER
154-000002

Administrator King requested Council to consider making a motion to

amend this Ordinance, specifically Section 1 to include the
recommended condition of the Planning & Zoning Commission.
Amending Section 1 to state "That the Development Plan for 2400 Rohr
Road, Parcel Number 154-000002 is hereby modified according to the attached
Exhibit "A" which is made a part hereof, provided that the condition set forth by the
Planning & Zoning Commission is satisfied: The proposed access drive from Alum
Creek Drive into the development site and the northbound right-turn lane to this
drive entrance on Alum Creek Drive (Franklin County jurisdiction) shall be
constructed before the activation of water service on the first building constructed
on either Lot 1 or Lot 3. The Developer is required to meet all conditions and
requirements imposed by the Franklin County Engineer related to securing permits
for connecting the site access driveway and construction of the turn lane on Alum
Creek Drive.
Clerk of Council Ross read by title Ordinance No. 2021-005. A motion was made
by Council Member Dildine, seconded by Council Member Cleary, to amend

VIII. Reports
A. Mayor - Lance Westcamp
Mayor Lance Westcamp personally thanked Sergeant Brian
Thompson for his 26 years of service to the great City of Groveport.
The Mayor did get the opportunity to talk to Sergeant Thompson to tell
him he did a wonderful job and to enjoy his retirement. Mayor
Westcamp also announced that he had received a letter from Chief
Ralph Portier on his retiring on August 18, 2021. This announcement
gives the Mayor time to go forward with the decision he will have to
make and gives plenty of time for the transition.
B. Administrator - BJ King
Administrator BJ King was happy to report that the City's first livestream
was up and running. He was viewing the meeting on his iPad from the
City's website. The system has been set up to pause both the video
and audio if Council were to go into executive session and resume
once Council reconvenes. The City's first on-line auction is set to end
on this coming Thursday and Friday. Mr. King talked to Brian Strayer
and most of the City's items had bids. It will clear up some room in the
City's storage facilities. Administration looks to do the on-line auctions
on a continual basis. Brian Strayer will setup the auctions and be the
point of contact for other departments wanting to dispose of City
surplus. Council Member Dildine commented the livestreaming is a
big step for a small community like Groveport to provide transparency.
He gave a big kudos to everyone who worked on making it happen and
to today’s technology.

C. Chief of Police - Ralph Portier
Chief Portier was not present. Sergeant Adams reported that Governor
DeWine announced that all law enforcement officers are now qualified
to receive the coronavirus vaccine. He extended his deep appreciation
to Kroger who has gone out of the way to let the Police Department
know the number of vaccines available and the word goes out to the
officers to get in for a vaccine. If there are no Groveport officers needing
a vaccine, the offer is extended to Madison Township and Obetz
officers. He really appreciates Groveport’s Kroger Pharmacy for going
out of the way to help the Department with the vaccinations.
D. Director of Finance - Jason Carr
Finance Director Jason Carr noted that as Council is aware the City’s
Tax Administrator, Bob Curtin, retired December 31, 2020. If Council
receives any questions on income taxes they can have them reach out
to him. There have only been about five returns done this year and the
City’s website has been updated.
E. Director of Law - Kevin Shannon
Mr. Shannon was not present.
F. Assistant Administrator / Development Director - Jeff Green
Nothing further to report.
G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky
Hutson, Scott Lockett and Chad Grashel
Council Member Lockett reminded Mr. King that mosquito season is
coming and spraying last year was very well received with lots of
positive comments. Council Member Cleary commented it is nice to
see the weather has broken up giving the City’s snow warriors a rest. He
has noticed the crews have been patching up potholes which have
sprung up pretty quickly. Council Member Grashel congratulated
Sergeant Thompson and Chief Portier on their retirements. Council
Member Hilbert thanked Brian Thompson for all his years of service to
Groveport and Chief Portier for all he has done for Groveport.

I. Standing Committees
Trees & Decorations Committee
Council Member Dildine reported the Trees & Decorations Committee
talked about plans for the Arbor Day. As of today, the ceremony will
resemble much of last year’s event. Brian Strayer talked about the tree
inspection program that is underway. The Davey Resource Group is
out in neighborhoods inspecting trees for species, age, danger and how
the tree is growing. If a tree is removed another will be planted in its
place. Replacement trees may not be the same species as the one
removed. The City will consider the size, type and other factors in
choosing a replacement tree. This is a good step in learning about the
health of the City’s trees for being a Tree City USA.
IX. Other Business
A. Executive Session
Administrator BJ King requested Council to consider making a motion
to go into Executive Session pursuant to Ohio Revised Code Section
121.22(G) (8) for economic development matters, to include the Mayor,
Council, himself, the Assistant Administrator / Development Director,
and the Finance Director.
A motion was made by Council Member Cleary, seconded by Council Member
Dildine, to go into Executive Session at 6:46 p.m pursuant to Ohio Revised
Code Section 121.22(G) (8) for economic development matters, to include the
Mayor, Council, the Administrator, the Assistant Administrator / Development
Director, and the Finance Director. The motion carried by the following vote:
Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett
A motion was made by Council Member Dildine, seconded by Council Member
Hutson, to come out of Executive Session at 7:53 p.m with no action taken. The
motion carried by the following vote:
Yes: 6- Cleary, Dildine, Grashel, Hilbert, Hutson and Lockett

X. Adjournment
A motion was made by Council Member Cleary, seconded by Council Member
Lockett, to adjourn at 7:54 p.m. The motion carried by the following vote:
