Mayor - Lance Westcamp Mayor Westcamp and Chief Adams will be making promotions to the rank of sergeant in the Police Department. The Mayor and the Chief are interviewing applicants for patrol officers. Chief Adams will introduce the officers to Council. The Mayor mentioned everyone knows about the groundbreaking tomorrow on which Economic Development Director Green will expound. B. Administrator - BJ King Administrator BJ King will contact each Council Member this week or next to discuss budget priorities; it's time to start the budget process. Mr. King requested a brief Executive Session at the end of tonight's agenda to discuss personnel issues. Mr. King will attend the Groveport Heritage and Preservation Society meeting tomorrow evening. Chief of Police - Casey Adams Chief Adams spoke to residents across the street from Mr. Ream about the parking issues. Both were very cooperative, and both suggested changing the parking to their side of West Street. Owners removed two of the three trucks parked in front of Mr. Ream's house. The ex-wife of one of the individuals will pick up the third truck. Mr. Shannon advised Council will need to decide on parking on West Street as well as on other streets. In the short run, the City is getting compliance on the immediate issue. Council Member Hougland noted that supposedly there is an auto body repair shop operating out of a residence. Mr. King notified the Building & Zoning Department to look into the matter. D. Director of Finance - Jason Carr Finance Director Jason Carr referred Council to the Mid-Year Financial Forecast included in their agenda packet. Part of the budget amendment approved tonight relates to the higher income tax collections the City expects to receive. An item Council should consider is raising the cap for the City's Rainy Day Fund. The maximum balance is 2 million dollars which the City will meet in the calendar year 2022. The Termination Fund, which accounts for the City's severance payments, will probably see significant increases for the 2022 budget. The increases are based on expected future retirements next year and probably by the end of this year. The mid-year report includes the Capital Projects Fund, a significant Fund now that the City allocates money for capital projects. Development Director - Jeff Green Economic Development Director Jeff Green reported the City is getting some interest from professionals for the downtown. Miller-Valentine put out a press release on their website, in Columbus Business First and other outlets. There is so much potential in historic downtown Groveport that Mr. Green expects a significant transformation. G. Council Members - Jean Ann Hilbert, Ed Dildine, Shawn Cleary, Becky Hutson, Scott Lockett and John Hougland Council Members had nothing further to report. H. Executive Session Law Director Kevin Shannon requested Council to consider making a motion to go into Executive Session pursuant to Ohio Revised Code Section 121.22(G)(1) to consider the employment of public employees. To include all members of Council, the Mayor, himself, the Administrator,and the Finance Director. A motion was made by Council Member Hilbert, seconded by Council Member Cleary, to go into Executive Session pursuant to Ohio Revised Code Section 121.22(G)(1) to consider the employment of public employees at 6:56 p.m. To include all members of Council, the Mayor, the Law Director, the Administrator,and the Finance Director.
